City of Round Rock
WHEREAS, the cities of Round Rock and Austin have worked
closely with the Brushy Creek Water Control and Improvement
District (WCID) to plan and establish a regional wastewater
treatment plant in the upper Brushy Creek watershed, and
WHEREAS, some of the current members of the have publicly
expressed some reservations concerning the advisibility of the
proposed regional plant in general, and the WCID's participation in
particular, and
WHEREAS, the City Council now determines that the most
appropriate manner in which to proceed with the regional plant
would be to form a joint venture between the cities of Austin and
Round Rock, for the purpose of planning, constructing and managing
the treatment plant, Now Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,'TEXAS
That the City Council hereby invites the City Council of Austin
to immediately begin negotiations to form a joint venture for the
purpose of constructing the Brushy Creek regional wastewater
treatment plant, and
BE IT FURTHER RESOLVED
That the City Council will continue to cooperate with the
directors of the WCID to achieve an orderly transfer of the
existing permit as well as any debts and obligations heretofore
incurred by the WCID on behalf of the regional plant.
