RESOLUTION CONCERNING CONTINUED PARTICIPATION
IN THE
REGIONAL TREATMENT AND TRANSMISSION SYSTEM

WHEREAS, the City of Round Rock has requested a water supply
contract from the Brazos River Authority for an allocated share of
water supply from existing and future sources in the Brazos River
Authority's System Operations for removal from Stillhouse Hollow
Reservoir; and
WHEREAS, the Regional Treatment and Transmission System (RTTS) is
intended to treat and transmit the allocated water supply from
Stillhouse Hollow Reservoir to the RTTS participants in the western
Williamson County; and
WHEREAS, an engineering study indicated the economic and
engineering feasibility of the RTTS based on a phased development; and
WHEREAS, additional engineering studies will be needed to
finalize the development plans for each participant in the RTTS and to
develop the detailed engineering design plans and specifications;
NOW THEREFORE, BE IT RESOLVED THAT, the City of Round Rock
intends to continue its participation in the RTTS contingent upon its
agreement to the final plan of development for the RTTS; and
THAT, the City of Round Rock hereby requests the Brazos River
Authority to act as the regional manager of the RTTS subject to the
approval of the Brazos River Authority Board of Directors; and
THAT, the Brazos River Authority is requested, subject to the
approval of its Board of Directors, to provide the City of Round Rock
with an agreement under which the Brazos River Authority would use the
revenues it receives from payments for existing Systems Operations
water in the water supply contracts with the RTTS participants to
finance the additional engineering and other studies needed to
finalize the RTTS development plans and stipulating that the City of
Round Rock will repay its allocated share of those study costs either
as a part of the bond obligations for the capital cost of the RTTS
development, or if the RTTS is not constructed, then as an obligation
on the utility revenues of the City of Round Rock.
