RESOLUTION NO. R- 02- 08- 22 -13A1
WHEREAS, Section 13.02 of the Home Rule Charter for the City of
Round Rock, Texas, provides that the Council shall designate a public
newspaper of general circulation in the City as official publication
for legal notices, and
WHEREAS, the Round Rock Leader is a public newspaper of general
circulation in the City, and
WHEREAS, the Council is desirous of designating the Round Rock
Leader as the official publication of the City, Now Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Round Rock Leader is designated as the official
publication of the City and all ordinances, notices and any other
matter required to be published shall be published therein, and
BE IT FURTHER RESOLVED that the Council hereby authorizes the
Mayor to execute a one year agreement with the Round Rock Leader to
provide the required services at its normal and usual rates, a copy of
said agreement being attached hereto as Exhibit "A" and incorporated
herein for all purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted

upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

municipal corporation operating under a home rule charter, hereinafter general partnership

"TODD":
Whereas, TODD is the publisher of the Round Rock Leader, a public newspaper of general
circulation in the dty of Round Rock, and
Whereas, the Home Rule Charter for the City provides that the Council shall annually
designate a public newspaper as the official organ of the CITY, and
Whereas, the Home Rule Charter instructs the Council to contract annually with a public
newspaper, and
Whereas, the Council has by resolution designated the Round Rock Leader as the official
organ of the CITY;
NOW, THEREFORE, IT IS AGREED AS FOLLOWS:
1.
TODD agrees to publish in the Round Rock Leader all ordinances, notices, and any other
advertising matter required to be published by the Home Rule Charter, the ordinance of the
CITY, or the Constitution and /or laws of the State of Texas.
TODD further agrees that all such matter in the form of legal liner advertising delivered to
it's office by 3:30 PM on Monday will be published in the paper dated and delivered the
Thursday immediately following, and that all such liner advertising matter delivered to it's
office by 330 PM on Thursday will published in the paper dated and delivered the Monday
immediately following.
TODD further agrees that all such matter in the form of Display advertising delivered to it's
office by 12:00 PM on Monday will be published in the paper dated and delivered the
Thursday inunediately following, and that all such Display advertising matter delivered to
it's office by 5:00 PM on Wednesday will published in the paper dated and delivered the
Monday immediately following.
TODD further agrees that all such matter in the form of Maps and Illustrations delivered to
it's office by 1200 PM on Monday will be published in the paper dated and delivered the
Thursday immediately following, and that all such Display advertising matter delivered to
it's office by 5:00 PM on Wednesday will published in the paper dated and delivered the
Monday immediately following.
TODD further agrees to provide CITY with all appropriate affidavits of publication and
tearsheets of actual publications as may be requested by the CITY.

advertising rates:
Display Advertising (border advertisements) $7.00 per column inch
Maps & Illustrations inserted into Legal Liner $7.00 per column inch
Legal Liner Advertising 025 cents per word
This is a flat rate. No discounts available.
In addition to publishing Legal Liner advertising in the printed publication (newspaper),
TODD agrees to publish legal liner advertising on our electronic publication (web site) at
www.rrleader.conl at no additional charge.

Agreement with the Round Rock Leader for publication of official
City notices.

History: By Charter, the City is required to enter into a yearly agreement with a
publication of general circulation to publish all officially required notices. In
recent years, the City has solicited quotes from the Round Rock Leader and
Austin American - Statesman for this Charter- required contract. Historically, the
Council has selected the Leader; on two occasions, the Austin American -
Statesman was awarded the contract.
Funding:
Cost: The Leader is offering a rate of $7 per column inch for required notices, the
same rate as last year. The Statesman is offering a rate of $7.35 per inch. The
City has spent $69,315 on all newspaper advertising, which includes legal
notices, City Beat and job listing classifieds, through August 2 of the current
fiscal year. Of that total, we have spent $25,125 with the Leader and $44,190
with the American- Statesman.

Outside Resources: None
Impact /Benefit: Required legal notices help inform citizens of City activities such as public
hearings and are an important component of the City's overall
communication effort.
