BRAZOS RIVER AUTHORITY, a conservation and reclamation district of the State of
Texas, the CITY of HUTTO, the CITY OF ROUND ROCK, and the LOWER

II.
STATEMENT OF SERVICES TO BE PERFORMED
BRA, Hutto, Round Rock and LCRA will share the costs of and contribute to the study
and development of a regional facility plan (the "Study ") for the provision of wastewater
services in the Lower Brushy Creek area by providing both cash and in -kind services in
accordance with the attached and incorporated Exhibits to this Contract which are as
follows:

Exhibit I, Texas Water Development Contract for the Research and Planning
Fund Regional Planning Facility Grant ( "TWDB Grant Contract")- A contract
entered into by BRA, LCRA, and the Texas Water Development Board for a grant
which will provide fifty percent (50 %) of the funds for the Study;
Exhibit II, Project Planning Area- A description of the northern portion of Round
Rock up to the southern boundary of Georgetown, including the City of Hutto and
its extraterritorial jurisdiction, and other unincorporated areas of Williamson
County (the Planning Area); and
Exhibit III, Scope of Services — A schedule and description of in- kind services to
be performed as a contribution towards the Study and the development of a
regional facility plan. The Scope of Services may be amended to alter the in -kind
services that each Contracting Party will perform upon agreement by the other
Contracting Parties.

III.
RESPONSIBILITIES OF THE PARTIES
'DRAFT
1) Services and activities provided by the parties to this Contract shall be in
accordance with the original grant application and the TWDB Grant Contract
between the Lower Colorado River Authority, the Brazos River Authority, and
the Texas Water Development Board, which is incorporated herein and made a
permanent part of this Contract.
2) LCRA will be the local sponsor responsible to the Texas Water Development
Board for the provision and management of the local contributions, constituting
fifty percent (50 %) of the cost for the Study, as required from the Contracting
Parties under the TWDB Grant Contract.
3) LCRA shall retain a qualified engineering consultant agreeable to both parties
( "Engineer ") to provide engineering services for the completion of the Study.
4) The Study shall include, but is not limited to, the following: the determination of
sewerage system flows, the preparation of collection system alternatives, and
treatment system alternatives, the development of an implementation schedule,
the determination of the costs, the identification of funding options, the
development of a water conservation and drought management plan, the
coordination of meetings between Contracting Parties and interested parties, and
the production of a final report.
5) LCRA shall be responsible for project schedule management and invoice review
and processing.
6) BRA, Hutto, Round Rock, and LCRA agree to cooperate in good faith with
Engineer and with each other in the preparation of the Study. The LCRA shall
make available to the other Contracting Parties all documents -- including all
invoices, correspondence, memoranda, and reports -- in its possession relating to
Engineer's services or the Study within a reasonable amount of time from a
request by any Contracting Party's employee or agent. LCRA shall provide
copies of the final report on the Study to the Contracting Parties upon completion
of the Study by Engineer.
7) Any amendment to this Contract must be in writing and signed by the authorized
representative for each party to this Contract.
8) No party to this Contract may assign its rights and obligations under this Contract
except by written amendment signed by the authorized representative for each
party to this Contract.
9) This Contract shall not be construed in any form or manner to establish a
partnership, joint venture or agency, express or implied, nor any employer-

employee or borrowed servant relationship by and between the parties to this
Contract.
10) This Contract shall be construed under and in accordance with the laws of the
State of Texas.
11) This Contract may be executed simultaneously in duplicate originals each of
equal dignity.

13) Any party to this Contract may modify its address by written notice to all other

CONTRACT AMOUNT

The total amount of this Contract shall not exceed thirty -three thousand dollars
(533,000.00) in cash and thirty -eight thousand dollars (538,000.00) in in -kind services.
V.
PAYMENT FOR SERVICES

