R-86-812 - 1/23/1986 RESOLUTION NO. WHEREAS, L.W. Parker has applied to the Texas Water Commission for a permit to discharge treated domestic sewage into Lake Stillhouse Hollow; and WHEREAS, Lake Stillhouse Hollow is a source of water for the City of Round Rock and several other entities; and WHEREAS, it is in the best interest of all concerned that the application of L.W. Parker not be issued as applied for; Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS That by virtue of this resolution the Council of the City of Round Rock hereby fully supports the opposition of the application of L.W. Parker to discharge treated domestic wastewater into Lake Stillhouse Hollow; and BE IT FURTHER RESOLVED That the City of Round Rock, Texas will aid in the financing of the opposition at the Texas Water Commission in amount not to exceed Seven Thousand Dollars ($7,000.00). In as much as each of us receive, or will receive, our water supply from Lake Stillhouse Hollow, the protection of the quality of water in the lake is of utmost importance. The proposed discharge being considered by the Texas Water Commission demands careful attention on our part as it is the first of what will surely be a number of applications to discharge wastewater into Lake Stillhouse Hollow in the future. The proposed discharge must be carefully examined and the treatment process, if a permit to discharge is granted, should provide for no deterioration of water quality. And, if this protection of quality does not appeared assured then we must oppose the permit. I propose that we jointly study, and if warranted, oppose the permit proposing alternatives which may be more favorable to protecting the lake's water quality. In as much as timely action is necessary in order that we effectively protect our interest in assuring the highest degree of water quality possible, I have taken the liberty on behalf of the City of Belton to engage the law firm of Lloyd, Gosselink and Ryan to initiate the procss of placing us in a position to be a party to the proceedings. This firm specializes in administrative law and has an excellent reputation in these matters. Moreover, I have retained W. Clay Roming, P. E. from Eddy, Texas, to provide technical review of the application on the proposed treatment process, as well as develop alternatives more beneficial to our inteest. Mr. Roming is likewise eminently qualified not only from a technical standpoint but also with the proceedings with the Commission as well. Based upon a very preliminary analysis of the permanent application and experiencing some permits both the attorney and engineer estimate approximately $35,000 will be required if the permit process is carried out with a relatively lengthy hearing. A total of six entities including the City of Belton and your entity have indicated some interest in participating. In the interest of acting in a timely fashion, I ask that you indicate your entity's willingness to participate by responding in writing no later than Tuesday, November 5th. Once we have determined those interested in participating, I will schedule a meeting convenient to all parties so that we may review the status of the application and develop appropriate strategies. Again, let me emphasize that I believe that we should give careful and serious consideration to the present application since I am certain that this is only the first of what will become many applications for wastewater discharge permits.in Lake Stillhouse Hollow as growth continues to accelerate. City of Round Rock DATE: January 21, 1986 SUBJECT: Council Agenda, January 23, 1986 ITEM: 11B — Consider a resolution authorizing the Mayor to enter into an agreement with various entities to create an order relative to the Stillhouse Hollow Project. A request has been received by the Texas Water Commission to discharge wastewater into Lake Stillhouse Hollow. In an attempt to set discharge requirements for all tributaries draining into this reservior, several affected communities have joined together to pay for a study to present to the Commission. The estimated cost to Round Rock for this study,is $5,000 to $7,000. .Staff feels that this is a significant project that will protect our water reserves. WHEREAS, the City of Round Rock supports transportation planning on a regional level to include state, county, and municipal government, and WHEREAS, the Austin Transportation Study Policy Advisory Committee has the unique opportunity to set into place a plan to guide this rapidly expanding part of Texas by adopting the Transportation Plan for the Austin Metropolitan Area, Now Therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS That the Council hereby declares its support for the Transportation Plan for the Austin Metropolitan Area prepared for the Austin Transportation Study, and BE IT FURTHER RESOLVED That a copy of this resolution be presented to the Austin Transport- ation Study Policy Advisory Committee.
