INTERLOCAL AGREEMENT FOR IN SCHOOL OFFICERS
PARTIES:
Round Rock Independent School District, hereinafter referred to as the "District."
City of Round Rock, Texas, hereinafter referred to as the "City."
SERVICE:
Pursuant to Chapter 791, Texas Government Code, the Texas Interlocal Cooperation Act (the
"Cooperation Act") the parties are empowered to contract with each other for the performance of
governmental functions, including police protection, and as permitted in S 37.081 of the Texas
Education Code.
In consideration of the mutual covenants and agreements, contained herein, as well as other good and
valuable consideration the receipt and sufficiency of which is hereby acknowledged the Parties agree as
follows:
Section 1. Term. The initial term of this Agreement shall commence upon the date that the parties
signatures are affixed hereto and shall expire on July 31, 2001. This Agreement may subsequently be renewed
annually for a one (1) year term in accordance with paragraph 5g of this Agreement.
Section 2. Patrol Services. The City agrees to provide Police officer (s) at the High Schools of the
District situated within the jurisdiction of the department in an amount equal to at least the number of officers
the district is paying the city to maintain. The department agrees to provide other officers as manpower allows
during the regularly scheduled school hours and sessions to work directly with the Campus Principal. The
Officers shall perform duties including but not limited to the following:
1. Coordinate all security efforts at the School to which the Officers are assigned.
2. Give classroom presentations to students on topics dealing with but not limited to personal
safety, peer pressure, handling crisis, chemical abuse, sexual assault prevention, Texas Penal
Code, City Ordinances, Texas Family Code, Texas Education Code, conflict mediation, gang
involvement alternatives, or other topics related to student safety or law enforcement.
3. Coordinate communication between the School and the Department.
4. Coordinate a safety audit of the campus and the development of a long -range plan for campus
safety incorporating input from parents, students and teachers. Make safety recommendations to
the administration.
5. Assist with campus vehicular and pedestrian traffic control, through long -term problem solving.
6. Address incidents, which require law enforcement intervention on campus.
7. Instruct the faculty and staff in areas dealing with safety awareness, after hour facility use, crisis
prevention and personal safety. Keep high school personnel abreast of current research and
safety programs as they evolve.
8. Coordinate all documentation regarding persons who trespass at the School.
9. Be available on a regular basis to any students at the School who have an interest in a career in
law enforcement.
10. Maintain high visibility on campus.
11. Documentation such as crime data, information on the number of gang members in a particular
school, number of suspension and expulsions related to gang activities, school survey, and
complaints from the community.
12. While the department will confer with the district regarding assignment of personnel, the
department retains the expressed right to assign or reassign personnel at itstliscretion.
13. The officers providing services under this Agreement shall remain City employees at all times.
Such officers shall wear their Police Department uniforms, or be clearly identifiable as police
officers, shall provide their own equipment and shall utilize marked Police Department patrol
cars while providing services under this Agreement. All officers providing services under this
Agreement shall be acting in the course and scope of their employment by the City at all times
while engaged in the performance of the duties contemplated hereunder.
The foregoing shall in no way relieve the City of its obligation to provide routine patrol services to
property within the District on the same basis as such services are provided to other property within the City:
The foregoing services shall be in addition to, and not in lieu of, such routine services.
Section 3. Compensation. The District, in paying for the governmental services being provided by the
City through the Department pursuant to this Agreement, shall make such payments out of current revenues
available to the District, as required by applicable law. The District shall pay to the City, at the beginning of the
District's budget year, an amount equivalent to 75% of the annual salary and benefits of one officer and an
amount equivalent to 100% of the salary and benefits of another officer assigned to work at a District High
School as defined in Sec.2 of this Agreement. The Department may request additional funding of officers
assigned to the District. Such requests must be submitted to the District and any subsequent officer positions
assigned as a result of the additional funding will be permanently assigned as long as funding is available. The
District shall also pay all costs of any special training required for officers to provide services pursuant to this
Agreement.
The attached Addendum to Interlocal Agreement for In School Officers, which is hereby incorporated
for all purposes, states the actual costs of salaries and benefits of said officers on an annual basis for the year

2000. Said Addendum shall be updated and amended in May of each year to reflect the actual costs of salaries
and benefits of said officers for the school year immediately approaching. Such amended Addendum shall be
made a part of this Agreement on the date both parties approve the amended Addendum by the signature of
each party on the amended Addendum.
Section 4. Notice. Any notice given hereunder shall be in writing, and may be effected by personal
delivery, or by registered or certified mail, return receipt requested, at the address of the respective parties
indicated below:

