Enclosed you will find a list of the bids received by the
City for the above equipment. I would like to recanrend the
bid submitted by Plains Machinery for $22,500.00 be accepted.
As you can see, this machine exceeds the required
specifications as does the Holt Machinery bid. However, there
is a savings of $8,450.00 by awarding the bid to Plains
Machinery. •

At the present time, the Street Department is
operating with only one vibratory roller.
This second roller is badly needed to enable the three
different street maintenance crews to carry out street
repairs operations at several locations during the same time
frame.
At present, the waiting time on only one roller holds
up production and efficiency.
Usage of this roller will involve:
1. Carpacting subgrade on street patches.
2. Compacting base material on street patches.
3. Compacting asphalt on street patches.
4. Campacting base material on shoulder work.
5. Carpacting asphalt on shoulder work.
6. Carpacting subgrade, base material and asphalt
on streets being prepared for seal -coat
operations.

Bids were opened April 10th for a vibratory roller. The results are as
follows:
1. Niece Equipment and Supply bid $18,450.00. Their quoted delivery
date.is 10 months from oroer which is unacceptable. Also, machine
does not meet requirements of sizes specified. This machine is too
small.
2. •Brazos Construction Machinery - $14,274.00. No delivery date was
given_ This machine does not -meet' specifications as follows:
1. Drum width and length are smaller than specified, 2. Wheelbase
ra1ls for 63 ", and they have 70" 3. No service within 60 miles.
3. Kas T5.1 - $8,710.00 - Length and width are too long and narrow,
underweight requirements and horsepower requirements. Field
gradiability is under specification by 5%.. This machine is also
too small
4. Holt Machinery - $30,950.00 - This piece of equipment meets all
required specifications but the bid - price is $8,450.00 higher
than the lowest acceptable bid. '
5. Plains Machinery - $22,500.00 - I recommend acceptance of this
bid. Delivery date fn.um Plains stock is 10 days from order and
exceeds all required specification.

a vibratory roller will be received until 10:00 A.M. April 10,
1986, and then publicly opened and read aloud. No bids may be
withdrawn after the scheduled opening time. Any hiAS received
after scheduled bid opening time will be returned unopened.
Bids must be submitted on City of Round Rock proposal
forms. Proposal forms, Specifications, and Instructions to Bidders
may be obtained without charge from the Director of Public Works
211 E. Main, in Round Rock.
In case of ambiguity, duplication, or obscurity in the bids,
the City of Round Rock reserves the right to construe the
meaning thereof. The City of Round Rock further nerves the

Unit shall be a new 1986 or 1987 model of the manufacturer's latest design and
construction and shall include all standard equipment as listed blow:

These specifications describe a vibratory roller. The price bid shall be for new
equipment and ready for use, and shall include all transportation, assembly and service
charges. Delivery point is the City shop in Round Rock, Texas.
The bidder must be a factory authorized dealer and must maintain adequate service
facilities and parts stock within 60 miles of Round Rock to suitably maintain the roller
furnished under these specifications.
The successful bidder shall furnish two (2) parts books and two (2) repair service and
operating manuals for the equipment offered. No payment will be made until such
manuals are received by the City of Round Rock. In -house extensive training at dealer
cost for lodging and meals, if any, to be assumed by successful bidder.
The bidder shall state below the warranty for parts and labor and time warranty in
force.
