WHEREAS, the City of Round Rock has previously entered into a
contract for engineering services ( "Contract ") with HDR Engineering,
Inc. for the design of the East Water Transmission Line (Phase I)
Improvements, and
WHEREAS, HDR Engineering, Inc. has submitted Amendment No. 2 to
the Contract for a change in scope of services to include additional
engineering and surveying services, as described in the attached
Amendment No. 2, and
WHEREAS, the City Council desires to enter into said Amendment
No. 2 to the Contract with HDR Engineering, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City Amendment No. 2 to the Contract with HDR
Engineering, Inc., a copy of said amendment being attached hereto as
Exhibit "A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

AMENDMENT No. 2
To the
CONTRACT FOR ENGINEERING SERVICES between
THE CITY OF ROUND ROCK and
HDR ENGINEERING, INC.
Dated March 22, 2001
GENERAL
This constitutes an Amendment to the Contract for Engineering Services — East Water
Transmission Line (Phase I) Improvements Project for PROFESSIONAL SERVICES
between the City of Round Rock, Texas (City) and HDR Engineering, Inc. of Austin,
Texas (Engineer). The scope of services to be provided by the Engineer as listed in
Attachment B of the Contract is amended to include the following.
For the Design Phase, additional engineering and surveying services are required to
change the pipeline alignment between the Barton Property and the Texas Crushed Stone
Property for a distance of approximately 2,060 feet. The new proposed alignment is
along the North edge of an existing 100 -foot TXU electrical transmission line easement,
versus the original alignment along the South edge of the TXU easement. The alignment
along the North edge of the TXU easement is selected in order to avoid current
construction activities for a Roger Beasley Mazda Dealership.
The scope of additional engineering services performed by the Engineer is as follows:
1. Revise the Contract Drawings to reflect the new pipeline alignment.
2. Administer the additional surveying services described below.
The scope of additional survey services performed by Engineer's Subconsultant, Baker -
Aicklen & Associates, Inc. is as follows:
1. Obtain new design survey (planimetric and topographic) along route.
2. Coordinate with utility location service and utility companies to locate
underground utilities.
3. Prepare written easement descriptions and sketches along the new route.
4. Revise the easement description for the Barton Property.
The above listed services will be completed on the basis of Lump Sum in the amount of
Thirteen Thousand Five Hundred Dollars ($13,500.00). This amount shall include a
Lump Sum fee of Six Thousand Five Hundred Dollars ($6,500.00) for subconsultant
Baker - Aicklen & Associates, Inc.
The term of this Amendment shall commence on the signing date and continue in effect
until such time as terminated in writing by either party.

that the signatory is an officer of the organization for which he or she has executed this

Amendment No. 2 with HDR Engineering, Inc. for the design of
the East Water Transmission Line (Phase 1) Improvements. This
work is for additional surveying to facilitate land acquisitions. The
increase is $13,500.00.

History: Phase I, improvements consist of a 48 -inch water line from the Water Treatment Plant
to Barton Hill, which is currently under design. Bids were taken for Phase I -A on
November 13 2001, in order to coordinate our project with crossing the Beasley
property, due to the current construction of the Roger Beasley Dealership, west of IH35.
Since, the Roger Beasley Dealership has proceeded faster than anticipated we will not
award the Phase lA project, as bid on November 13 2001. Phase 1 of this project,
approximately 8,000 linear feet will be bid in March 2002, provided all easements have
been acquired.
The general scope of work under this amendment is for additional engineering and
surveying services. These services are required to move the designed route to the north,
to accommodate TXDOT requirements and avoid improved properties, which would
increase the construction cost of this project.
Funding:
Cost: $13,500.00
Source of funds: Self- Financed Utility Fund
Outside Resources: HDR Engineering, Inc.
Impact/Benefit: To help facilitate negotiations with property owners for needed easements
and to avoid construction cost associated with existing developments west of
III-35. In addition these services will provide the most effective and efficient
route.
