The funding is available through the City's annual Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD). The City is working with the Chamber of Commerce to enhance opportunities for entrepreneurial assistance to low to moderate income (LMI) owners of start -up or existing businesses. The purpose of the assistance center and network is to encourage and support microenterprises, defined as commercial enterprises with five or fewer employees, one or more of whom own the enterprise. These support activities include: 1) computer workstation with business software, tutorials, internet access, and technical assistance; 2) books, periodicals, and other library resources for business research; 3) subsidized lease space and T -1 telecommunications /internet access in the Assistance Center for eligible participants; and, 4) business counseling and access to the support network. Persons interested in participating in this program can obtain a Microenterprise Assistance packet from our office located at City Hall: Office of Community Development 221 East Main Street Round Rock, Texas 78664 Online applicants can print out copies of the required forms; however, the forms must be submitted to the office for processing. The website address is: http://www.ci.round-rock.tx.us/olannino/cdc/index.htm Applications will be accepted from the general public on an ongoing basis with a review board convening monthly. The review board will determine eligibility of applicants and decide the support package available for each applicant. To be eligible for assistance, the customer must agree to all program requirements and restrictions including, but not limited to the following: 1. Applicants must qualify as: • a microenterprise business, defined as a business having five or fewer employees, one of whom owns the business; or, • a person developing a microenterprise, defined as any person who has expressed an interest and, who is, expected to be actively working towards developing a business that is expected to be a microenterprise at the time it is formed. 2. Applicants must demonstrate that their annual household income does not exceed the maximum household income levels listed below (see table below). Once a person is determined to be UM income, he /she may presumed to continue to qualify as such for up to a three -year period. The applicant agrees to conduct primary operations in City of Round Rock and to place new jobs created from expansion in Round Rock. Applications meeting the program requirements will be presented to the Economic Opportunities Committee for review and approval. Once approved, the City of Round Rock and applicant will enter into a contract agreement which stipulates the responsibilities of each party. Applicants not eligible to participate in the program will be notified in writing of the reason(s) his /her application did not qualify. To meet the needs of our bilingual community, project communication such as initial outreach and application intake for applicants will be in both English and Spanish. In all outreach efforts, the criteria for applicants will be detailed so as to maximize the efficiency of the application process.
