R-79-236 - 9/27/1979WHEREAS, the City Council of the City of Round Rock seeks to provide
for the recreation and leisure needs of all the citizens of Round Rock, and
WHEREAS, the City of Round Rock coordinates efforts from various
groups and individuals in providing for the recreation and leisure needs
of all the citizens of Round Rock, and
WHEREAS, certain Associations have been established to sponsor youth
sports programs in the City of Round Rock utilizing City of Round Rock
sports fields, and
WHEREAS, the City Council of the City of Round Rock, Texas wishes
to enter into agreement with those certain Associations established to
sponsor youth sports programs as specified in Exhibit "A" hereto attached,
NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
That the Mayor of the City of Round Rock be authorized to enter into
agreements with those certain Associations established to sponsor youth

A. General
1. That the area served by the program be primarily within the corporate
limits of the City of Round Rock.
2. That the Youth sports program be open to all persons, regardless of
ethnic or religious affiliations.
3. That the agreement is for one year. In the event the sponsoring
organization abandon their program, it shall be understood that the
improvements to the park land revert unattached and unencumbered to
the City of Round Rock.
4. That the type of advertising signs shall be subject to approval by
the PARD and are permitted on fences only during the season of the
sport.
5. That all plans and specifications shall be submitted to the PARD
before any youth sport facilities can be built or any improvements
made. Such facilities or improvements shall be compliance with
the building code as adopted by the City of Round Rock, and shall
conform to the standards of development listed in Section D.
6. That a financial statement that generally complies with accepted
accounting principles, including the number of youth, ages of youth
and number of teams, be submitted to the Parks and Recration Depart-
ment by December 31 of each year.
7. That all parties handling food products for sale by concessionaire
must conform to all regulations of the City and State Health Departments.
8. That the fields may be used by the PARD, but any use during regular
season must be cleared with sponsoring organization officials so
as not to disrupt scheduled league plan or maintenance. After the
season, the PARD can schedule use of the field.
9. That the Director of Parks and Recreation or his designee shall deter-
mine the suitability of the playing fields for play. Should the fields
not be suitable, no play shall take place on the fields.
10. That the sponsoring organization return the attached athletic agreement
with the requested information noted.

B.' Aid to Sponsoring Organizations
1. Maintenance of turf and grounds
a. mowing of grass
b. litter pick up
c. dragging and lining of infields during regularly
scheduled league play Monday through Friday.
2. Provide all lighted fields with lights in working condition.

3. Water, sewer and garbage services at no charge.
C. Responsibilities of Sponsoring Organizations
1. Maintain equipment and facilities in a clean and working condition
(plumbing, restrooms, etc.)
2. Reimburse the City of Round Rock that amount of money billed to the
City for use of the lights.
D. Standards of Development
1. Before sponsoring organizations build facilities upon city land or add
improvements to facilities, they shall meet the following requirements:
a. The layout and design of the field, bleachers, and any
structure be approved by the Parks and Recreation Depart-
ment.

b. Playing facilities should be constructed so that they are
interchangeable for different youth sports.
c. Emphasis should be placed upon material which is maintenance -
free; for example, aluminum bleachers, masonry concession
stands, metal scoreboards, steel light poles, or special
treated wood poles.
d. All perimeter fences shall be of chain link.
e. A plan for the amortization of the costs of construction
of a new field or improvements must be approved by the Parks
and Recreation Department before the work begins.
f. Restroom and parking improvements should be included in all
development.
E. Enforecement of Policies
1. The City Council, as a matter of policy, has charged the Parks and
Recreation Department with administering said policies.
2. The PARD will inspect the organization's progranis. If repairs, im-
provements, maintenance or written reports are required, then the
PARD shall send written notification to the sponsor organization
concerning such items. •,'
3., Failure to immediately correct those items or constant violations
of these policies will'result in cancellation of all.aid_to the
sponsoring organizations.
