WHEREAS, the City of Round Rock has previously entered into a
Contract for Engineering Services with Chiang, Patel & Yerby, Inc. for
the preparation of construction documents for the realignment and
reconstruction of CR 113 from FM 1460 to the abandoned MKT Railroad
right -of -way in Williamson County, and
WHEREAS, Chiang, Patel & Yerby, Inc. has submitted Supplemental
Agreement No. 3 to the Contract for Engineering Services to provide for
revisions of plans, specifications, and estimates for the realignment
and reconstruction of CR 113, and
WHEREAS, the City Council desires to enter into said Supplemental
Agreement No. 3 with Chiang, Patel & Yerby, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City Supplemental Agreement No. 3 to Contract for
Engineering Services with Chiang, Patel & Yerby, Inc. to provide for
revisions of plans, specifications, and estimates for the realignment
and reconstruction of CR 113, a copy of said agreement being attached
hereto as Exhibit "A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and

TO CONTRACT FOR ENGINEERING SERVICES
This Amendment to the Contract for Engineering Services is made by and between the City of
Round Rock, Texas, hereinafter called the "City" and Chiang, Patel & Yerby, Inc., hereinafter
called the "Engineer ".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract ", on the 8 day of March, 2001 to provide professional engineering services
for the preparation of construction documents for the realignment and reconstruction of CR 113
from FM 1460 to the abandoned MKT railroad right -of -way in Williamson County, and
WHEREAS, ARTICLE 2, SCOPE OF SERVICES TO BE PROVIDED BY ENGINEER,
describes those engineering services to be provided by the Engineer as a part of the Contract, and
WHEREAS, ARTICLE 4, COMPENSATION, establishes the maximum lump sum payable
under this contract at $175,070 without modification of the contract, and
WHEREAS, it has become necessary to amend the contract to provide for the revisions of plans,
'specifications and estimates (PS &E) for the realignment and reconstruction of CR 113 due to
recent development, and
WHEREAS, the City has agreed to have the additional work performed for $121,714 increasing
the lump sum fee for the contract to $296,784.
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
ARTICLE 2, SCOPE OF SERVICES TO BE PROVIDED BY THE ENGINEER, shall be
amended to include the following services:
Attachment B, Additional Services to be Provided by the Engineer
These services will be performed as per Attachment C, Revised Work Schedule.
ARTICLE 4, COMPENSATION, shall be amended by the changing the lump sum amount
payable under this contract by $121,714 from $175,070 to $296,784. Attachment D, Fee
Schedule, is attached with proposed costs for the additional services described in Attachment B.

SUPPLEMENTAL AGREEMENT NO. 3
ADDITIONAL SERVICES TO BE PROVIDED BY THE ENGINEER
The Engineer shall provide the necessary engineering and technical services required for the revisions of
the preparation of plans, specifications and estimates (PS&E) for the realignment and reconstruction of
CR113. The revisions are due to the new development constructed along existing CR113 which conflicts
with the proposed 95% design. The revisions to the construction plans will be included in the construction
documents that the Engineer is currently designing under a separate contract for the Texas Department of
Transportation for the reconstruction of FM1460 from US79 to CR113. These additional services are
described in the TASK OUTLINE shown below.
TASK OUTLINE
L CR113 DESIGN SERVICES
DESIGN SURVEY SERVICES
1) Provide right of entries (ROE's) to access needed properties for surveying services.
2) Contact utility locator service and various utility companies to have them locate and stake any
underground utilities within the project area. No additional underground utility research beyond
contacting the local service providers will be performed.
3) Perform research of current deeds and plats to ascertain possible locations of property lines within the
project area. Assisting the client in resolution of boundary conflicts or discrepancies identified will be
handled as an additional service by supplemental agreement.
4) Additional design survey will be obtained for the new Kiphen Road alignment. The survey will extend
100 feet on either side of the proposed centerline. The design survey shall also be extended to the east
an additional 500' along CR113.
5) Provide Microstation 2D and 3D drawings and TIN file in Geopak format. Drawing will show all
planimetrics, utility markings, property lines with ownership references, and one -foot contours.
PROPERTY DESCRIPTIONS
1) Locate all property comers and indications of property lines crossed by the proposed route.
2) The Engineer will provide a written description with sketches for the proposed right -of -way taking. It
has been assumed for this service, that this will affect four (4) properties. This includes the Camco
Land LTD panel, two (2) Gordon Johnson tracts and the George Christianson tract.
3) Prepare a schematic drawing showing the overall layout of the proposed right -of -way as it relates to
the affected properties (not a right -of -way map).

