R-84-626 - 7/12/1984 ,RESOLUTION NO. WHEREAS, the Round Rock Independent School District (RRISD) has proposed that it and the City enter into an agreement for the joint construction of two tennis courts, and WHEREAS, the City has bond funds up to $10,000.00 for the construction of such facilities, and WHEREAS, the Council deems it in the best interest of the City to approve the expenditure of bond funds for a joint tennis facility, subject to a written agreement being negotiated between the parties, Now Therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS That the Council hereby approves the expenditure of up to $10,000.00 of bond funds for a joint tennis facility with the RRISD; provided however that the actual expenditure shall be subject to an acceptable written agreement being reached between the parties. / r RESOLVED this Je7 —�day of V 1984. Contracted Services $21,436.00 City Share $10,000.00 RRISD Share 11,436.00 2. Donations/In-house Services * City - Prepare sub-grade RRISD - Install lighting/fencing County - Haul base material Texas Crushed Stone - base material donation * Public Works employees would probably be available during evenings and weekends only. Overtime costs approximately $434.88 (does not include machinery/equipment cost). Justification: 1. To set a precedent between the City and RRISD for future joint facility - - -- projects. 2. The General Plan, Parks & Recreation Policy Statement and Park Development Guide call for cooperative ventures when possible to eliminate duplication and create a savings for tax payers. 3. Free neighborhood courts for neighborhood use. Last year the Round Rock Tennis Association (RRTA) was using neighborhood courts a minimum of three (3) nights per week and some weekends. 4. The two additional courts would create a battery of six (6) courts to be used by RRISD during school hours and RRTA during evening and weekend hours for league/tournament play. 5. Based on the present membership of RRTA, the $10,000.00 request represents a cost to the City of $25.00 per year per member if the league uses the courts for the next four years. A City Park tennis court complex will probably not be constructed before 1988. 6. Assuming the association continues to grow, league play would monopolize existing City courts or we would have to limit participation. To limit participation would go against our policy of serving a community.need. 7. Any additional costs that might arise would be born by the association through registration fees. i i