BRA, LCRA, Hutto, and Round Rock shall pay for cash contributions from current
revenues available. The cash and in -kind contributions will be allocated among the
Contracting Parties as follows:
At the date of execution of this Contract, BRA, Hutto, and Round Rock shall provide

acceptable to TWDB. The failure of the parties to timely fund their obligations under this
Contract shall be a default.
LCRA shall be permitted to withdraw from the escrow account or other account
acceptable to the TWDB payments for work performed by it or its contractors as each
payment becomes due. No payments shall be drawn from escrow in advance of the work
being performed or receipt of an invoice for work performed.
Accrued interest on the escrow account or other account acceptable to the TWDB shall be
used by the LCRA to defray the transaction costs of maintaining the escrow account or
other account acceptable to the TWDB. If there is insufficient interest to pay for the full
transaction costs of the escrow account or other account acceptable to the TWDB, the
LCRA shall bear the additional costs. If there is an excess of interest to pay for the
transaction costs of the escrow account or other account acceptable to the TWDB, that
excess shall be divided between BRA, Hutto, Round Rock and LCRA in proportion to
their respective contributions at the completion of the work under this Contract.
BRA, Hutto and Round Rock shall each have the right to examine all records of the
LCRA relating to the cost of maintaining the escrow account or other account acceptable
to the TWDB as well as funding and contributions from other sources.
The calculation of the costs of in -kind services will be based on the actual expenses
incurred in the performance of this service.

This Contract is to begin when fully executed, and shall terminate on completion of the

1. Service Area

SCOPE OF SERVICES

The proposed study area is part of the rapidly growing region of Williamson County. It
lies in the Lower Brushy Creek Watershed, serving the drainage sub - basins which flow
into Brush Creek and Cottonwood Creek, just downstream of the Brushy Creek Regional
Wastewater Plant. Mainly due to the position of the study area in the northeast expansion
corridor of Austin and Round Rock, it has been identified and studied over the years as
an excellent candidate for regional wastewater service. Recent service requests and
development inquiries within a major portion of the study area, the City of Hutto ETJ, for
example, indicate that general growth is and will continue to occur at rates ranging from
9-11% per year.
The City of Hutto and its ETJ are located in the rapidly just east of the City of Round
Rock, Texas, on U.S. Highway 79. The City placed a new 100,000 gallon per day (gpd)
package wastewater treatment plant in service in February, 1997, and treatment plant
flow data indicated that by June 1997 it was already operating at design capacity. The
plant, now owned and operated by LCRA and operated by BRA, is currently under
expansion by LCRA to 200,000 gpd just to keep up with growth from within the City.
However, due to its location, the plant is limited to treat flows only from within the City
limits, upstream of most of the Hutto ETJ, and will, therefore, be unable to treat flow
from its own ETJ.
The northern portion of Round Rock and a portion of unincorporated areas of Williamson
County will also benefit from the study and implementation of this regional system.
Geologic conditions in the area, mostly clayey, calcareous soils provide extremely poor
conditions for septic systems as a viable wastewater treatment alternative. Also, due to
the limited availability of water in this area and concern for conservation and reuse,
regionalization will allow the participating entities to evaluate and take advantage of any
reuse possibilities.
The proposed study area is bordered to the west by the Upper Brushy Creek Service
Area, and it extends north to the southern edge of Georgetown. The eastern boundary
lies east of the City of Hutto and then follows the southern border of Williamson County.
The Service Area includes the City of Hutto and its ETJ, portions of Round Rock, and
other unincorporated areas of Williamson County.
LCRA will provide CDM with shapefiles showing the Service Area, the City of Hutto
boundaries, the City of Hutto ETJ boundaries, the City of Round Rock boundaries, any
other political boundaries, and any known major developments.
2. Determination of Sewerage System Flows

Collect and review information from each identified entity regarding both their existing
and projected development, growth trends, and needs. Develop collective population and
wastewater flow projections for the Service Area. The population and wastewater flow
projections shall be developed for each entity in five (5) year increments throughout a
2030 Planning horizon. Compare the projected populations to the TWDB's latest
consensus population projections.
Discuss any differences between the developed population projections and the TWDB
population projections. If the difference between the feasibility study projections and the
TWDB projections exceeds 15 percent and it is determined that the feasibility study
projections more accurately reflect the potential growth in the area, then prepare a letter
to the TWDB justifying the use of the feasibility study projections and ask for the TWDB
concurrence.
Based upon the population projections and the historic data that is gathered, the engineer
shall prepare average day wastewater flows, maximum month wastewater flows and peak
dry - weather wastewater flows. Based upon data provided by the participants regarding
typical area inflow and infiltration rates and /or the engineer's knowledge of local
conditions, the engineer will prepare peak wet - weather wastewater flows. The
wastewater demands will be prepared individually for sub -basin areas. Population and
wastewater demands will also be prepared for development tracts in study area. For
potential development areas estimate when potential development could occur, the likely
extent of potential development, potential population, and wastewater flow projections.
Develop maps of the regional area that include all existing wastewater collection and
wastewater treatment facilities denoting age and permitted/design capacities, collection
lines, discharge limitations, anticipated treatment facility expansions, and area(s) of
projected population growth and /or anticipated service area expansions.
The City of Hutto will:
The City of Hutto will assist CDM and its subcontractor with collection of information
regarding its existing wastewater collection system; areas served by septic tanks;
wastewater treatment facilities with permitted /design capacities, unused capacities, and
estimated useful life; and, existing and future development through the year 2030 for the
incorporated area and ETJ.

