WHEREAS, § 6.03(k) Texas Property Tax Code provides for the
governing body of each taxing unit to cast votes for individuals
nominated for the Williamson County Appraisal District Board of
Directors, and
WHEREAS, the City of Round Rock is entitled to 160 votes
which may be cast for individuals nominated for the Board of
Directors, and

Leslie M. Washington Hill was born in Taylor, Texas, and graduated from 0. L. Price
1liglt Schuol in 1961. She attended Nixon -Clay Business College in Austin, Texas.
Leslie is a devoted wife, mother and grandmother. She is married to former Mayor
Donald R. Hill, first African American mayor elected in Taylor and In Central Texas.
They have two cons, two daughters and five grandsons. An employee of TM.] Electric
and Gas for over 30 years, she retired In 1991.
Leslie has freely given her time and energies to her family, her church. her community.
county and state. She has exhibited an unfailing commitment to numerous civic
organizations in Taylor. Williamson County and the state that are dedicated to improving
the lives of residents of Taylor and Williamson County. Leslie is Chairperson of the
Williamson County Juvenile Citixcna Advisory Board and a member ofthe Williamson
County Justice Judicial Council. She is chairperson of the Greater Williamson County
Taylor YMCA Board, past president and vice president of the Williamson County
Women Political Caucus.
Because of Leslie's efforts, former Governor Ann Richards issued a proclamation
proclaiming June 12, 1992 Bill Pickett Day in Texas. She has served as President of the
Williamson County March of Dimes Board, chairperson and co- chairperson ot'the
Williamson County March of Dimes Walk America. Leslie co- chaired the Williamson
County Sesquicentennial.
Leslie very much involved with her church where she has served on the secretarial staff, a
member of the choir and has taught Sunday School and Vacation Bible Schuol, She Is a
trustee of her church. She enjoys singing and has performed at various religious
gatherings. community recitals and programs.
Leslie efforts on behalf of the children have resulted in the establishment of the parent
group for the Head Start Program, and a grant to renovate the community center in Taylor
where she served as president of the Welfare Workers. She volunteered her time with the
Taylor Independent School District, where she acts as a mentor and a facilitator, a
resource person who helps parents improve their parenting skills, and on the Taylor !SD
recruiting team. She has served on the City of Taylor ad hoc committee and is a member
of Taylor ISO's facility task force committee. She is a multi faced resource person.
Leslie was honored as Taylor's Outstanding Woman of the Year in January 1995 fur her
exceptional public service and was honored by the Texas State Senate with a Senate
Resolution in February 1995, which officially resulted in her induction in the history of
Texas. She has been honored as an honorary coach.for the University of Texas Running
Longhorns (basketball team). Leslie was honored in 1991 by the Austin Metropolitan
Business Resource Center as one of Texas "Women of Distinction because of her

SYNOPSIS
ROBERT W. TAGGE
Born in July 1933 and raised in Des Plaines, Illinois. My family were early
settlers to the area and in June 1998 celebrated our 150 family reunion.
I was educated in the local school system and graduated from Ripon College,
Ripon, Wisconsin, in 1955. In 1956 I was called to active military service as a 2Lt,
Field Artillery, U.S. Army. Over the course of my more than 22 years of active
military service I served in a variety of command and staff positions in the United
States, Germany, Vietnam, Thailand and Iran. My duties also required travel to many
other Asian and Middle Eastern countries. I hold a BA degree from Ripon College, am
a graduate of the Basic and Advanced Field Artillery Officer's Courses, U.S. Army
Command and General Staff College, U.S. Army Logistics Management School, the
U.S. Army Management School, and have taken numerous other military and civilian
educational courses.
Upon retirement in 1978 I chose to reside in Round Rock, Texas, where I
remain today. Active in a variety of volunteer activities, I have served on several
Round Rock City and school district bond committees. I served six years as chair of
the Williamson County Appraisal District Review Board, helped rewrite the RRISD
Site -Based Advisory Committee Guidelines, and was recently asked to serve on the
District Advisory Council.
Though I consider myself "retired ", I actively participate in local volunteer
activities and am very involved with military organizations, primarily the 1 Cavalry
Division and the 77 Artillery Associations and the Best Ranger Competition. I am
presently writing about my experiences in Vietnam and my association with the early
development of U.S. Army Airmobility.

History:
In October, the Council nominated individuals for serving on the
Williamson County Appraisal District (WCAD) board. The WCAD is
responsible for appraising property in the county at its market value
for purposes of property taxation. The five- member board serves a 2-
year, unpaid term, sets policies for the WCAD and hires the Chief
Appraiser. The board also approves the WCAD annual budget which
is funded by assessments of the taxing entities in the county.
Funding: There is no cost associated with this item. The City pays
approximately $135,000 per year to fund the WCAD.
