AMENDMENT 1 TO
CONTRACT FOR
COMPREHENSIVE PLANNING ASSISTANCE

COUNTY OF TRAVIS X Round Rock, Texas
The Texas Department of Community Affairs, an agency
of the State of Texas, hereinafter referred to as "Department"
and Round Rock, Texas, hereinafter referred to as "Contractor,"
do hereby agree contract to amend the original contract as
initially executed by the Executive Director of the Department
on November 1, 1975 for the performance of local planning
assistance activities during the period of November 1, 1975
to June 30, 1976. The total of all payments and other obligations
incurred by the Department as given in Section 2, Total Payment,
of such contract were not to exceed five thousand three hundred
and thirty -three dollars ($5,333.00). This amendment does not
increase or decrease the total budgeted amount of the original
contract.
The parties hereto agree to amend Section 20: Work Program:
Items C, Land Use, E, Circulation, I, Drainage Study, J, Historic
Preservation, L, Reports and Publications, and M, Budget as
identified herein:
1. Land Use Inventory
a. A land use survey shall be conducted to determine
the use of each plot and parcel of land within the
planning area.

(1) Vacant;
b. Categories in classifying land uses shall include,
as a minimum, the following:
(2) Agriculture (Cultivated or uncultivated);
(3) Residential (Single family, two family, multi-
family and mobile homes);
(4) Commercial (Retail and services);
(5) Industrial (Light and heavy);
(6) Public and Semi - public (Schools, parks, public
buildings and other);
(7) And, other such additional or sub - categories
as may be deemed necessary to accurately re-
flect the existing pattern of land areas. As
an example, open- spaces, areas subject to
flooding or land unsuited for development;
c. A color -coded map of the Corporate Area shall be
prepared of the existing land uses to aid in guiding
local officials in the implementation of its
Zoning Ordinance.
d. A symbol -coded map of the planning area shall be
prepared to show a generalized pattern of the
existing land uses.
2. Land Use Analysis
a. A tabulation shall be made of the existing land uses
within the Corporate Area, Planning Area and by
statistical areas to show:
(1) Total acreage by use;
(2) Percentage of acreage in each land use;
(3) Acres per 100 persons;
(4) Developed and undeveloped land as a percent
of the total land.

b. An analysis of existing land uses shall be made
to include, but not necessarily be limited to:
(1) Land use requirements of the anticipated
population;.
(2) Development trends;
(3) Problems related to land development and
identification of unique and unusual land
development problems;
(4) Soil characteristics.
3. Land Use Development Plan
a. Graphics shall be prepared to show the results
of the land• use analysis and to illustrate
' municipal goals and objectives.
b. Factors affecting the development of land in
the Planning Area shall be discussed to include,
but not necessarily be limited to:
(1) Existing land use;
(2) Transportation and thoroughfares;
(3) Physical features;
(4) Utilities;
(5) Schools and recreation.
c. In relation to the foregoing studies and analysis,
formulate specific goals regarding land use for
the purpose of providing policies for an overall
guide to the planning process.
d. Both short and long -range objectives to accomplish
the state goals shall be prepared.
e. In relation to recognized problems, and goals and
objectives, prepare recommendations for the future
land use needs.

f. A tabulation shall be made of the land use needs
for the Planning Area and statistical areas to
show:
(1) Total acreage by use;
(2) Percent of forecast acreage in each land use;
(3) Acres per 100 persons.
g. Prepare a symbol -coded map showing the recommended
future land use of the Planning Area. As a minimum,
the following land use categories shall be used:
(1) Residential (Single family, two family, multi-
family and mobile homes);.
(2) Commercial (Retail and services);
(3) Industrial (Light and heavy);
(4) Public and semi - public (Schools, parks,
and public buildings);
(5) Open spaces.
h. In developing the Land Use Study, all requirements
of the Code of Federal Regulations, Title 24, Part
600.72 shall be fully complied with.
E. CIRCULATION
1. Circulation Inventory
a. A survey shall be prepared to determine the present
condition of the circulation system within the
Planning Area. The survey shall include, but not
necessarily be limited to:
(1) Traffic counts, both peak hour and average
daily traffic, where available;
(2) Right -of -way widths;
(3) Paving widths, type and condition of pavement;
(4) Traffic control data;