reuse opportunities with the City and it ETJ, and develop this information in the form of
maps and /or shapefiles with an accompanying summary letter report.

CDM will delineate sub -basin areas, develop wastewater flow factors, coordinate
population projections in the unincorporated County with Williamson County, compile
population projections, compare and discuss differences between population projections
from the project and TWDB, develop maps of existing and future development in 5 -year
increments through the year 2030, develop wastewater flows by sub -basin in 5 -year
increments through the year 2030, develop a snap showing existing wastewater collection
and wastewater treatment facilities, and develop a summary memorandum of this Task.
3. Prepare Collection System Alternatives
Within the study area where collection lines exist, develop detailed alternatives of
connecting these areas into a proposed regional wastewater treatment facility. Where
septic systems are in use, develop detailed altematives to connect these areas to an
existing or a proposed regional wastewater treatment facility and/or temporary package
plants through new or existing collection lines.
Collection system alternatives will include conventional gravity, pressure, and vacuum.
Routing will be based on topography and projected ease of easement acquisition. Line
sizes will be determined based on the type of collection system chosen, the developed
routing, and projected flows. Alternatives for maintaining individual septic systems and
drainfields will be considered if cost feasibility and environmental conditions so warrant.

4. Prepare Treatment System Alternatives /Operation Alternatives
Evaluate existing wastewater treatment facilities within the study area to determine the
facility's useful life, current capacity, design capacity, and unused capacity. Evaluate the
expandability and potential for regional operation of existing treatment facilities.
Treatment system alternatives should include, but not be limited to, a single regional
treatment facility, multiple treatment facilities, pumping to existing facilities, and
package plants (on an interim basis).
Discuss potential treatment requirements and/or discharge limitations with TNRCC if the
proposed wastewater treatment facility(ies) are discharged into a tributary or directly into
Brushy Creek, and determine recommendations for treatment levels for discharges to
tributary or mainstem. Reuse needs will be identified and will be included into the
regional Study.
Identify potential operational alternatives for each of the treatment facility options
evaluated. Identify the benefits of the various operational scenarios. Identify existing
entities which could serve as a regional operator.
CDM will:

of this Task.

5. Implementation Schedule
Develop an implementation Study for a phased construction of collection and treatment
facilities through the year 2030. The implementation Study will take into consideration,
at a minimum, water quality problem areas, anticipated growth areas, future annexation

plants, and costs. The implementation schedule shall be developed primarily based on
decision points (i.e., population, wastewater flows, percent of treatment capacity, etc.).
Separate design and construction time lines shall be developed for each implementation
Study phase.

develop a memorandum summarizing the phasing of the projects in tabular and graphical
form.

6. Determination of Costs

for each phase of the regional wastewater system to allow for flexibility in
implementation according to the pattern of development in the region. These costs will
include collection system treatment facility expansion(s) needed to treat projected
wastewater flows.

7. Funding Options
Research and report on sources available for funding mechanisms for construction of
collection and treatment system. Distinguish if certain funding is available for collection
or treatment only, and identify the specific criteria for each potential funding source. The
amount that is available in grants and loans shall be identified along with the intcrest
rates for loans. Prepare and present a summary of the funding options in tabular form.

8. Development of Water Conservation Study and Drought Management Study
A Water Conservation Study for the service area will be developed. The Study will
include a utility profile for the service area, specification of conservation goals,
installation of metering devices with testing and repair Study, measures to control
unaccounted for use of water, public education, a cost based rate structure, a means of
implementation and enforcement, and coordination with the Regional Water Planning
Group. The reuse of wastewater effluent will also be evaluated. The water conservation
Study will be prepared in accordance with the rules of the Texas Water Development
Board.
A Drought Contingency Study for the service area will be developed or the Study from
the City of Round Rock will be adopted. The Study will contain public education and
public involvement components and be coordinated with the Regional Water Planning
Group. Specific criteria and management responses will be developed. The Study will
be updated every five years, based on new or updated information.
The Alliance will:

for the service area.

