WHEREAS, the Federal Emergency Management Agency has grant funds
available through the Assistance to Firefighters Grants Program, and
WHEREAS, the City Council wishes to make application for the
grant funds to provide financial assistance for the purchase of
additional thermal imaging cameras for the Fire Department, Now
Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Manager is hereby authorized and directed to make
the necessary application for the above - described grant.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended, and the Act.

ITEM: 16.B.1. Consider a resolution authorizing the City Manager to make the
necessary grant application to the Federal Emergency
Management Agency for financial assistance for additional
thermal imaging cameras for the Fire Department.

History: The Round Rock Fire Department currently has budgeted $30,000.00 for
thermal imaging. The thermal imaging camera allows firefighters to see during
little to no visibility because of smoke. Smoke can slow down a rescue to the
point that the victims may not be reached in time. Thermal imagers allow
firefighters to virtually see in the dark.
Funding:
Cost: $100,000.00
Source of funds: $70,000.00 — Federal grant (Fire Department has $30,000.00 in the
current FY 2000 - 2001 budget.)

Impact: The City is rapidly growing. Over the past ten years Round Rock's population
has grown 97% to 66,495 and continues to experience growth. The response area
has increased 44% to 27 square miles. This growth has brought about many
changes. The City has 43 apartments, fifteen hotels with a total of 1,528 units,
additional 57 major industries, high rises, and Dell Computer's main campus
with 8 office complexes.
Benefit: The thermal imaging device allows firefighters to virtually see in the dart. The
only way to effectively and efficiently search a large building.

This letter is to inform you we do not have City Council approval for this grant.
With the assistance of the City of Round Rock Finance Department, we have
reviewed our budget and we have the funds for our portion of the program should
the grant be awarded. They have been marked and set aside for this program. Due
to the time constraints, we are still in the process of getting Council approval to use
the funds for the grant. Because of the tremendous benefit this program is to the
City, both in service delivery to our citizens and financial assistance through the
grant, we anticipate Council approval. However, should the unforeseeable happen
and the Council not approve the program, we will withdraw our application.

As the duly authorized representative of the applicant, I certify that the applicant:
1. Has the legal authority to apply for Federal assistance,
and the institutional, managerial and financial capability
(including funds sufficient to pay the non- Federal share of
project costs) to ensure proper planning, management and
completion of the project described in this application.
2. Will give the awarding agency, the Comptroller
General of the United States, and if appropriate, the State,
through any authorized representative, access to and the
right to examine all records, books, papers, or documents
related to the award; and will establish a proper accounting
system in accordance with generally accepted accounting

7. Will comply, or has already complied, with the
requirements of Title II and III of the Uniform
Relocation Assistance and Real Property Acquisition
Policies Act of 1970 (PL. 91 -646) which provide for fair
and equitable treatment of persons displaced or whose
property is acquired as a result of Federal or Federally
assisted programs. These requirements apply to all
interest in real property acquired for project purposes
regardless of Federal participation in purchases.
8. Will comply with provisions of the Hatch Act (5

regarding labor standards for federally assisted

purchase requirements of Section 102(a) of the Flood

requires recipients in a special flood hazard area to
participate in the program and to purchase flood
insurance if the total cost of insurable construction and

of environmental quality control measures under the

pursuant to EO 11990; (d) evaluation of flood hazards in
floodplains in accordance with EO 11988; (e) assurance of
project consistency with the approved State management
program developed under the Coastal Zone Management

of Federal actions to State (Clean Air) Implementation
Plans under Section 176(c) of the Clean Air Act of 1955,
as amended (42 U.S.C. Section 7401 et seq.); (g) protection
of underground sources of drinking water under the Safe
Drinking Water Act of 1974, as amended, (P.L. 93 -523);
and (h) protection of endangered species under the
Endangered Species Act of 1973, as amended,
(P.L. 93 -205).
12. Will comply with the Wild and Scenic Rivers Act of
1968 (16 U.S.C. Section 1271 et seq.) related to
protecting components or potential components of
the national wild and scenic rivers system.
13. Will assist the awarding agency in assuring
compliance with Section 106 of the National Historic
Preservation Act of 1966, as amended (16 U.S.C. 470),
EO 11593 (identification and protection of historic
properties), and the Archaeological and Historic
Preservation Act of 1974 (16 U.S.C. 469a -1 et seq.).
14. Will comply with P.L. 93 -348 regarding the
protection of human subjects involved in research,
development, and related activities supported by this
award of assistance.
15. Will comply with the Laboratory Animal Welfare Act
of 1966 (P.L. 89 -544, as amended, 7 U.S.C. 2131 et seq.)
pertaining to the care, handling, and treatment of warm
blooded animals held for research, teaching, or other
activities supported by this award of assistance.
16. Will comply with the Lead -Based Paint Poisoning
Prevention Act (42 U.S.C. Section 4801 et seq.) which
prohibits the use of lead based paint in construction or
rehabilitation of residence structures.
17. Will cause to be performed the required financial
and compliance audits in accordance with the Single
Audit Act of 1984.
18. Will comply with all applicable requirements of all
other Federal laws, executive orders, regulations and
policies governing this program.
19. It will comply with the minimum wage and maximum
hours provisions of the Federal Fair Labor Standards
Act (29 U.S.C. 201), as they apply to employees of
institutions of higher education, hospitals, and other
non - profit organizations.

