R -03- 06- 26 -11F1 WHEREAS, the City of Round Rock has previously entered into a contract ( "Contract ") with Commercial Consolidated Inc. for the construction of the East Water Transmission Line (Phase I) Improvements, and WHEREAS, the Council has determined that it is necessary to make changes to the plans or specifications of the Contract due to unforeseen circumstances, and WHEREAS, it has been determined that it is necessary to change said Contract in accordance with the attached Contract Change Order No. 3, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Contract Change Order No. 3 to the Contract with Commercial Consolidated Inc. for the construction of the East Water Transmission Line (Phase I) Improvements, a copy of said change order being attached hereto as Exhibit "A" and incorporated herein for all purposes. East Water Transmission Line - Phase 1 Change Order No. 3 We have forwarded Change Order No. 3 for the above referenced project to be considered for approval by the City of Round Rock. The change order was prepared,, primarily to address changes that are necessary to complete the connection of the new 48- inch transmission line to the existing 42 -inch transmission main near the City's water . treatment plant The proposed changes are needed because the 'existing 42 -inch pipeline material was different than identified by record drawings and a different connection method is required,. The changes are also needed to minimize impacts to the distribution system operation dining the higher demand period of the summer months, This connection was originally planned to be made by "cutting" a tee and valve into the 42 -inch line, which according_to the City's record drawings was made of ductile iron: In order to cut in the tee, the 42 -inch transmission main would have to be out of service and the City's water treatment plant would have to be shutdown. The operation was not expected to require an extended shutdown period and water service was anticipated to be provided from other sources within the distribution system Also, the connection was initially planned to be made during the winter, .which is the City's Lower demand period. Delays in acquiring easements for the pipeline changed the overall project schedule and put the connection work in the higher demand period, making a shutdown more critical and limiting the time any shutdown can be allowed. During construction of the 48 -inch transmission line, the existing 42 -inch line was found to be concrete cylinder pipe, which requires modifications to the connection method and different materials than those being anticipated by the contractor for a ductile iron HDR Engineering; Inc. 2211 South18 -35. The pipeline would have to be shutdown for an extended period of time in order to make the connection to the concrete pipe. • In preparation to make the connection, a live shutdown.of the City's water treatment . plant was conducted prior to making the connection to determine if distribution system operation would be impacted. The test indicated the City could take the water plant offline for only about two hours, which is about 1/4'" of the estimated time that would be needed to make a connection with the concrete line. A fully functioning model of the City's distribution system was not available at the time the plans were prepared that could have been used to identify this situation. - A model has since been developed and has • . • confirmed the limited time the water plant could be taken offline. In light of the extended time required to make the connection to the concrete line and the higher demands that are now being experienced, we recommend making the connection by a wet tap method.' With this method the water line will remain in service and the potential for interrupting water service due to problems that could arise by cutting a tee into the existing 42 -inch transmission main will be eliminated: The additional costs associated with the wet tap connection are reasonable and we believe are about what would have been expected if this had been included in the original bid. Operations Tom Clark, Director of Utilities History: The scope of work under this Change Order No. 3 will be to provide a 30" Wet Tap to the existing 42" Water line at the City's Water Treatment Plant (WTP). Initial plans and specifications called for the WTP to be shut down for several hours to accommodate replacing portions of the pipe to make this connection. Additionally, as -built plans showed ductile iron pipe and existing pipe is concrete cylinder requiring different materials and tapping methods and because of increased demands on the City's water system, the water plant can not be shut down for the 6 to 8 hours required. A credit of $24,000.00 associated with the change in cost of three - 48" butterfly valves on this project brings the net cost of the change order to $30,300.62. Staff has reviewed this Change Order and recommends approval with this resolution in the amount of $30,200.62. $30,200.62 Capital Project Funds (Self- Financed Utility) Commercial Consolidated, Inc.