9. Report

The results of this study will be summarized in a final report. First, a draft will be
submitted for review and comment. Once all entities have been provided an opportunity
for input, a final version will be produced. This report will present all findings, maps,
and technical analysis, including discussion related to the various options that were
considered. A meeting will be scheduled to review and present the final report.

10. Meetings
Meetings in which the consulting engineer and other interested parties will participate

been released. The 50% meeting will be held after the memoranda from Tasks 3 and 4
have been released. Additional meeting will be held after the release of the memorandum

will be held between CDM's project manager and the Alliance's project manager.

II.
STATEMENT OF SERVICES TO BE PERFORMED
BRA, Hutto, Round Rock and LCRA will share the costs of and contribute to the study
and development of a regional facility plan (the "Study") for the provision of wastewater
services in the Lower Brushy Creek area by providing both cash and in -kind services in
accordance with the attached and incorporated Exhibits to this Contract which are as
follows:
Exhibit I, Texas Water Development Contract for the Research and Planning
Fund Regional Planning Facility Grant ( "TWDB Grant Contract")- A contract
entered into by BRA, LCRA, and the Texas Water Development Board for a grant
which will provide fifty percent (50 %) of the funds for the Study;
Exhibit II, Project Planning Area- A description of the northern portion of Round
Rock up to the southern boundary of Georgetown, including the City of Hutto and
its extraterritorial jurisdiction, and other unincorporated areas of Williamson
County (the Planning Area); and
Exhibit III, Scope of Services — A schedule and description of in- kind services to
be performed as a contribution towards the Study and the development of a
regional facility plan. The Scope of Services may be amended to alter the in -kind
services that each Contracting Party will perform upon agreement by the other
Contracting Parties.
III.
RESPONSIBILITIES OF THE PARTIES
1) Services and activities provided by the parties to this Contract shall be in
accordance with the original grant application and the TWDB Grant Contract
between the Lower Colorado River Authority, the Brazos River Authority, and
the Texas Water Development Board, which is incorporated herein and made a
permanent part of this Contract.
2) LCRA will be the local sponsor responsible to the Texas Water Development
Board for the provision and management of the local contributions, constituting
fifty percent (50 %) of the cost for the Study, as required from the Contracting
Parties under the TWDB Grant Contract.
3) LCRA shall retain a qualified engineering consultant agreeable to all parties
( "Engineer ") to provide engineering services for the completion of the Study.
4) The Study shall include, but is not limited to, the following: the determination of
sewerage system flows, the preparation of collection system alternatives, and
treatment system alternatives, the development of an implementation schedule,
the determination of the costs, the identification of funding options, the
development of a water conservation and drought management plan, the
coordination of meetings between Contracting Parties and interested parties, and
the production of a final report.
5) LCRA shall be responsible for project schedule management and invoice review
and processing.
6) BRA, Hutto, Round Rock, and LCRA agree to cooperate in good faith with
Engineer and with each other in the preparation of the Study. The LCRA shall
make available to the other Contracting Parties all documents -- including all
invoices, correspondence, memoranda, and reports -- in its possession relating to
Engineer's services or the Study within a reasonable amount of time from a
request by any Contracting Party's employee or agent. LCRA shall provide
copies of the final report on the Study to the Contracting Parties upon completion
of the Study by Engineer.
7) Any amendment to this Contract must be in writing and signed by the authorized
representative for each party to this Contract.
8) No party to this Contract may assign its rights and obligations under this Contract
except by written amendment signed by the authorized representative for each
party to this Contract.
9) This Contract shall not be construed in any form or manner to establish a
partnership, joint venture or agency, express or implied, nor any employer-

employee or borrowed servant relationship by and between the parties to this
Contract.
10) This Contract shall be construed under and in accordance with the laws of the
State of Texas.
11) This Contract may be executed simultaneously in duplicate originals each of
equal dignity.
12) All correspondence or notices provided in accordance with this Contract shall be

