R- 03- 03- 27 -9F1 WHEREAS, the Office of the Governor, Criminal Justice Division ( "CJD ") has grant funds available to cities for various law enforcement projects, and WHEREAS, grant funds are available for the Victims Assistance Program to partially fund two part -time Victims Assistance personnel, and WHEREAS, the City Council wishes to make application for grant to provide financial assistance for the above - described positions, and WHEREAS, the grant requires match by the City, and the City Council wishes to approve said match, and WHEREAS, in the event of loss or misuse of CJD grant funds, the City of Round Rock assures that the funds will be returned to the CJD in full, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, THAT: 1. The Mayor is hereby authorized and directed to make the necessary application for the above - described grant; 2. The match by the City is approved; and 3. Follow -up Contacts with Crime or Crisis Victim City of Round Rock Finance Department Brief description of proposed grant program: The City of Round Rock is and has been growing rapidly and the Victim Services caseload has increased. The increasing demand for victim services is outstripping the city's capacity to serve victim's of violent crime. This program's primary goal is to alleviate psychological and emotional trauma resulting from crime. The program provides support to crime victims and victims of other serious incidents, ensuring that their needs are balanced against those of the criminal investigation. The Victims Services Unit provides direct services in many different ways — on scene, at the Police Department, telephone contact, and by mail. Officers can request Victims Assistance to come to the scene of a crime but, if not, we pull the calls for service records daily and follow up with victims by phone and mail. These services include: 1. Crisis Intervention: Helping victims to resolve crisis reactions after a crime. 2. Information and Referral: Linking crime victims to appropriate resources to serve their needs. 3. Justice Support/Advocacy: Ensuring victims are treated fairly in our criminal justice system. 4. Assistance in Filing Victim Compensation Claims: Includes explaining crime victims compensation benefits and assisting victims in getting emergency aid. 5. Personal Advocacy: Assisting victims with entry into shelters, food, bills, etc. 6. Provide training to police officers and area crisis centers. 7. Other Services: Accompanying victims to the hospital and court, follow -up contacts, child care These part-time positions originally were established in 2001 through a federal /state Victims of Crime Act (VOCA) grant. This grant funding concludes on June 30, 2003, due to budget cuts. The proposed grant application seeks to continue funding these positions at 100 percent for the first two years of the grant; afterward, state funding scales down over the next three years. The Department's plan is to — over the course of the five -year run of the grant — bring these positions on as city- funded positions. Thus, after the conclusion of the grant, we anticipate these positions would be fully funded by the general fund. The anticipated Victim's Assistance workload is such that the Department anticipates an annual caseload approaching 1,000 cases by 2005. City Council authorized a follow -up grant application several months ago, but that application has been denied due to a lack of funding availability. Funding for this program concludes on June 30, 2003. Funding: Cost: The cost to the City is $0 during the program's first two years. Over the final three years of the five -year grant, the city would be required to pay a total of $44,214 in matching funds.
