The Mayor of the City of Round Rock, Texas is hereby authorized
to enter into an agreement with Troy Ullman, P.E., on behalf of the City
for professional services to provide such a plan.

Dear Mr. Harzke:
This letter is in response to the request for a proposal for professional
services with rec.t,wL tostormm water drainage needs of the Round Rock area.
In discussions with you and members of the Council appointed Task Force
Canmittee, I have gained a general overview of the present situation and
would propose the following as a suggested work program outline.
First, review existing ordinances and policies now in effect which governs
drainage design and planning. I have made a preliminary review of same of this
material and feel specific design criteria and more specific policies may be
needed. The City of Austin has compiled an excellent criteria manual, portions
of which may be adopted at least on an interim basis. Portions of the manual
dealing with policy and specific requirements in Austin need to be reviewed
and changed as needed. The bulk of the manual, however, is methodology and
design guides which would be applicable as is.
Secondly, I would propose to review existing problem areas, especially the Lake
Creek area, for immediate needs The low water crossings on Lake Creek, channel
maintenance needs, upstream and downstream restrictions, and other matters as
required should be investigated and some priority and policy set to help mini-
mize those existing problems. This phase of study would attempt to identify
significant problems and needs which would require specific, detailed study.
And finally, on a more long term basis, I recommend the preparation of a com-
prehensive drainaa;e study and plan for all the major watersheds in the area.
This study would detail specific flood prone areas and analyze needs for channel
improvements, development controls, flood control structures, and other items as
necessary in each basin. The study would result in a master plan of the basin
for use in planning and designing future development as well as help in deter -
mining capital needs in area wide facilities.
Realizing the need for action as soon as possible, I would propose to begin im-
mediately to prepare the analysis of existing requirements and policies. Such
an analysis along with proposed addition and changes including recommendations

on the criteria manual could be ready for Council presentation the first week in
July. At that time, I suspect the Council would desire public input and I would
be available for presentations to others as required. As these matters are dis-
cussed, I would reoamend continuing to proceed on the review of specific problem
areas with reports as dete pined by specific needs.
I would propose to perform this work on time and material basis. The attached
schedule of fees would be the basis for payment depending on the work required.
Due to the somewhat indeterminate nature of such services at this time, it is
difficult to set an exact cost. I would propose as a budgetary figure $6,000,
not to be exceeded without additional Council authorization. The more detailed
comprehensive drainage studies and specific project analysis and design could be
performed an an hourly basis, lump sum, or percentage of project construction. I
would recommend that compensation for that work be determined at such time as
studies and projects may be implemented.