13) Any party to this Contract may modify its address by written notice to all other
parties to the foregoing addresses.
IV.
CONTRACT AMOUNT
The total amount of this Contract shall not exceed thirty -three thousand dollars
($33,000.00) in cash and thirty -eight thousand dollars ($38,000.00) in in -kind services.
V.
PAYMENT FOR SERVICES
BRA, LCRA, Hutto, and Round Rock shall pay for cash contributions from current
revenues available. The cash and in -kind contributions will be allocated among the
Contracting Parties as follows:
At the date of execution of this Contract, BRA, Hutto, and Round Rock shall provide
their respective cash contributions for deposit into an escrow account or other account
acceptable to TWDB. The failure of the parties to timely fund their obligations under this
Contract shall be a default.
LCRA shall be permitted to withdraw from the escrow account or other account
acceptable to the TWDB payments for work performed by it or its contractors as each
payment becomes due. No payments shall be drawn from escrow in advance of the work
being performed or receipt of an invoice for work performed.
Accrued interest on the escrow account or other account acceptable to the TWDB shall be
used by the LCRA to defray the transaction costs of maintaining the escrow account or
other account acceptable to the TWDB. If there is insufficient interest to pay for the full
transaction costs of the escrow account or other account acceptable to the TWDB, the
LCRA shall bear the additional costs. If there is an excess of interest to pay for the
transaction costs of the escrow account or other account acceptable to the TWDB, that
excess shall be divided between BRA, Hutto, Round Rock and LCRA in proportion to
their respective contributions at the completion of the work under this Contract.
BRA, Hutto and Round Rock shall each have the right to examine all records of the
LCRA relating to the cost of maintaining the escrow account or other account acceptable
to the TWDB as well as funding and contributions from other sources.
The calculation of the costs of in -kind services will be based on the actual expenses
incurred in the performance of this service.
VII.
TERM OF CONTRACT
This Contract is to begin when fully executed, and shall terminate on completion of the
Study as outlined in the Scope of Services and the TWDB Grant Contract or upon
October 31, 2001, whichever is earlier.

statutory functions, (2) the proposed arrangements serve the interest of efficient and
economical administration of State Government, and (3) the services, supplies or
materials contracted for are not required by Section 21 or Article 16 of the Constitution
of Texas to be supplied under contract given to the lowest responsible bidder.

LCRA certifies that it has authority to perform the services contracted for by authority
granted in the Lower Colorado River Act of 1934, Ch. 74, Acts of the 64th Legislature,
R. S., 1979, as amended and Chapter 152, Water Code, Vemon's Texas Codes Ann.
2000.
Hutto and Round Rock certify that each city has authority to contract for the above
services by authority granted in their city charters and applicable chapters of the Texas
Local Government Code.

Introduction
The proposed study area is part of the rapidly growing region of Williamson County. It
lies in the Lower Brushy Creek Watershed, serving the drainage sub - basins which flow
into Brush Creek and Cottonwood Creek, just downstream of the Brushy Creek Regional
Wastewater Plant. Mainly due to the position of the study area in the northeast expansion
corridor of Austin and Round Rock, it has been identified and studied over the years as
an excellent candidate for regional wastewater service. Recent service requests and
development inquiries within a major portion of the study area, the City of Hutto ETJ, for
example, indicate that general growth is and will continue to occur at rates ranging from
9-11% per year.
The City of Hutto and its ETJ are located in the rapidly just east of the City of Round
Rock, Texas, on U.S. Highway 79. The City placed a new 100,000 gallon per day (gpd)
package wastewater treatment plant in service in February, 1997, and treatment plant
flow data indicated that by June 1997 it was already operating at design capacity. The
plant, now owned and operated by LCRA and operated by BRA, is currently under
expansion by LCRA to 200,000 gpd just to keep up with growth from within the City.
However, due to its location, the plant is limited to treat flows only from within the City
limits, upstream of most of the Hutto ETJ, and will, therefore, be unable to treat flow
from its own ETJ.
The northern portion of Round Rock and a portion of unincorporated areas of Williamson
County will also benefit from the study and implementation of this regional system.
Geologic conditions in the area, mostly clayey, calcareous soils provide extremely poor
conditions for septic systems as a viable wastewater treatment alternative. Also, due to
the limited availability of water in this area and concern for conservation and reuse,
regionalization will allow the participating entities to evaluate and take advantage of any
reuse possibilities.
1. Service Area
The proposed study area is bordered to the west by the Upper Brushy Creek Service
Area, and it extends north to the southem edge of Georgetown. The eastern boundary
lies east of the City of Hutto and then follows the southern border of Williamson County.
The Service Area includes the City of Hutto and its ETJ, portions of Round Rock, and
other unincorporated areas of Williamson County.
LCRA will:
LCRA will provide CDM with shapefiles showing the Service Area, the City of Hutto
boundaries, the City of Hutto ETJ boundaries, the City of Round Rock boundaries, any
other political boundaries, and any known major developments.