The foregoing addresses for notice may be changed by either the City, the District, or the Department by
delivering written notice of such change, in accordance with the requirements of this Section, to the other party.
Section 5. General Provisions.
a. Interlocal Cooperation. The District and the City agree to cooperate with each other, in good
faith, at all times during the teen hereof in order to effectuate the purposes and intent of this Agreement. Each
party hereto acknowledges and represents that this Agreement has been duly authorized by their respective
governing body.
b. Entire Agreement: Amendments. This Agreement contains the entire agreement between the
parties respecting the subject matter hereof, and supersedes all prior understandings and agreements between
the parties reading such matters. This Agreement may not be modified or amended except by written agreement
duly executed by the parties hereto.
c. Interpretation. The parties acknowledge and confirm that this Agreement has been entered into
pursuant to the authority granted pursuant to the Cooperation Act. All terms and provisions hereof are to be
construed and interpreted consistently with such Act.
d. Invalid Provisions. Any clause, sentence, paragraph or article of this Agreement which is
determined by a court of competent jurisdiction to be invalid, illegal, or unenforceable in any respect shall not
be deemed to impair, invalidate, or nullify the remainder of this Agreement.
e. Applicable Laws. This Agreement shall be construed in accordance with the laws and
constitutions of the United States and the State of Texas. All obligations hereunder are performable in
Williamson County, Texas, and venue for any action arising hereunder shall be in Williamson County, Texas.
f. Termination of Agreement. This Agreement may be terminated by either party upon thirty (30)
days written notice.

Renewal of Agreement. Unless written notice of a party's intent not to renew this Agreement is
given to the other party at least sixty (60) days before the date of termination, this Agreement
will automatically be renewed for an additional one (1) year term beginning on August 1 and
terminating on July 31 of the ensuing year.

ADDENDUM TO INTERLOCAL AGREEMENT FOR IN SCHOOL OFFICERS
A. New Grant Positions Funding
In fiscal year 2000 - 2001, the Round Rock School District of the City of Round Rock are
participating in a federal grant for two School Resource Officers. The first year's salary for both
School Resource Officers will be paid by the grant. Equipment costs are not provided for in the
grant. The cost to equip these officers will be apportioned as follows:
1. City of Round Rock - The City of Round Rock will provide all of the necessary
equipment for one School Resource Officer.
2. Round Rock School District - The School District will provide funding, under the
terms of the Interlocal Agreement for In School Officers, to substantially equip the other School
Resource Officer at a cost of $42,000.00
One grant position Officer will be assigned to Round Rock High School, but will also act
as a relief Officer for other Round Rock School District Schools. The second grant position Officer
will be assigned to Chisholm Trail Middle School.
Round Rock School District Costs $42,000.00
B. Exiting Officer Funding
The cost of the current School Resource Officers assigned to the Round Rock School District
in accordance with the Interlocal Agreement for In School Officers is set as follows:
1. 100% of annual salary and benefits of one officer $56,163.00
2. 75% of annual salary and benefits of one officer $32,012.00

copy of same being attached hereto and incorporated herein for all
purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas

SUBJECT: City Council Meeting — March 22, 2001
ITEM: 12.F.1. Consider a resolution authorizing the Mayor to enter into an
Interlocal Agreement for In School Officers with the Round Rock
Independent School District to provide for the reimbursement of
salary and benefits expenses for In School Officers. This agreement
formalizes a prior practice. RRISD would pay the City for all or a
portion of the salary/benefits of two School Resource Officers, as well
as equipment costs for two others. RRISD's total compensation to the
City would be $130,175 under this agreement.

History: The Round Rock Police Department has, for the past several years, stationed School
Resource Officers (SROs) at secondary schools operated by Round Rock Independent
School District within the city limits of Round Rock. The SRO Team's mission is to take
proactive measures and respond to the changing dynamics of the educational environment
and the needs of the Law Enforcement Community. This program reduces the service call
loads beat officers face and allows a proactive approach toward reducing crime among
potential juvenile offenders by providing traditional law enforcement, education, and
counseling in a school setting.
In previous years, the City and RRISD have maintained an agreement wherein the school
district reimburses the City for all or a portion of the salary and benefits of two officers.
The interlocal agreement in question updates previous agreements. Under its terms, the
City provides SROs for each high school within the City that RRISD is willing to fund.
Currently, there are two SROs in place that would be affected by this agreement. The school
district pays 100% of the salary and benefits for one SRO and 75% of the salary and benefits
for the other. In addition, RRISD would reimburse the City for its costs to fully equip one
SRO and substantially equip another funded last year under the federal COPS program.
Under this agreement, the school district would pay the City $130,175 this fiscal year.
The agreement is self - renewing and would not require additional City Council action,
unless the agreement is terminated and a new agreement subsequently sought.

ImpactBenefit: Approving the agreement continues a program that has proven to be beneficial for the
Round Rock Police Department and the school district. Further, it will allow the city to
be reimbursed for the expenses it incurs with respect to this program.
