WHEREAS, the Department of Housing and Urban Development has
funds available for Community Development Block Grants for small
cities, and
WHEREAS, the Council desires to submit an application for a
grant for the central area of Round Rock, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS
That the Mayor is hereby authorized and directed to execute
on behalf of the City an application for a Community Development
Block Grant, a copy of said application being attached hereto and
incorporated herein for all purposes.

Lay 10,000 linear feet of 6" and 8" water lines in
order to provide water service to a low and moderate
income area and meet State Department of Health and
State Insurance Board regulations. The water lines
will be placed in an area designated blighted by the
City of Round Rock and the State of Texas. Four hun-
dred and fifty (450) housing units including a HUD
housing project will benefit from the project, along
with 150 residents of a senior citizen home. This ac-
tivity will completely resolve all water delivery and
pressure problems in the east central area for the
forseeable future.
Construct a drainage system in a low and moderate in-
come area to provide access to the area during rains
and prevent water from standing in streets and under .
houses and low areas for days following a rain. The
activity is in an area designated blighted by the City
and State. Completion of the drainage improvements
will resolve the drainage problems in the area.

Round Rock is located in the Austin Metropolitan Area. The 1970 population of Round
Rock was 2,811. The percentage of persons in poverty was 30.5% and 46% of Round Rock fam-
ilies had an income below 80% of the City's median income.' During the past 10 years, the
population and household income of Round Rock increased due to annexation of new subdivis-
ions to the City. The social and economic characteristics as well as the public facilities
of the area contained in the 1970 corporate limits has changed very little since 1970.
The current median income of the 1970 area is $17,658., which is below 80% of the median
income of the metropolitan area. The area has been designated as blighted by the City of
Round Rock and concurred by the State of Texas. The 1970 limits make up the central city.

1) There is a serious deficiency in public facilities in the central area. The water
system for the area was installed in the 1930's under the - WPA Program. Many of the
residents of the area are without public water service. In addition to residences
without public water service, all the residents suffer low water pressure during peak
usage periods due to age, design, and large numbers of 1" and 2" water lines in the
area. The water distribution system for the area which includes a HUD housing project
is unable to meet the minimum rules and regulations of the Texas Department of Health
for Public Water Systems as well as the State Insurance Board Fire Coverage regula-
tions. The system is a serious threat to the health, safety, and economic development
of the central city.
2) In addition to a serious deficiency in the water system, the area lacks a drainage
system. During periods of rain, many houses are subject to flooding, and water stands
under houses in the area for days. The lack of a drainage system in the area contrib-
utes to the overall blighted conditions of the area along with affecting public health,
and safety of the central area.

lieve flooding and stagnant water of the area.

the east end of the central city will benefit from the

1. Outstanding Housing Performance
The City of Round Rock claims 20 points for providing housing choices
for low and moderate - income families in areas outside of minority and
low - and moderate - income concentration. Attached map V -1 illustrates
the location of assisted housing in relationship to areas of high con-
centration of minorities and low and moderate - income families.
2. The City of Round Rock claims 20 points for implementation of a HUD -
approved New Horizons Fair Housing Assistance Project. Attached EXHIBIT
V -2a documents memorandum of understanding and EXHIBIT V -2b actions taken
to implement plan.
3. The City of Round Rock claims 10 points for its percentage of minority
permanent full -time employees, which is greater than the percentage of