EXHIBIT III
SCOPE OF SERVICES
2. Determination of Sewerage System Flows
Collect and review information from each identified entity regarding both their existing
and projected development, growth trends, and needs. Develop collective population and
wastewater flow projections for the Service Area. The population and wastewater flow
projections shall be developed for each entity in five (5) year increments throughout a
2030 Planning horizon. Compare the projected populations to the TWDB's latest
consensus population projections.
Discuss any differences between the developed population projections and the TWDB
population projections. If the difference between the feasibility study projections and the
TWDB projections exceeds 15 percent and it is determined that the feasibility study
projections more accurately reflect the potential growth in the area, then prepare a letter
to the TWDB justifying the use of the feasibility study projections and ask for the TWDB
concurrence.
Based upon the population projections and the historic data that is gathered, the engineer
shall prepare average day wastewater flows, maximum month wastewater flows and peak
dry- weather wastewater flows. Based upon data provided by the participants regarding
typical area inflow and infiltration rates and /or the engineer's knowledge of local
conditions, the engineer will prepare peak wet- weather wastewater flows. The
wastewater demands will be prepared individually for sub -basin areas. Population and
wastewater demands will also be prepared for development tracts in study area. For
potential development areas estimate when potential development could occur, the likely
extent of potential development, potential population, and wastewater flow projections.
Develop maps of the regional area that include all existing wastewater collection and
wastewater treatment facilities denoting age and permitted/design capacities, collection
lines, discharge limitations, anticipated treatment facility expansions, and area(s) of
projected population growth and/or anticipated service area expansions.
The City of Hutto will:
The City of Hutto will assist CDM and its subcontractor with collection of information
regarding its existing wastewater collection system; areas served by septic tanks;
wastewater treatment facilities with permitted/design capacities, unused capacities, and
estimated useful life; and, existing and future development through the year 2030 for the
incorporated area and ETJ.
The City of Round Rock will:
The City of Round Rock will provide CDM with information regarding its existing
wastewater collection system; areas served by septic tanks; wastewater treatment
facilities with permitted /design capacities, unused capacities, and estimated useful life;

and, existing and future development through the year 2030 for the incorporated area and
ETJ.
LCRA will:
LCRA will provide CDM the latest census population projections and census tract data
for the Service Area, its existing wastewater collection and wastewater treatment
facilities (including permitted /design capacities, unused capacities, and estimated useful
life), and anticipated treatment facility expansions.
BRA will:
BRA will provide CDM with flow data from nearby WWTPs, its existing wastewater
collection and wastewater treatment facilities, and anticipated treatment facility
expansions.
CDM and its subcontractor will:
CDM and its subcontractor will collect information regarding existing and future
development through the year 2030 for the City of Hutto and its ETJ, determine potential
reuse opportunities with the City and it ETJ, and develop this information in the form of
maps and /or shapefiles with an accompanying summary letter report.
CDM will:
CDM will delineate sub -basin areas, develop wastewater flow factors, coordinate
population projections in the unincorporated County with Williamson County, compile
population projections, compare and discuss differences between population projections
from the project and TWDB, develop maps of existing and future development in 5 -year
increments through the year 2030, develop wastewater flows by sub -basin in 5 -year
increments through the year 2030, develop a map showing existing wastewater collection
and wastewater treatment facilities, and develop a summary memorandum of this Task.
3. Prepare Collection System Alternatives
Within the study area where collection lines exist, develop detailed alternatives of
connecting these areas into a proposed regional wastewater treatment facility. Where
septic systems are in use, develop detailed altematives to connect these areas to an
existing or a proposed regional wastewater treatment facility and /or temporary package
plants through new or existing collection lines.
Collection system alternatives will include conventional gravity, pressure, and vacuum.
Routing will be based on topography and projected ease of easement acquisition. Line
sizes will be determined based on the type of collection system chosen, the developed
routing, and projected flows. Alternatives for maintaining individual septic systems and
drainfields will be considered if cost feasibility and environmental conditions so warrant.

