Dear Mr. Harzke:
It was a pleasure to meet with you and your staff to discuss your needs
for transit planning activities. We understand that there will be a need
for the City of Round Rock to focus on both short range needs as well as
long range needs as you look at potential services for the City. As part of
the approach to provision of transit services, it is important to develop a
data base on current needs and uses of transit by residents of the City.
With this as a goal we are pleased to propose to assist the City of Round
Rock develop a survey form that could be used by the City to ascertain the
current use and need for transit services. We propose the effort be accom-
plished with the following work tasks.
Task 1: Meeting with Staff and Project Start -up
We propose to meet with the appropriate City staff to ascertain what
information is needed to be developed from the survey instrument. At
this time, Barton - schman will provide input and suggestions on what
typically is required for short-range transit planning needs. The
survey instrument could include travel habits of household numbers,
current transit use, and household characteristics that could influence
use of transit for travel needs.
Task 2: Develop draft survey forms
Barton- Aschman will develop a draft one -page survey instrument that can
be included in a mail out letter to City residents. This draft will be
forwarded to City staff for review and comment.
Task 3: Develop final survey form
Upon receipt of staff comments, Barton- Aschman will develop a camera
ready copy of a survey instrument that can be used by the City to
survey current needs and uses of transit by City of Round Rock
residents.

We understand that neither data entry or analysis is a part of this
scope of services. At such time as the City of Round Rock has scheduled and
administered the survey, we would be happy to discuss further assistance to
the City in evaluating the information collected or other services the City
would require.
PROTECT SCHEDULE
We will begin work on this project upon our receipt of your signed
authorization to proceed. After the initial meeting we anticipate delivery
to you of a draft survey form within 7 to 10 working days. After receipt of
your comments, we will deliver a final survey form to you within 10 working
days.
COST FOR SERVICES AND METHOD OF PAYMENT
Costs for completing the Tasks outlined above will be based on our
hourly rates, current at the time of performance, for staff services ren-
dered. Based on our experience with similiar projects, we estimate that the
labor costs for the work items noted previously will range between $1,000
and $1,500. Labor will not exceed $1,500 without your prior authorization.
The senior consultants that would be involved with this project are Len
Brandrup, Jim Vance, and John Hamburg. We have attached resumes of these
indivirhuals to this agreement for your review.
With reasonable advance notice (at least three working days), an exper-
ienced associate of the firm will be available to attend meetings, work
sessions, or presentations at your request. The cost for meetings, work
sessions, presentations and revisions to the draft report, as well as any
other work authorized in addition to the tasks indicated in the scope of
services above will be billed separately based on our hourly rates for staff
time.
Direct reimbursements for out -of- pocket expenses such as travel,
subsistence, computer charges, reproduction, contract labor, etc., will be
billed at 1.03 times actual cost and will be added to the staff time costs
incurred on the assignment.
Invoices will be submitted approximately monthly and will indicate
changes incurred during the preceding month. Billings are due and payable
within thirty (30) days of the date of invoice. A one and one -half percent
carrying charge will be added each month to all past due accounts.

We will initiate work on this project, as scheduled, upon receipt of a
signed copy of this Letter Of Agreement.

on behalf of the City of Round Rock a contract for profess onal
services with Barton- Aschman Associates, Inc. for transit
planning, a copy of said contract being attached hereto and
incorporated herein for all purposes.

contract with Barton- Aschman Associates, Inc.
Staff has met with principals in the local office of Barton - Ashman Associates,
Inc. to determine the need for consultant services. They propose to help the
City design a survey instrument that will eventually have universal applications.
The first use will be devoted to transportation.
