R-80-318 - 8/14/1980WHEREAS, by Resolution No. 306R, the Council has previ- ously adopted a Drought Management Contingency Plan, and WHEREAS, phases 3 rand ,4 were amended when adopted by ordinance, and WHEREAS, the Council wishes to change the Plan to re- flect the amendments made, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Drought Water Management Contingency Plan as adopted by Resolution 306R is hereby amended to read as set forth in Exhibit "A" attached hereto and incorporated herein for all purposes. 'fONN , Mayo r City of Round Rock, Texas DROUGHT WATER MANAGEMENT CONTINGENCY PLAN ROUND ROCK, TEXAS PURPOSE The purpose of the Drought Water Management Contingency is to establish the criteria for determining the existence of a water supply shortage in the City of Round Rock and to establish the procedures for implementing water demand re- duction measures prior to the existence of an actual water supply emergency. OBJECTIVE The general objective of the Drought Water Management Contingency Plan is to minimize the adverse impacts of water supply shortages on the community and cit- izens of Round Rock. The specific objectives of this plan are as follows: - -to achieve and sustain an aggregate water demand reduction in the City of Round Rock during supply shortage conditions of approximately 21-5 million gallons per'day over the summer peak use level of 5 million gallons per day. - -for the duration of a water supply shortage, to reduce domestic water demands to 175 gallons per capita per day. - -in pursuit of the above stated objectives, to distribute the burden of water demand reduction as equitably as possible among all classes of water users. METHODOLOGY . The Drought Water Management Contingency Plan consists of four successive phases for implementing water demand reduction measures. Each phase stipulates the criteria to be used in determining when each phase and the elements therein be- come operative. PHASE I: WATER SHORTAGE ALERT Operative Criteria: 1. water supply level in City Well #4 2. water demands 3. time of the year 4. weather forecast data Elements: 1. Formal public notification by the Mayor, City Manager and City Engineer of the Alert condition and possible forthcoming emergency measures. • 2. Through local media resources, publicize limitations of the water supply system and initiate efforts to inform citizens of water conservation measures. 3. Individually notify major commercial and industrial users of the Alert condition and request the initiation of voluntary water use curtailments. 4. Increase monitoring of water supply and demand. 5. Increase efforts to detect and repair distribution system leakage. 6. Increase maintenance of intake structures, pumping stations, and other facilities as appropriate. PHASE II: WATER SHORTAGE RESTRICTION STAGE - VOLUNTARY COMPLIANCE Operative Criteria: Same as for Phase I. Water supply level in City Well #4 reaches 130 feet. Elements: 1. Implement all operations of Phase I with the following additions and modifications. 2. Formal public notification by the Mayor, City Manager and City Engineer of a water shortage. 3. Request public to initiate voluntary water use curtailments, limiting consumption to 175 gallons per capita per day. 4. Increase efforts to disseminate information to the public on such subjects as water- saving tips, water saving devices, irrigation practices, etc. 5. Request the discontinued operation of all ornamental fountains, waterfalls, and similar amenities drawing water from City supply. 6. Curtail all non - essential public water uses such as City vehicle washing, street cleaning, park landscape irrigation, golf course irrigation, etc. 7. Prohibit the use of water from fire hydrants for any purpose other than fire extinguishing and permitted use. 8. Request general curtailment of outdoor water use for lawn or garden irrigation. Confine watering and sprinkling to the hours of 6:00 a.m. to 10:00 a.m. and 6:90p.m. to 10:00 p.m. with the exception of commercial nurseries, florists and agricultural usage. 9. Request general curtailment of indoor water use -2- PHASE III: WATER SHORTAGE RESTRICTION STAGE - MANDATORY COMPLIANCE Operative Criteria: I. Water supply level in City Well #4 reaches 100 feet above pump intake. 2. Failure to achieve demand reduction objectives through voluntary compliance. Elements: 1. Implement all operations of Phase II with the following additions and modifications. Institute the following mandatory restrictions for residential water use: A. Prohibit all water waste. Water waste being defined as any water flowing into a street gutter or storm sewer. B. Prohibit all outdoor washing including but not limited to car washing, pavement washing, window washing except when a bucket is used. C Prohibit all lawn and garden irrigation except during the hours of 6:00 a.m. to 10:00 a.m. and 6:00 p.m: to 10:00 p.m. using only a hand held hose for application. PHASE IV: WATER SHORTAGE RESTRICTION STAGE - PRICE RATIONING Operative Criteria: 1. Water supply level in City Well #4 reaches 60-feet above pump intake. 2. Failure to achieve water demand reduction objectives through im- plementation of Phase III. Elements: 1. Implement all operations of Phase III with the following additions and modifications. 2. Increase drought surcharge to $2.00 per 1,000 gallons of water used in excess of ,,10,000 gallons. 3. Prohibit all outside watering. PHASE V: TERMINATION OF WATER SHORTAGE Operative Criteria: -3- • 1. Water supply level in City Well #4. 2. Water demands. 3. Time of year. 4. Weather forecast data. Elements: 1. Formal public notification by resolution of the City Council that the water shortage condition and measures instituted pursuant to this plan are terminated. -4-
