RESOLUTION CONCERNING WATER SUPPLY CONTRACT
WITH THE
BRAZOS RIVER AUTHORITY
WHEREAS, the City of Round Rock will require new or additional
surface water supplies to meet its foreseeable future water supply
needs; and
WHEREAS, the Brazos River Authority owns or has acquired surface
water storage space in a series of reservoirs and, in accordance with
permits issued by the State, operates these reservoirs as a system
(System Operations) to make available surface water from storage in
the Brazos River Basin; and
WHEREAS, the Brazos River Authority has a limited quantity of
surface water supply available from storage in its System Operation of
the reservoirs in the Brazos River Basin; and
WHEREAS, the Brazos River Authority is planning for the expansion
of its System Operation of surface water supply reservoirs in the
Brazos River Basin; and
WHEREAS, the City of Round Rock has in the past indicated its
desire to be allocated a certain share of the surface water supply
which can be made available from existing and future Brazos River
Authority's System Operations for removal from Stillhouse Hollow
Reservoir; and
WHEREAS, an allocation of that certain surface water supply
available from the Brazos River Authority can be made available
through a raw water contract between the City of Round Rock and the
Brazos River Authority;
NOW THEREFORE, BE IT RESOLVED THAT, the Brazos River Authority is
hereby requested to provide the City of Round Rock with a raw surface
water supply contract for 10080 acre —feet per year of currently
available water, and 8825 acre —feet per year of future available water
from Brazos River Authority's System Operation of water supply
reservoirs.

Dear Mayor Tonn:
Enclosed for your review and comment is a copy of the Stillhouse
Hollow Regional Treatment and Transmission System (RTTS) study
report. The recommended plan is considered to be the most
economical alternative based upon the study assumptions. It
should be noted that the recommended plan assumes that agreement
will be reached on the use of the water supply yield of Lake
Georgetown, which is contractually committed to the Cities of
Georgetown and Round Rock, in the RTTS. It is recognized that
some of the participating entities may have suggested
modifications to the recommended plan. The costs for performing
any additional engineering studies to evaluate suggested
modifications to the recommended plan are discussed in the last
part of this letter.
Also enclosed are two proposed resolutions, Enclosure 1:
"Resolution Concerning Water Supply Contract With the Brazos
River Authority" (Resolution No. 1) and Enclosure 2: "Resolution
Concerning Continued Participation in the Regional Treatment and
Transmission System" (Resolution No. 2).
Resolution No. 1, if adopted by your City council, would serve as
a formal request that the Authority prepare and submit to you a
water supply contract for untreated surface water in Stillhouse
Hollow Reservoir, a portion of which would be available for
withdrawal now and a portion of which would become available when
additional sources of supply can be added to the Authority's
system of water supply reservoirs. It is requested that, if the
City of Round Rock wishes to contract with the Authority for an
untreated surface water supply available for withdrawal from
Stillhouse Hollow Reservoir, an executed copy of Resolution No. 1
be returned to the Authority by October 5, 1984. A proposed
water supply contract will then be provided to you for review and
execution prior to January 1, 1985. The executed water supply
contract will then be presented for approval by the Authority's

Board of Directors at its regular quarterly meeting on January
21, 1985, and, if it is approved, annual payment for currently
available system water would begin February 1, 1985.
You will note in Section 3.3.3 of the report that High Gabriel
Water Supply Corporation (WSC) reduced its requested surface
water allocation from 0.52 million gallons of water per day (MGD)
to 0.30 MGD. In later sections of the report the returned
allocation of 0.22 MGD has been shown as an "Unallocated"
quantity of water, together with an applicable "Unallocated"
cost. In order to include specific quantities of water in
Resolution No. 1 above, the 0.22 MGD of water released by High
Gabriel WSC has been reallocated on a pro -rata basis to all other
RTTS participants. This reallocation is shown on Enclosure 3.
If the City of Round Rock does not wish to be allocated the
additional small quantity of water indicated, and the associated
RTTS development cost, please advise me and adjustments will be
made accordingly.
Resolution No. 2, if adopted by the City, would indicate the
City's intention to continue its participation in the RTTS
contingent upon the City's agreement to the final plan of
development for the RTTS, request the Authority to act as the
regional manager of the RTTS, and request the Authority to
prepare an agreement that provides for payment by the City of its
share of the cost of preparation of the final plan of development
for the RTTS. It is envisioned that the agreement which the
Authority would prepare as a result of the adoption of Resolution
No. 2 would provide for additional phased engineering studies
based on suggested modifications to the recommended plan
submitted by entities continuing participation in RTTS ( "RTTS-
Phase II Participants "). The results of any additional
engineering studies would be presented to RTTS -Phase II
Participants and, if accepted, final plans and specifications
would be prepared for bidding and constructing RTTS. The
agreement would provide for: (1) the Authority to use the
revenues it receives from payments for currently available water
in the raw water supply contracts with the RTTS -Phase II
Participants to finance the phased additional engineering
studies; (2) if the additional engineering studies are adopted
and RTTS is constructed the Authority will be reimbursed its
advanced payments of the study cost as part of the bond
obligations for the capital cost of the RTTS development; (3) if
the additional engineering studies are not adopted and RTTS is
not constructed the Authority will be reimbursed its advanced
payments of the study cost as an obligation on the utility
revenues of the RTTS -Phase II Participants. It is requested that
an executed copy of this resolution be returned to the Authority
by October 5, 1984, so that the Authority staff can begin the

process of preparing the agreement for your review and execution
by January 1, 1985.
Please send me any changes you have to suggest with regard to the
recommended RTTS plan, and let me know of any questions regarding
the plan or the enclosed resolutions. The Authority staff and
our consulting engineer are available to meet with the RTTS study
participants, either as a group or individually, for discussion
of any of these matters. Please let me know your desires with
regard to such a meeting.