ROADWAY DESIGN SERVICES
1) The horizontal and vertical geometry will be established for the various roadways. This will include
new alignments for Kiphen Road and Kiphen Cove. The vertical geometry for Double Creek Drive
will be further developed to insure that adequate right of way (ROW) is acquired for future
construction. A new horizontal and vertical alignment will be designed for the transition of Kiphen
Road back to existing CR1 13.
2) Design cross sections will be produced at a 50' increment for the determination of cut and fill
quantities. This will include preliminary cross sections for the Double Creek Drive extension to verify
ROW requirements. Final design cross sections will be developed for Kiphen Road and Kiphen Cove.
The GEOPAK design software package will be utilized to produce these cross sections.
3) Cut and fill quantities will be determined from the design cross sections and shown on the plan/profile
sheets.
4) The Engineer will revise the typical sections to address changes due to the realignment of Kiphen Road
and Kiphen Cove.
5) The roadway plan and profile sheets will be revised to depict the proposed construction of Double
Creek Drive, Kiphen Road, and Kiphen Cove.
6) An additional miscellaneous roadway detail sheet will be created to describe the details of the special
driveway from Kiphen Cove to the newly constructed development.
7) The horizontal alignment data sheet will be revised to depict the new horizontal geometric information
for the project roadways.
8) The project layout sheet will be revised to show the new alignments for Kiphen Road and Kiphen
Cove.
9) The Engineer will revise the title sheet and supplemental index to reflect the changes and additions due
to Kiphen Cove and Kiphen Road.
10) The Engineer will revise the intersection layout sheet for Kiphen Road and Kiphen Cove. The
Engineer will create a new intersection layout for the Kiphen Cove/Double Creek intersection.
11) The Engineer shall calculate new roadway quantities and revise the project summary sheets for the
various roadway pay items.
DRAINAGE DESIGN SERVICES
1) Hydraulic computations will be completed and/or revised for proposed culverts, curb inlets, area inlets,
storm sewers and drainage outfall channels along Double Creek Drive, Kiphen Road, and Kiphen
Cove.
2) The offsite drainage area map will be revised to reflect the proposed drainage design along Double
Creek Drive, Kiphen Road, and Kiphen Cove. Hydrologic information will be calculated from
existing drainage area and U.S.G.S. maps for the area. The information gathered and calculated will
be shown on the plans.
3) The project drainage area maps will be completed and/or revised for the alignment changes made to
Double Creek Drive, Kiphen Road, and Kiphen Cove. It is anticipated that an additional sheets will be
required for the Kiphen Cove alignment.

4) Storm sewer design and inlet locations will be determined in accordance with the City of Round
Rock's Drainage Design Guidelines. The Engineer will update the storm sewer plan and profile sheets
to depict the revised drainage design for System 3 and 6. Additional sheets will be required to depict
the storm sewer design along Kiphen Cove.
5) Quantities will be prepared and/or revised for drainage related items including culverts, inlets,
manholes, storm sewer pipes, etc.
6) The erosion control layouts will be revised to reflect the proposed roadway design along Double Creek
Drive, Kiphen Road, and Kiphen Cove.
7) Quantities will be prepared and/or revised for erosion control related items.
SIGNING AND PAVEMENT MARKINGS
1) The signing and pavement marking layouts will be prepared to address the alignment changes to
Double Creek Drive, Kiphen Road, and Kiphen Cove.
2) The small sign summary sheets will be revised for the necessary changes and additional signs required
for the project roadways.
3) Quantities will be calculated for pavement markings, removal of pavement markings, and small signs.
SEQUENCE 01? WORK AND TRAFFIC CONTROL PLAN
1) The traffic control plan will be revised to address the alignment changes to Double Creek Drive,
Kiphen Road, and Kiphen Cove. An additional sheet will be required for Kiphen Cove.
2) - Quantities will be calculated for items utilized for the traffic control plan.
PROJECT MANAGEMENT AND COORDINATION SERVICES
1) The Engineer will attend project coordination meetings with the City and will manage the production
ofPS &E, prepare monthly progress reports and monthly invoices.

