WHEREAS, the City of Round Rock desires to retain professional
services to apply for and obtain a Texas Pollutant Discharge
Elimination System permit from the Texas Natural Resource Conservation
Commission, and
WHEREAS, Camp Dresser & McKee, Inc. has submitted a letter of
agreement to provide said services, and
WHEREAS, the City Council desires to enter into said letter of
agreement with Camp Dresser & McKee, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a letter of agreement with Camp Dresser & McKee,
Inc., to apply for and obtain a Texas Pollutant Discharge Elimination
System permit from the Texas Natural Resource Conservation Commission,
a copy of said letter of agreement being attached hereto as Exhibit "A"
and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended

Round Rock Water Treatment Plant (WTP) — Backwash Water Discharge
Dear Mr. Rundell:
Camp Dresser & McKee Inc. (CDM) proposes to prepare a wastewater discharge permit
application for the referenced facility for a fee of $13,750, based upon our experience with
similar past projects. CDM has recently prepared Texas Pollutant Discharge Elimination
System (TPDES) permit applications for the cities of Georgetown, Bryan, College Station,
Denton, and San Marcos since the program was delegated to the Texas Natural Resource
Conservation Commission (TNRCC) by USEPA in 1999. Our proposed fee is developed from
that permitting experience and is detailed in Attachment A. The fee further includes
regulatory coordination with the TNRCC until the issuance of a draft permit; however, it does
not include the cost of the TNRCC administrative filing fee or the cost of any analytical costs
that may be required by this application.

Attached are two original agreements with CDM to prepare and submit a
discharge permit application for the Water Treatment Plant to the TNRCC. The
purpose of the application is to permit the discharge of settled backwash water
from the WTP to alleviate overload conditions in the City's sanitary sewerage
system where the water is currently discharged and to accommodate additional
flow that will occur with the plant expansion. Although this was not included in the
current fiscal year budget, funds are available from Fund 41000 -5216,

It will take 12 -18 months to secure the permit and I am recommending approval.

History: Wash water from the water treatment process is currently discharged into the city
sanitary sewerage system. These discharges at times overload the sanitary system
causing an unauthorized discharge of wastewater, which is a violation under TNRCC
regulations. With the upcoming plant expansion, these discharges will be reduced, but
cannot be eliminated. Therefore, securing a discharge permit will allow us to
eliminate the connection to our sanitary sewer system by allowing us to discharge any
excess wash water overland, saving the city thousands by not having to over -size the
existing pipeline to accommodate the additional flow of wash water. We will
however need to replace the existing sanitary sewer line in the near future due to the
build up of alum over the years, which has greatly reduced the line's capacity.

Source of funds: WTP Operating Budget FY 2002 - 5216- 200 -41000

Impact/Benefit: Avoid the cost to LCRA to treat this wash water. Avoid cost of increasing
pipeline size for additional capacity
