R- 02- 08- 08 -11E1 WHEREAS, the U.S. Department of Justice, has grant funds available to cities for various law enforcement projects, and WHEREAS, Local Law Enforcement Block Grants ( "LLEBG ") are available through the Bureau of Justice Assistance's Office of Justice Programs for funds to procure equipment, technology, and other material directly related to basic law enforcement functions, and WHEREAS, the City Council wishes to make application for the LLEBG to provide financial assistance for the above - described items, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to make the necessary application for the above - described grant. Brief description of proposed grant program: The Local Law Enforcement Block Grant program allows Police agencies to purchase items they would not normally be able to fund. This year's planned usage of LLEBG funds is to augment asset forfeiture funds and purchase one of two items: OPTION 1: Database Integration Software. The Department currently employs numerous stand -alone databases to track information on sex offenders, the civil process on junk vehicles, false alarms, pawn shop sales, investigations, victims services, etc. The acquisition of a new Computer -Aided Dispatch and Records Management System is expected to consolidate only a small number of these disparate information banks. This package would partially consolidate data from these stand -alone databases to significantly reduce search time and allow officers to quickly find critical case- solving information that previously required tremendous amounts of time - intensive activity to uncover. This purchase would allow officers to access and analyze law enforcement information across multiple databases. As additional funds become available, this system could be expanded to cover additional databases, include those from other jurisdictions. OPTION 2: Use of Force Simulation System. A simulation training system which uses computer -driven video and weapons would give the Department a greater ability to train officers in tactics and judgement as it regards the use of force. These systems — often called "shoot/don't shoot" systems — can put officers through their paces in complex scenarios that range from multiple suspects to suspects without guns and incorporate the use of communications, empty hand techniques, baton, chemical spray, and firearms. In addition, this type of system allows police marksmanship training. The intended result is to produce officers that are better- prepared, through practice in safe settings, to make judgements in situations that might involve the use of force. The Department currently has enough asset forfeiture funds to purchase Option 1, but Option 2 is a higher priority. If insufficient funds are available in FY 02 -03 from the Law Enforcement Fund, the Department would pursue the database integration software. Consider a resolution authorizing the Mayor to make the necessary grant application to the U.S. Department of Justice for the Local Law Enforcement Block Grant Program for the purchase of law enforcement equipment. Resource: Paul Conner, Chief of Police History: The Local Law Enforcement Block Grant Program is a regular block grant program to which the Police Department applies annually. The program allows police agencies to purchase items they normally would not be able to fund. During the past three years, these grant funds have been used for computer and protective equipment, as well as computerized traffic counters. Sponsor: None The grant requires $2,380 in matching city funds. The Department plans to match well over this amount using funds from asset forfeitures (Law Enforcement Fund) to purchase one of two items: (1) database integration software to allow officers greater access to data stored throughout various stand -alone databases; or (2) a computer - driven, use -of -force simulation system. General fund monies will not be used. The purchase of these options depends on the availability of forfeiture funds. Thee database integration option is expected to cost about $50,000, and the simulation system is expected to cost $80,000. The Department currently has enough funds, if included with the grant funds, to purchase the database integration option. The Department feels the use -of -force simulation system to be a higher priority. An advisory board representing law enforcement, prosecution, the courts, education, and the community reviews purchases under this program before they are made. The board has concurred with the purchase options presented.
