R- 01- 02- 22 -10C2 WHEREAS, the Office of the Governor, Criminal Justice Division (CJD) has previously provided grant funds to the City of Round Rock for the Middle School Liaison Officer Program under Grant Number ED- 14829- 02, and WHEREAS, continued funding is available under this grant for the 2001 -2002 fiscal year, and WHEREAS, the City Council wishes to make application for grant funds to provide financial assistance to continue the above - described program, and WHEREAS, in the event of loss or misuse of CJD grant funds, the City of Round Rock assures that the funds will be returned to the CJD in full, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS THAT, 1. Under this plan, grantees selected by their regional criminal justice advisory committee to receive a three -year commitment would be automatically recommended for continued funding subject to performance, compliance with CJD rules, and availability of funds. CJD requests that you submit to us by April 28, 2000, a revised budget in the amount of $12,661.00 for the upcoming grant year (see attached sample budget). This is the amount of funding your regional council of govemments has recommended for your project. In addition, submit the following documents (see enclosed page) to update your grant file: n Comprehensive Certification n Certified Assurances n Resolution from Governing Body - Blanket Fidelity Bond (non - profits only) Please reference the grant number listed above on all pages submitted to our office regarding this project. The resolution must: • Clearly identify the project for which funding is requested. • Authorize submission of the application to CJD. • Designate an authorized official. (This designation in the resolution is only required if the entity wishes to empower a person who is not the chief executive officer to accept, reject, or alter a grant) - Include a statement that in the event of loss or misuse of CJD funds, the governing body assures that the funds will be returned to CJD in full. (This statement must be included in the resolution of all units of local government) Include a statement that assures CJD that the governing body wilLsecure or renew a fidelity bond covering the full amount of CJD funds upon acceptance of any grant award (This statement must be included in the resolution by all nonprofit organizations.) Fidelity Bond All nonprofit agencies must submit a copy of a blanket fidelity bond indemnifying CJD against the theft; loss, or misuse of the entire amount of CID funds. If a bond must be increased to cover an increased award amount, this may be done after the continuation grant is awarded. However, the bond should be secured immediately after award, as CJD will withhold funds until it is received. The documents submitted to CJD to verify your purchase of a fidelity bond should show: The policy is for "blanket" coverage. • The type of coverage is "commercial crime ", "employee dishonesty ", or "fidelity bond ". • The coverage amount equals or exceeds the full amount of CJD funds. • An effective policy period that covers the project period of the grant. Note: The cost of the blanket fidelity bond is an eligible expense and may be included in your grant budget. Consider a resolution authorizing the Mayor to make the necessary grant application to the Office of the Governor, Criminal Justice Division to provide continued funding of a Middle School Liaison Officer. This amends the original resolution by addressing a requirement of the State regarding the loss or misuse of grant funds that was not included in the original approved resolution. Resource: Paul Conner, Chief of Police Rick White History: Last Spring, the City Council adopted Resolution No. R- 00- 04- 27 -12A1 is authorizing the City to apply for continuation funding the State of Texas, Criminal Justice Division. The multi -year grant provided $12,661 during fiscal 199 -2000 to partially fund a Middle Schools Liaison Officer. Funding: Cost: N/A Source of funds: N/A Outside Resources: N/A The State Criminal Justice Division recently informed the Round Rock Police Department that the resolution approved by the City Council is insufficient and must contain the following statement: In the event of loss or misuse of funds, funds will be returned to the Criminal Justice Division in full." The amended resolution corrects the deficiency. Impact/Benefit: Adopting the amended resolution allows the City to remain in compliance with the Criminal Justice Division requirements for grantees.
