WHEREAS, the U. S. Department of Justice, has grant funds
available to cities for various law enforcement projects, and
WHEREAS, grant funds are available through the C.O.P.S.
(Community Oriented Policing Services) Universal Hiring Program to
partially fund twelve additional full -time officer positions, and
WHEREAS, the City Council wishes to make application for the
grant to provide financial assistance for the above - described
positions, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to make the
necessary application for the above - described grant.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

Brief description of proposed grant program:
After 2002, the COPS program will no longer exist. Since this program began as a way to help
communities put more officers on the street, the City of Round Rock has hired several officers
and saved a considerable sum of money while allowing the Department to keep pace with the
City's rapid growth.
The COPS program provides $75,000 for officer salaries and benefits over a three -year period.
Traditionally, the Department front -loads the program so that significant personnel costs are not
incurred until the program's third year. The grant stipulates that the City must retain any COPS -
funded officers at least one year after the conclusion of the grant.
While salary/benefit costs are funded by the grant, equipment is not. Normally, these costs are
about $52,000 for a vehicle, equipment, supplies, etc. The greatest part of this cost is for vehicles
and vehicle equipment. The Department will phase these vehicle costs in over the 2nd and 3rd
years of the grant by creating a pool of vehicles scheduled for replacement and allowing these
new, grant- funded officers to use pool vehicles until take -home vehicles become available. Some
other costs would be absorbed into the Department's regular budget.
This program seeks twelve (12) officers under the Universal Hiring Program. Net of this federal
funding, the program would cost the city $60,310 in the program's first year.
In the second year, the cost of these personnel outside of grant funding is estimated to be
$637,284, due in part to the purchase of six police vehicles. The third year of the grant program
would cost the City $932,622; here, the full impact of the salaries are felt as well as the cost of the
remaining six vehicles.
In all, if all 12 of these positions were funded, the City would gain 12 additional officers at a
three -year savings of $900,000 of what it would otherwise pay to bring these officers on line.