History: The Texas Department of Transportation (TxDOT) is proposing to reconstruct FM 1460
to widen the highway to 5 lanes with a continuous left turn lane. As part of the project,
TxDOT plans to move the intersection of FM 1460 with CR 113 to the south to improve the
safety of the intersection. This will require the relocation of CR 113 from this intersection to
the abandoned MKT railroad right of way. To assure coordination of the City project and
the state project, staff is proposing that the City use the same engineer for the relocation of
CR 113 as TxDOT is using for FM 1460.
The original contract, which was approved on March 8th, 2001, provided engineering
services for the preparation of construction documents for the realignment and
reconstruction of CR 113 from FM 1460 to the abandoned MKT Railroad right -of -way in
Williamson County. Supplemental Agreement No. 1 approved by Resolution No. R- 01 -12-
20-10D8 on December 20th, 2001, extended the contract until June 28, 2002. Another
extension was requested by Supplemental Agreement No. 2 which was approved at the July
25th council meeting and this extended it until June 30, 2003 so to allow for coordination
between the City and TxDOT.
Supplemental Agreement No. 3 will provide for the revision of plans, specifications, and
estimates (PS &E) for the realignment and reconstruction of CR 113 due to recent
developments. The engineer has agreed to perform the additional work for $121,714.

Impact: The change in alignment will change the roadway frontage of certain properties.
Benefit: The relocation of CR 113 will provide a much safer intersection with FM 1460. Additionally,
the new intersection will provide a much higher capacity, which will be beneficial for events at
the Old Settlers Park and the Dell Diamond.

10) The Engineer will revise the intersection layout sheet for Kiphen Road and Kiphen Cove. The
Engineer will create a new intersection layout for the Kiphen Cove/Double Creek intersection.
11) The Engineer shall calculate new roadway quantities and revise the project summary sheets for the
various roadway pay items.
DRAINAGE DESIGN SERVICES
1) Hydraulic computations will be completed and/or revised for proposed culverts, curb inlets, area inlets,
storm sewers and drainage outfall channels along Double Creek Drive, Kiphen Road, and Kiphen
Cove.
2) The offsite drainage area map will be revised to reflect the proposed drainage design along Double
Creek Drive, Kiphen Road, and Kiphen Cove. Hydrologic information will be calculated from
existing drainage area and U.S.G.S. maps for the area. The information gathered and calculated will
be shown on the plans.
3) The project drainage area maps will be completed and/or revised for the alignment changes made to
Double Creek Drive, Kiphen Road, and Kiphen Cove. It is anticipated that an additional sheets will be
required for the Kiphen Cove alignment.

4) Storm sewer design and inlet locations will be determined in accordance with the City of Round
Rock's Drainage Design Guidelines. The Engineer will update the storm sewer plan and profile sheets
to depict the revised drainage design for System 3 and 6. Additional sheets will be required to depict
the storm sewer design along Kiphen Cove.
5) Quantities will be prepared and/or revised for drainage related items including culverts, inlets,
manholes, storm sewer pipes, etc.
6) The erosion control layouts will be revised to reflect the proposed roadway design along Double Creek
Drive, Kiphen Road, and Kiphen Cove.
7) Quantities will be prepared and/or revised for erosion control related items.
SIGNING AND PAVEMENT MARKINGS
1) The signing and pavement marking layouts will be prepared to address the alignment changes to
Double Creek Drive, Kiphen Road, and Kiphen Cove.
2) The small sign summary sheets will be revised for the necessary changes and additional signs required
for the project roadways.
3) Quantities will be calculated for pavement markings, removal of pavement markings, and small signs.
SEQUENCE OF WORK AND TRAFFIC CONTROL PLAN
1) The traffic control plan will be revised to address the alignment changes to Double Creek Drive,
Kiphen Road, and Kiphen Cove. An additional sheet will be required for Kiphen Cove.
2) Quantities will be calculated for items utilized for the traffic control plan.
PROJECT MANAGEMENT AND COORDINATION SERVICES
1) The Engineer will attend project coordination meetings with the City and will manage the production
of PS&E, prepare monthly progress reports and monthly invoices.
