The percentage of persons in poverty was 30.5% and 46% of Round Rock fam- ilies had an income below 80% of the City's median income.' During the past 10 years, the population and household income of Round Rock increased due to annexation of new subdivis- ions to the City. The social and economic characteristics as well as the public facilities of the area contained in the 1970 corporate limits has changed very little since 1970. The current median income of the 1970 area is $17,658., which is below 80% of the median income of the metropolitan area. The area has been designated as blighted by the City of Round Rock and concurred by the State of Texas. The 1970 limits make up the central city. area. 1) There is a serious deficiency in public facilities in the central area. The water system for the area was installed in the 1930's under the - WPA Program. Many of the residents of the area are without public water service. In addition to residences without public water service, all the residents suffer low water pressure during peak usage periods due to age, design, and large numbers of 1" and 2" water lines in the area. The water distribution system for the area which includes a HUD housing project is unable to meet the minimum rules and regulations of the Texas Department of Health for Public Water Systems as well as the State Insurance Board Fire Coverage regula- tions. The system is a serious threat to the health, safety, and economic development of the central city. 2) In addition to a serious deficiency in the water system, the area lacks a drainage system. During periods of rain, many houses are subject to flooding, and water stands under houses in the area for days. The lack of a drainage system in the area contrib- utes to the overall blighted conditions of the area along with affecting public health, and safety of the central area. The proposed $300,000 CDBG drainage project will resolve the problems. 2) Results to Be Achieved: Engineering and constructing a drainage system for the east end of Round Rock to re- lieve flooding and stagnant water of the area. 3) Number of Persons to Benefit: The 1,542 residents of the east end of the central city will benefit from the project including a HUD housing project. 4) Nature of Benefits: All drainage improvements will ben - efit low and moderate income persons including resident of a HUD housing project.