(b) If any other funds than Federal appropriated funds have been

As required by Execubve Order 12549, Debarment and Suspension,
and implemented at 44 CFR Part 67, for prospective participants in
primary covered transactions, as defined at44 CFR Part 17,
Section 17.510 -A. The applicant certifies that it and its principals:
(a) Are not presently debarred, suspended, proposed for debarment,
declared ineligible, sentenced to a demal of Federal benefits by a State
or Federal court, or voluntarily excluded from covered transactions by
any Federal department or agency;
(b) Have not within a three -year penod preceding this application been
convicted of ar had a civilian Judgment rendered against them for
commission of fraud or a criminal offense in connection with
obtaining, attempting to obtain, or perform a public (Federal, State,
or local) transaction or contract under a public transaction; violation
of Federal or State antitrust statutes or commission of embezzlement,

(a) Publishing a statement notifying employees that the unlawful
manufacture, distribution, dispensing, possession, or use of a
controlled substance is prohibited In the grantee's workplace and
specifying the actions tht will be taken against employees for
violation of such prohibition;
(b) Establishing an on -going drug free awareness program to
inform empoyees about:
(1) The dangers of drug abuse in the workplace,
(2) The grantee's policy of maintaining a drug -free workplace;
(3) Any available drug counseling, rehabilitation, and
employee assistance programs, and
(4) the penalties that may be imposed upon employees for
drug abuse violations occumng in the workplace;

Place a thermal imaging device on all five first run apparatus.
Benefits to Department and Community
The City of Round Rock sits in the heart of the rapidly growing
Central Texas area. Over the past ten years Round Rock's
population grew 97% to 66,495. We continue to experience growth of
about 9 % per year, which would put us over 150,000 in the next ten
years. Our response area has increased 44% to 27 square miles
with total build out estimated at 75 square miles.
This growth has brought about many changes. Round Rock was
once a small suburban community of single and dual family dwellings,
a few apartments, small businesses, two hotels, and a few industries.
There were no buildings over three stories tall.
We now have:
• 43 apartments
• Fifteen hotels with a total of 1,528 units
• An additional 57 major industries
• Dell Computer's main campus with 8 office complexes
• High -rises
We have gone from fighting fires in single and dual family dwellings to
facing the challenge of working in apartments, hotels and large
offices and industries. With an initial response of three engines, the
task of search and rescue in these types of buildings is
overwhelming. As you are aware, due to the smoke in a fire, the

environment is pitch black. This can slow down a rescue to the point
that the victims may not be reached in time, if not completely missed.
Thermal imagers allow firefighters to virtually see in the dark. The
only way to effectively and efficiently search a large building is with
thermal imaging. Because of our coverage area and call volume, it is
impractical to have just one unit. Because of station location, a
thermal imaging unit could not be placed on one engine that would
respond to all structure fires. With our current call volume, we
frequently have multiple alarms working during a structure fire. If only
one engine had the unit, it could be tied up on a call when the thermal
imaging unit was needed at a fire.
Limitations on Local Funding
The growth has generated additional revenues for the City of Round
Rock. These revenues are used to keep up with service demands
placed on the City due to the increased population and construction.
Because of this, the only new programs being implemented are those
that focus on service delivery. The money to purchase five units is
not available at the local level.
Federal assistance would allow us to take what money we do have
available to buy one unit and purchase one for all five first run
apparatus.

Other: We have budgeted for one thermal imager. If we get the grant we will be
able to purchase five. If we do not receive the grant, we will purchase one this
year. We will need to consider continued purchase of thermal imagers in future

on every engine, the first in engine would always be able to conduct an
effective and efficient search at every structure fire. It would also allow
addition units to conduct multiple searches at one time. Very simply put,
thermal imagers will dramatically increase our ability to save citizens
trapped or overcome by smoke in fires and increase the firefights ability to
safely work in a smoke filled environment.

We do not have City Council approval for this grant.
With the assistance of the City of Round Rock Finance Department,
we have reviewed our budget and we have the funds for our portion
of the program should the grant be awarded. They have been
marked and set aside for this program. Due to the time constraints,
we are still in the process of getting Council approval to use the funds
for the grant. Because of the tremendous benefit this program is to
the City, both in service delivery to our citizens and financial
assistance through the grant, we anticipate Council approval.
However, should the unforeseeable happen and the Council not
approve the program, we will withdraw our application.
