R- 00- 09- 28 -9C3 WHEREAS, the City of Round Rock has duly advertised for bids for the purchase of a catchbasin cleaning system, and WHEREAS, Baker Equipment has submitted the lowest and best bid, and WHEREAS, the City Council wishes to accept the bid of Baker Equipment, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the bid of Bianco Enterprises, Inc. is hereby accepted as the lowest and best bid and the City Manager is hereby authorized and directed to issue a purchase order to Baker Equipment for the purchase of a catchbasin cleaning system. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended, and the Act. Aquatech model B -10 Baker Equipment Co Clean Earth Safe Jet Vac Responding to Southwestern Equipment Co. Exceptions and Clarification Sheet from Bid # 00 -022 Submitted August 23, 2000: Item #7.4 The main tanks will be the primary water supply for most standard jobs. Their size will be crucial for the efficient utilization of man -hours and risk to public safety and for the city's interest. One of the primary reasons for making this purchase is to increase performance in cleaning operations. The city's current machine is undersized for our growing size and cleaning needs. Although it will operate for 23 minutes, the Aquatech machine will only operate for 12.5 minutes before refilling is required which can take up to an hour with break -down and reset -up. These comparisons are based on using the vacuum and jet at the same time, like when performing a standard grease removal. The Safe Jet Vac would operate for 25 minutes at 80 GPM versus 65 GPM. Item #7.1 The Aquatech tanks are not only half the size of the Safe Jet Vac, but are constructed of plastic instead of aluminum. This is a big concern in regards to their life and durability, especially in off -road jobs. The Aquatech machine tanks rise with the debris body during dumping requiring them to be empty. No other known manufacturer for obvious reasons does this configuration. Item # 7.7 When using the debris body as a water tank, there is a 1000 - gallon difference. The Safe Jet Vac would be capable of operating for 50 minutes continuously versus the 37 minutes by the Aquatech machine. Considering breakdown, refilling time and reset -up time, that could take up to an hour on off -road jobs. The 13 minutes difference can be significant, especially when comparing the run -time of the Aquatech machine when using in combination mode is less than 13 minutes total. Item # 10.3 and 10.8 Boom length and travel length is essential in the operation of the unit. Length should be viewed from the point of view by the boom length compared to the width and length of the vehicle. The normal operating area of the boom will be directly to the center rear and to the left and right rear sides of the truck. The Safe Jet Vac has more clearance in the collapsed position and then has another 8 foot of travel versus the 4.5 feet of travel with the Aquatech, giving more operating area beyond the 3.5 -foot difference in the telescoping length. When working off to the left and right rear sides, in reach of the reel this factor would only be compounded, especially considering boom length when raising and lowering tube sections and keeping them centered in a man-hole. Boom length and travel allow more sections to be placed, therefore allowing more depth to be accessed safely. This factor also extends the operating area away from the truck. These differences in operating range would make it possible to reach lift stations and manholes currently not accessible or difficult to reach. There was a misprint on the container size that was intended to read 5 ft. X 6 in. Item # 5.2 Hot dipping increases the bond between the two metals reducing the likelihood of chipping and peeling. Option # 5 Electric hose reels are available and are safer, faster, more reliable than the outdated, self - retracting spring operated reels. The City of Round Rock Wastewater Line Maintenance and I and I divisions have received funding for a Truck Mounted Catch Basin Cleaning System in response to the city's, growing size and special needs. The original perimeters for the specifications where carefully thought out and researched, contributions where made from the operators, their supervisors and others who specialize in the field of wastewater line maintenance. It was the intent of these specifications to supply the city with a machine that would not only provide a backup for our current aging combination unit but to also expand our area of coverage, to simply be able to efficiently clean lines that are now either inaccessible or impractical to clean. It would not be in the city's interest to purchase a machine that in some ways is less efficient than the combination unit that we already have. The total water capacity boom length and travel are some of the most needed features when comparing units for our cleaning programs. If we had specified a machine with the above mentioned deviations, we would have received all the bids that reflected this in their total price.
