R- 00- 09- 14 -10A1 WHEREAS, the City of Round Rock desires to retain professional lobbying services, and WHEREAS, Peggy Smith Croslin, a registered lobbyist, has submitted a contract to provide said services, and WHEREAS, the City Council desires to enter into said contract with Peggy Smith Croslin, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a contract with Peggy Smith Croslin, for professional lobbying services, a copy of said agreement being attached hereto and incorporated herein for all purposes. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended, and the Act. JO LAND, City Secretary K:\ WPDOCS \RESOLUTI \R00919A1.WPD /aC City of Round Rock, Texas PROFESSIONAL SERVICES CONTRACT Peggy Smith Croslin, a registered lobbyist, will provide the following professional services for the City of Round Rock: Develop a Legislative Agenda for the 77 Texas Legislative Session; Communicate directly with members of the Legislature, staffs and administrative personnel; Assist in the introduction and process of legislative initiatives during the session; Inform members of the Legislature of provisions of proposed or pending legislation which Round Rock opposes due to negative or adverse impact; Prepare witnesses and assist with the scheduling of witnesses before legislative committees; Monitor pending and proposed legislation affecting Round Rock, and; Perform such other services including, but not limited to, coordination, planning and implementation of activities relating to issues involving the city including, but not limited to: major transportation and infrastructure projects, water and wastewater matters, and regulatory matters. Representing Round Rock before CAMPO, TxDOT and other governmental agencies as requested by Round Rock In return for the provision of the above - described services, the City of Round Rock will pay to Peggy Smith Croslin the following sums: $4,000 initial retainer upon contract date and $3,500 per month, plus expenses beginning September 1, 2000 through August 31, 2001. Expenses are defined as out of pocket expenses for copying, phone charges, and other ordinary occurrences. Any expense over $200 will be approved prior to charge. Either party hereto may terminate this contract upon 30 day notice to the other party. Consider a resolution authorizing the Mayor to execute a contract with Peggy Smith Croslin for lobbying services. The contract is to provide services for the coordination, planning and implementation of activities relating to issues involving the City including, but not limited to: major transportation and infrastructure projects, water and wastewater matters and regulatory matters. Staff Resource Person: Bob Bennett, City Manager. Peggy has agreed to a fee of $3,500 per month and a contract that expires in August. In the past Peggy has charged $4,000 per month during the Legislative Session and $3,000 when the legislature is out of session.
