COMPLETE THE REQUIRED ATTACHMENTS
The applicant should submit the various required attachments with the grant application. If the applicant
cannot submit an attachment with thc application, then they must include a note indicating the reason in place
of the form. If an attachment is not in the application, CJD will identify it as an item in need of tesolution and
will provide the applicant with a deadline by which to resolve it. If a local or regional application, the request
will be sent through the COGS, which will set the deadlines. If all of these items are not cleared by the
deadline, CJD may deny or postpone funding to the applicant or attach a special condition to the award
affecting the grantee's ability to access funds. CJD will advise grantees of special conditions on the Statement of
Grant Award. See page 37 far information on special conditions.
Attachments Without Forms
Some required attachments do not have accompanying forms. Following are each of these along with thc
circumstances under which it must be submitted. Use the chccldist below to determine which attachments you
must submit.
❑ Resolution — Except for applications from state agencies, each application must include a resolution
from the applicable governing body, such as the city council, county commissioners' court, school
board, or board of directors, that contains the following:
■ authorization for the submission of the application to CJD that clearly identifies the project
for which funding is requested;
• a commitment to provide for any applicable cash match (if the applicant is not providing
all of the marching funds, then the other participating entities that are providing portions
of any cash match, must also submit resolutions — this does not apply to state agencies);
• if the applicant chooses to designate an authorized official who is nht the chief executive
officer, the resolution muse provide the designee with the power to accept, reject, or alter a
grant; and
. a written assurance that, in the event of loss or misuse of CJD funds, thc governing body
will return all funds to CJD.
Attachments With Forms
There are also several additional forms to complete. They include the following:
❑ Comprehensive Certification — All applications must include a signed copy of the Comprehensive
Certification found on pages 25 and 27. Completing this form meets the federal requirements to
submit certifications related to Level of Service, Independent Annual Audit, Drug -Free Workplace,
Lobbying, Equal Employment Program, and Nonprocurcment Debarment.
❑ Certified Assurances — All applications must include a signed copy of the Certified Assurances
form found on pages 29 and 31.
❑ Civil Rights Liaison Certification — VOCA projects only.
❑ Taa Exempt and Nonprofit Information Form a d Fin na ci Lc biIiev,Questionnaire — These
two forms are required only from nonprofit corporations that have never before received CJD funding.
A copy is available from the criminal justice planner at your council of governments or from CJD.

WHEREAS, the Capital Area Planning Council has grant funds
available to cities for various law enforcement projects, and
WHEREAS, grant funds are available for the Victims Assistance
Program to partially fund two part -time Victims Assistance personnel,
and
WHEREAS,the City Council wishes to make application for a three -
year grant to provide financial assistance for the above - described
positions, and
WHEREAS, the grant requires a 20 percent match by the City, and
the City Council wishes to approve said 20 percent match, and
WHEREAS, in the event of loss or misuse of CJD grant funds, the
City of Round Rock assures that the funds will be returned to the CJD
in full, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS

1. The Mayor is hereby authorized and directed to make the
necessary application for the above - described grant;
2. The 20 percent match by the City is approved; and
3. In the event of loss or misuse of CJD grant funds, the funds

SUBJECT: City Council Meeting — March 8, 2001
ITEM: 10.B.1. Consider a resolution authorizing the Mayor to make the necessary
grant application to the Capital Area Planning Council for
financial assistance to hire and equip two part -time Victim's
Assistance personnel. This amends the original resolution by
addressing requirements of the State that were not included in the
original approved resolution.

History: Earlier this year, the City Council adopted Resolution No. R- 01- 01- 11 -13B1
authorizing the City to apply for a grant from the Capital Area Planning Council
to fund two part-time Victims Assistance personnel. Upon receipt of that
resolution, Department personnel were notified by the Planning Council that the
City resolution must include (1) a commitment to provide for any applicable
match, and (2) a written assurance that in the event of loss or misuse of the
funds the City would return all funds to the State Criminal Justice Division. This
amended resolution resolves these deficiencies.
This three -year grant would seek $31,973 in first -year funding for two part -time
Victims Assistance personnel beginning in July. The grant requires a 20 percent
match by the City. In the first year of the grant, the match will be covered by in-
kind equipment and supplies. In the second and third years, the match is covered
by in -kind volunteer hours. In addition, the third year will require $500 in direct
spending by the City on salaries. If the grant funding is not renewed after three
years, the grant - funded positions will be eliminated. Finance approved this
project in January.

Cost: The cost to the City is $7,993 in matching funds