CDM will:
CDM will develop draft collection system alternatives for 5 -year increments through the
year 2030 to serve existing and future growth as well as areas currently served by septic
tanks, where practical. The alternative will be presented in graphical and tabular format
for review.

the draft collection system alternatives presented by CDM.
4. Prepare Treatment System Alternatives /Operation Alternatives
Evaluate existing wastewater treatment facilities within the study area to determine the
facility's useful life, current capacity, design capacity, and unused capacity. Evaluate the
expandability and potential for regional operation of existing treatment facilities.
Treatment system alternatives should include, but not be limited to, a single regional
treatment facility, multiple treatment facilities, pumping to existing facilities, and
package plants (on an interim basis).
Discuss potential treatment requirements and /or discharge limitations with TNRCC if the
proposed wastewater treatment facility(ies) are discharged into a tributary or directly into
Brushy Creek, and determine recommendations for treatment levels for discharges to
tributary or mainstem. Reuse needs will be identified and will be included into the
regional Study.
Identify potential operational altematives for each of the treatment facility options
evaluated. Identify the benefits of the various operational scenarios. Identify existing
entities which could serve as a regional operator.
CDM will:
CDM will develop a draft memorandum summarizing the findings and recommendations
of this Task.
The Cities of Hutto and Round Rock, LCRA, and BRA will:

the draft memorandum presented by CDM.
5. Implementation Schedule
Develop an implementation Study for a phased construction of collection and treatment
facilities through the year 2030. The implementation Study will take into consideration,
at a minimum, water quality problem areas, anticipated growth areas, future annexation

plants, and costs. The implementation schedule shall be developed primarily based on
decision points (i.e., population, wastewater flows, percent of treatment capacity, etc.).
Separate design and construction time lines shall be developed for each implementation
Study phase.
CDM will:

develop a memorandum summarizing the phasing of the projects in tabular and graphical
form.

the draft memorandum from this task presented by CDM.
6. Determination of Costs
Estimate the capital, operation and maintenance costs for each identified alternative as
well as each phase of the recommended alternative. Separate cost estimates will be made
for each phase of the regional wastewater system to allow for flexibility in
implementation according to the pattern of development in the region. These costs will
include collection system treatment facility expansion(s) needed to treat projected
wastewater flows.
The Alliance will:
The Alliance will provide operation and maintenance costs for each alternative and
phase.
CDM will:
CDM will develop capital costs for each identified alternative and phase, incorporate
operation and maintenance costs, and develop present worth costs for each alternative.
7. Funding Options
Research and report on sources available for funding mechanisms for construction of
collection and treatment system. Distinguish if certain funding is available for collection
or treatment only, and identify the specific criteria for each potential funding source. The
amount that is available in grants and loans shall be identified along with the interest
rates for loans. Prepare and present a summary of the funding options in tabular form.

8. Development of Water Conservation Study and Drought Management Study
A Water Conservation Study for the service area will be developed. The Study will
include a utility profile for the service area, specification of conservation goals,
installation of metering devices with testing and repair Study, measures to control
unaccounted for use of water, public education, a cost based rate structure, a means of
implementation and enforcement, and coordination with the Regional Water Planning
Group. The reuse of wastewater effluent will also be evaluated. The water conservation
Study will be prepared in accordance with the rules of the Texas Water Development
Board.
A Drought Contingency Study for the service area will be developed or the Study from
the City of Round Rock will be adopted. The Study will contain public education and
public involvement components and be coordinated with the Regional Water Planning
Group. Specific criteria and management responses will be developed. The Study will
be updated every five years, based on new or updated information.
The Alliance will:
The Alliance will develop a Water Conservation Study and Drought Contingency Study
for the service area.
CDM will:
CDM will review the plants and provide written comments to the Alliance.
9. Report
The results of this study will be summarized in a final report. First, a draft will be
submitted for review and comment. Once all entities have been provided an opportunity
for input, a final version will be produced. This report will present all findings, maps,
and technical analysis, including discussion related to the various options that were
considered. A meeting will be scheduled to review and present the final report.
The Alliance will:

10. Meetings
Meetings in which the consulting engineer and other interested parties will participate
include those required by the Texas Water Development Board, including a project

"Kick -off Meeting ", a 50% completion meeting, and a meeting after the draft report has
been released. The 50% meeting will be held after the memoranda from Tasks 3 and 4
have been released. Additional meeting will be held after the release of the memorandum
from Task 2 and after the release of the final report. One progress meeting per month
will be held between CDM's project manager and the Alliance's project manager.
