WHEREAS, the City Council wishes to accept and approve the
amended eligibility guidelines for the Program as found in the City of
Round Rock Microenterprise Assistance Application 2000 -2001, a copy of
which is attached hereto and incorporated herein, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Council hereby accepts and approves the amended
eligibility guidelines for the City of Microenterprise Assistance
Application, a copy of which is attached hereto and incorporated
herein.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended, and the Act.

Microenterprise Assistance Application
Program Year 2000 — 2001
The City of Round Rock has funding programmed for economic development activities this year.
The funding is available through the City's annual Community Development Block Grant (CDBG)
from the U.S. Department of Housing and Urban Development (HUD). The City is working with
the Chamber of Commerce to enhance opportunities for entrepreneurial assistance to low to
moderate income (LMI) owners of start -up or existing businesses.
The purpose of the assistance center and network is to encourage and support microenterprises,
defined as commercial enterprises with five or fewer employees, one or more of whom own the
enterprise. These support activities include: 1) computer workstation with business software,
tutorials, internet access, and technical assistance; 2) books, periodicals, and other library
resources for business research; 3) subsidized lease space and T -1 telecommunications /internet
access in the Assistance Center for eligible participants; and, 4) business counseling and access
to the support network.
Persons interested in participating in this program can obtain a Microenterprise Assistance packet
from our office located at City Hall:

Online applicants can print out copies of the required forms; however, the forms must be
submitted to the office for processing. The website address is:

Applications will be accepted from the general public on an ongoing basis with a review board
convening monthly. The review board will determine eligibility of applicants and decide the
support package available for each applicant. To be eligible for assistance, the customer must
agree to all program requirements and restrictions including, but not limited to the following:
1. Applicants must qualify as:
• a microenterprise business, defined as a business having five or fewer employees, one
of whom owns the business; or,
• a person developing a microenterprise, defined as any person who has expressed an
interest and, who is, expected to be actively working towards developing a business
that is expected to be a microenterprise at the time it is formed.
2. Applicants must demonstrate that their annual household income does not exceed the
maximum household income levels listed below (see table below). Once a person is
determined to be UM income, he /she may presumed to continue to qualify as such for up
to a three -year period.

3. The applicant agrees to conduct primary operations in City of Round Rock and to place
new jobs created from expansion in Round Rock.

City Staff will review the applications and make an initial determination regarding the eligibility of
the applicants. Applications meeting the program requirements will be presented to the Economic
Opportunities Committee for review and approval. Once approved, the City of Round Rock and
applicant will enter into a contract agreement which stipulates the responsibilities of each party.
Applicants not eligible to participate in the program will be notified in writing of the reason(s)
his /her application did not qualify.
To meet the needs of our bilingual community, project communication such as initial outreach and
application intake for applicants will be in both English and Spanish. In all outreach efforts, the
criteria for applicants will be detailed so as to maximize the efficiency of the application process.
The following community outreach vehicles will be used: newspaper advertisements; newspaper
articles; flyers posted or distributed around the community in places such as the Round Rock
Public Library, the Round Rock Chamber of Commerce and agencies that serve low to moderate
income populations.

> Self -help resources at public library to include business books, periodicals, guidance
material on Round Rock Microenterprise assistance center and network
> Basic assistance to any eligible microenterprise:
1. Access to computers, and assistance, to:
• fill out application for assistance through the Assistance Center
• research business financing assistance programs, find available mentors in

BASIC SUPPORT PACKAGE
After applications are reviewed, a final determination for support will be negotiated with
each applicant. A full resident will receive 100 s.f. of subsidized lease space in assistance
center, computer workstation, printer and desk, full -time access to T -1 internet transport
service, business counseling service, shared office and network administration, business
skills training. The service fee is $50.00 per month.

La Ciudad de Round Rock cuenta con fondos programados actividades de desarrollo economico
este ano. Los fondos pueden obtenerse a traves de las Donaciones de la Seccion de Desarrollo
Comunitario (CDBG) anuales de la Ciudad del Departamento de Vivienda y Desarrollo Urbano
(HUD) de los Estados Unidos. La Ciudad este trabajando en conjunto con la Camara de

red de respaldo.

negocio que sea una microempresa al momento de su formacion.
2. Los solicitantes deben demostrar que su ingreso familiar anual no excede los niveles de
ingresos familiar maxima que aparecen a continuacion ver tabla). Una vez que se
determine que una persona es de ingresos bajos o medios, se presumira que esta
persona seguira en la misma clasificacion durante un period() de hasta tres anos.

3. El solicitante acuerda realizar las operaciones principales en la Ciudad de Round Rock y
ubicar en Round Rock los nuevos puestos de trabajo generados por expansion de la
empresa.

Los Funcionarios de la Ciudad revisaran las solicitudes y adoptaran una determinacion inicial con

programa se presentaran al Comite de Oportunidades Economicas para su revision y aprobacion.
Una vez que se otorgue la aprobacion, la Ciudad de Round Rock y el solicitante suscribiran un
acuerdo contractual que estipula las responsabilidades de las partes.
Los solicitantes que no cumplan los requisitos para acogerse al programa recibiran una
notificacion por escrito con las razones de la no aprobacion de su solicitud.
Para satisfacer las necesidades de nuestra comunidad bilingoe, la comunicacion del proyecto,
como el Ilamado inicial y la aceptacion de solicitudes se realizara en ingles y en espanol. En
todos los Ilamados, se detallaran los criterios para los solicitantes a fin de aumentar at maximo la
eficacia del proceso de solicitud.
Se utilizaran los siguientes medios para el Ilamado comunitario: avisos en periodicos; articulos en
periodicos; folletos puestos o distribuidos por la comunidad en lugares como la Biblioteca Publica
de Round Rock, la Autoridad de la Vivienda de Round Rock y las agencias de servicio social
encargadas de las poblaciones de bajos ingresos.

History: The family income limits are used to determine eligibility for individuals
applying for placement in Connection Station, the City's microenterprise
assistance program. The application is available in both English and Spanish
versions.
