R- 01- 11- 20 -13E1 WHEREAS, the City of Round Rock has previously entered into a contract for engineering services ( "Contract ") with HDR Engineering, Inc. for the design of the East Water Transmission Line (Phase II) Improvements, and WHEREAS,HDR Engineering, Inc. has submitted Amendment No. 1 to the Contract to provide for additional suveying services, as described in the attached Amendment No. 1, and WHEREAS, the City Council desires to enter into said Amendment No. 1 to the Contract with HDR Engineering, Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Amendment No. 1 to the Contract with HDR Engineering, Inc., a copy of said amendment being attached hereto as Exhibit "A" and incorporated herein for all purposes. Dated March 22, 2001 GENERAL This constitutes an Amendment to the Contract for Engineering Services — East Water Transmission Line (Phase I) Improvements Project for PROFESSIONAL SERVICES between the City of Round Rock, Texas (City) and HDR Engineering, Inc. of Austin, Texas (Engineer). The scope of services to be provided by the Engineer as listed in Attachment B of the Contract is amended to include the following. For the Design Phase, additional survey services performed by Engineer's Subconsultant, Baker - Aicklen & Associates, Inc., have been necessary to fmalize the route for the proposed 48 -inch transmission line from the water treatment plant to the Barton Hill area. The original route, as presented in Engineer's Preliminary Engineering Report — East Transmission Line dated October 2000, was abandoned in favor of a more northem route. The northern route was selected to take advantage of an existing TXU electric transmission line easement, in which the proposed 48 -inch transmission line could be constructed. The route was further adjusted to facilitate negotiations with landowners for easements and avoid existing utilities west of 1H-35. The scope of additional survey services performed by Engineer's Subconsultant, Baker - Aicklen & Associates, Inc. are as follows: 1. Longer pipeline route: 7,970 feet versus 7,250 feet. 2. Deed study for new route. 3. Move GPS and traverse control with new route along Westinghouse Road. 4. Extensive easement research west of IH -35 and additional ground surveying to located property corners when easement information did not match up. 5. Two extra field mobilizations and demobilizations to survey the route in three different segments. 6. Second survey east of IH -35 after proposed route was moved south of City's two parallel raw water line easements. Additional details can be found in the attached letter from Baker - Aicklen & Associates, Inc. to Engineer dated October 3, 2001. The above listed services will be completed on the basis of Lump Sum in the amount of Thirteen Thousand Two Hundred Dollars ($13,200.00). Engineer will invoice the City for Engineer's Subconsultant charges without mark -up. These changes have caused us to exceed the proposed budget. Following is a list of items that were in addition to or not anticipated in the original scope. 1. The final route is 7,970 feet versus the original proposed route of 7,250 feet. Estimated Cost: $2,200.00 2. A complete deed study was completed along the original route. Additional deed study was performed for the new route. Estimated Cost: $2,200.00 3. GPS and traverse control was set up for the anticipated route through the Barton tract with the direct route to the Barton Hills tank site. Additional control was required to route along the south side of the Barton tract. Estimated Cost: $1,900.00 4. The northern route along the TXU easement within the Texas Crushed Stone tract proved to be significantly more difficult than the original route. The research in this area required research into the TXU easement, the 18" waterline easement and the two parallel easements. These descriptions were inadequate to locate relative to the Texas Crushed 203 E- Main St., Site 201 • Round Rock, Texas 76664 • 512/244 -9620 • FAX 512/244 -9623 Stone tract, which required additional ground survey to locate property corners outside of the proposed 48" route. Estimated Cost: $1,900.00 5. In the original scope, it was anticipated that the whole route would be surveyed at one time. Due to the timing issues with the "Kelly Lane" tracts, it was surveyed at one time. The route on the west side of III 35 was surveyed next. Thirdly, the route east of the "Kelly Lane" tract surveyed. These segmented work requirements caused our crews and technicians some unexpected mobilizing and demobilizing. Sincerely, 285 - 716 -20 Estimated Cost: $2,500.00 6. The route along the south side of the TXU line west of IH 35 was re- routed to the south of the two parallel easements which required this route to be surveyed twice. Resource: Jim Nuse, Director of Public Works Don Rundell, Chief Utility Engineer History: Council approved the current contract with I-IDR for the East Water Transmission Line (Phase I) Improvements on the 22nd day of March 2001 and Phase II on the 9 day of August 2001. These improvements are needed to meet the City's future water demands in east and northeast areas of the City. Phase I, improvement of a 48 -inch water line from the Water Treatment Plant to Barton Hill is currently under design. Bids were taken for Phase IA on November 13 2001, in order to coordinate our project, crossing the Beasley property, with the current construction of the Roger Beasley Dealership. The Phase II improvements are a 36 -inch water line along Chandler Road and FM 1460 to Old Settlers Drive and a 2 million gallon elevated tank on Barton Hill. The general scope of work under this amendment is for additional surveying services. These services are required to determine the best route, to accommodate property owner's request, easement research and verification of existing utilities. Funding: Cost 513,200,00 Source of funds: Self- Financed Utility Fund Outside Resources: HDR Engineering, Inc. Impact/Benefit: To help facilitate negotiations with property owners for needed easements and to avoid existing utilities west of IH -35. The Amendment is for additional surveying services performed by our subconsultant, Baker - Aicklen & Associates, Inc. The proposed route for the 48 -inch pipeline to the Barton Hill tank has changed during the design process, which necessitated the additional surveying. On October 6 I met with Mr. Don Kirby of Baker - Aicklen to discuss the additional work items that have been performed. These items are outlined in a letter from Mr. Kirby to HDR dated October 3, 2001, which is attached to the Amendment. We have reviewed Mr. Kirby's letter and concur with his assessment of the additional work. We respectfully request that the City increase the total Contract fee for the design of the East Water Transmission Line (Phase I) Improvements by $13,200.00. For your reference, the City Council Resolution authorizing the Contract with HDR is No. R- 01- 03- 22 -12G4.
