R- 03 -07- 10 -10B1 WHEREAS, the City has previously entered into an Interlocal Agreement for In School Officers ( "Agreement ") with the Round Rock Independent School District ( "School District ") to provide for the reimbursement of salary and benefits expenses for In School Officers, and WHEREAS, the City wishes to enter into an Addendum to the Agreement providing for a cost - sharing arrangement between the City and the School District for Fiscal Year 2002 -2003, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City an Addendum to the Interlocal Agreement for In School Officers for Fiscal Year 2002 -2003, a copy of same being attached hereto as Exhibit "A ", and incorporated herein for all purposes. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. New Grant Positions Funding In 2002, the Round Rock Police Department received a federal grant providing the funding for the salary and benefits for two School Resource Officers. Equipment costs are not provided for in the grant. The cost to equip these officers will be apportioned as follows: 1. Round Rock School District — In Fiscal Year 2002 -2003, the School District will provide approximately half of the funding, under the terms of the Interlocal Agreement for In- School Officers, to equip one School Resource Officer at a cost of $23,030.00. In Fiscal Year 2001 -2002, the School District provided approximately half of the equipment funding for the other School Resource Officer. 2. City of Round Rock - The City of Round Rock will fund the balance of the equipment costs. Round Rock School District Costs $23.030.00 B. Additional Officer Funding (amending the Interlocal Agreement For In School Officers) For the Fiscal year 2002 -2003, Section 3 of the Interlocal Agreement for In School Officer is amended as follows: the cost to the District of the current School Resource Officers assigned to the Round Rock School District is mutually agreed upon as 50 percent of the ten (10)- month salary and benefits for each School Resource Officer working at Round Rock Independent School District sites. In addition to the grant funded positions, for 2002 -2003, the City provided School Resource Officers for eight secondary school campuses and one additional officer to work at all elementary school campuses. The parties also agree to share a portion of the cost of the Senior Sergeant responsible for supervising the School Resource Program. The total costs to the District for these officers is $200,636.00. Consider a resolution authorizing the Mayor to execute an Addendum to Interlocal Agreement for In School Officers, Fiscal Year 2002 -03, with the Round Rock Independent School District. Resource: Paul Conner, Police Chief Chief Officer Dixon History: The City has in place an interlocal agreement through which the City and the Round Rock Independent School District share the cost of maintaining in- school officers as part of the Police Department's School Resource Officer Program. While the City and School District has informally agreed to a cost -share arrangement for 2002 -03, these addenda formalize that agreement as well as the payment for the coming school year. Under the terms of the addenda, the school district will pay $223,666.00 of the cost of maintaining these officers for 2002 -03. The difference in cost relates to start-up equipment for one grant- funded officer that appears in 2002 -03.