(5) Parking restrictions;
(6) Curb and gutter;
(7) Origin and destination information, where
available.
b. Existing data from the Texas State Department of
. Highways and Public Transportation shall be used
to the maximum extent feasible.
c. A map or maps shall be prepared of the Planning
Area to show existing conditions -
2. Circulation Analyses
a. A study and analyses shall be made of information
gathered from the above Street and Circulation
Inventory Section.
b. To determine the size and quality of streets -
needed in the Planning Area, a study and analyses
shall be made for all streets including state and
county highways and roads. Special attention will
be devoted to the adequacy or inadequacy of major
and collector street locations and functions. To
accomplish this, as a minimum, the following will
be studied and analyzed:
(1) Using to the maximum extent feasible the
Texas State Department of Highways and
Public Transportation traffic counts,
local traffic habits and other factors;
(2) Using to the maximum extent feasible
circulation studies prepared for the
Municipality;
(3) Using street standards as approved by
the Municipality;
(4) Identifying all streets that do not meet
approved standards on a map of the Planning
Area.
3. Circulation Plan
a. In relation to the foregoing study and analysis,
formulate specific goals regarding circulation
facilities and services for the purpose of pro-
viding overall guides to the planning process.
b. Both short and long -range objectives to accomplish
the stated goals shall be prepared.
c. In relation to recognized problems and goals and
objectives, prepare recommendations for the improvement
of major and collegtive streets.
d. In relation to the analyses of existing and
anticipated land use, travel habits, grade
separations, employement centers, traffic
generators, traffic volumes; and in coordi-
nation with plans of the Texas State Depart-
ment of Highways and Public Transportation,
prepare a plan for a system of major and
collector streets to meet the future cir-
culator needs of the planning area. The
plan shall be shown on a map to include,
but not be necessarily limited to:
(1) The location, right -of -way widths, and
pavement widths for all major and collector
streets for the existing and proposed system;
(2) Recommended expansion and improvement of
existing major and collector streets to
bring them up to standards including
consideration of existing and future
traffic, traffic controls, traffic generators,
etc.
I. DRAINAGE STUDY
1. A study and analysis of the planning area shall be
conducted regarding storm drainage. As a minimum,
the study shall include, but need not necessarily
be limited to the following:
a. Physical characteristics of the system shall be
determined and mapped to show:
1) Lines, size and location;
2) Open drainage ways.
b. The flood plain shall be delineated and the major
and minor drainage areas defined. Characteristics
of the flood plain will be discussed and recommend-
' ations proposed to alleviate flooding conditions.
c. Standards shall be prepared and used in determining
adequacy of the existing system in determining future
needs.
d. A general flood plain protection and drainage plan
shall be prepared to include:

(1) Extent of the flood plain;
(2) Physical characteristics; existing and proposed;
(3) Potential land uses;
(4) Recommended protective codes and /or ordinances.
e. The plan shall be prepared using criteria and
standards of the U. S. Army Corps of Engineers
and the Flood Plain Management Branch of the
Texas Water Development Board. The plan shall
include established goals with annual objectives
to achieve the goals, estimated costs of selected
priorities, and possible sources of funding of
recommended projects.
f. The plan shall be illustrated on a map of the
planning area.
The Contractor shall prepare a planning study in accordance
with the Code of Federal Regulations, Title 24, Part 600.66
Historic Preservation Requirements.

The parties hereto agree that this amendment shall become
effective this 4th day of June, 1976.
Section 5
The parties hereto contract and agree that all the terms of
the above named contract and all amendments hereto executed prior
to the effective date of this amendment shall remain in effect and
shall continue to govern except to the extent that they conflict
with this amendment. Nothing in this amendment shall be construed
as authorizing a violation of federal, state or local laws or
regualtions as they pertain to such contract identified above in
Section 1.
By the signing of this amendment, the parties expressly
understood and agree that this amendment is hereby made a part
of the contract identified in Section 1 above as though it were
set forth word for word herein.

FISCAL DI VISION
WHEREAS, the Texas Department of Community Affairs has invited
applications for HUD "701" planning sub - grants from cities having populations
of less than 50, 000 to conduct comprehensive planning work for orderly
growth and development; and
WHEREAS, the City of Round Rock, Texas, desires to continue in
developing a program of comprehensive planning in order to facilitate and
expedite its orderly growth and development;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ROUND ROCK, TEXAS:
Section 1. That authorization is hereby given for the preparation
and submission of an application in behalf of the City of Round Rock, Texas,
for Local Planning Assistance funds under Section 701 of the Ilousing Act of
1954, as amended, said application to he submitted to the Texas Department
of Community Affairs, Austin
Section 2. That the City Manager is hereby authorized to sign,
execute and submit such application, together with all information, assurances
and other material constituting a part of said application.
