CITY OF ROUND ROCK, TEXAS BANKING SERVICES REQUEST FOR PROPOSAL The City of Round Rock invites qualified local banking institutions to submit proposals for the providing of basic banking and investment services as described in the attached specifications. SEALED PROPOSALS A proposal must be submitted in a sealed envelope bearing the title "CITY OF ROUND ROCK BANKING SERVICES" along with the bidder's official name, address and representative's name and phone number. The proposal shall be returned no later than 5:00 p.m. on Wednesday, September 10, 1986 to the City of Round Rock Finance Department at City Hall Annex, 205 East Main St., Round Rock, Texas, 78664. Any proposals received after the above specified time will be returned unopened. RIGHT TO REJECT PROPOSALS AND WAIVE INFORMALITIES The City reserves the right to reject any or all proposals and to waive any non - material irregularities or informalities. 1 CITY COUNCIL CITY OF ROUND ROCK ROUND ROCK, TEXAS The undersigned, a (state) (national) banking corporation, hereinafter called BIDDER, for the privilege of acting as Depository of the City of Round Rock, Williamson County, Texas, hereinafter called CITY, for a term of two years, beginning October 1, 1986. and ending September 30, 1988, and for the further privilege of receiving all funds, at its option to place on demand or interest bearing time deposits, Bidder will pay City as follows: 1. Single maturity time deposits of $100,000 or more: .29 % more @(3(XKgg# (strike out one) than the ASKED RATE for U.S. Treasury Bills as stated in the Wall Street Journal maturing closest to the maturity date of the time deposit being purchased. 2. Single maturity time deposits of less than $100,000: .29 % more dGXXiail (strike out one) than the ASKED RATE for U.S. Treasury Bills as stated in the Wall Street Journal maturing closest to the maturity date of the time deposit being purchased. 3. Bidder will pay the City interest on demand balances at the rate of DEPOSITORY BID FORM 5.25 % interest on net daily average collected balances on all City accounts, compounded daily and paid monthly. For all City demand accounts which have a net daily average collected balance below $2.500.00 the Bidder will pay the City interest at the rate of 5.25 %, 4. CCS's Base Rate interest rate to be paid by City to Bidder on overdrafts or their equivalent. (Overdraft as used in this paragraph shall mean that City does not have a compensating balance in other funds or accounts in the then current year in Bidder's bank). 2 5. All loans to the City will be in the form of properly executed promissory notes for any legal purpose, as stated under present Texas laws. Loans will be 110% collateralized by acceptable collateral to Bidder. 6. Bidder will charge City $0.00 for keeping City's deposit records and accounts for the period covered by this bid. Included in and required as a part of this duty are the following: (a) Preparation of monthly statements showing debits, credits and balance of each separate fund. Statements shall be made available no later than the 10th of the month following the cut -off day. (b) Preparation of all accounts, reports, and records. (c) Preparation of such other reports, accounts and records which may. from time to time, be required by City in order to properly discharge the duties as provided by law of Depository. (d) Furnishing of the quantity, quality and type of checks and deposit receipts for City's use during the period for which this bid is submitted. 7. Bidder shall furnish to City a bond, or in lieu thereof pledged approved securities in an amount sufficient as determined by the City Council of City to adequately protect the funds of the City deposited with Bidder. City reserves the right to alter from time to time the required amount of securities to be sufficiently adequate to protect said funds and to approve or reject the securities so pledged. Acceptable securities may include bonds of the United States, or bonds of the State of Texas, or independent school district in the state. Letters of credit issued by the district Federal Home Loan Banks, general obligation notes of the Federal Home Loan Bank System, and general obligation bonds of the Federal Home Loan Bank System are also eligible and lawful collateral. Bidders shall have the right and privilege of substituting securities upon obtaining the approval of City, provided the total amount of securities deposited is adequate as herein provided. n 8. LOCATION WITHIN THE CITY LIMITS The banking institution offering this proposal must have banking facilities located within the City limits of the City of Round Rock. 9. This bid was requested by City and is made by Bidder with the expressed agreement and understanding that City reserves the right that if any portion or provision of this bid and /or any contract between Bidder and City entered into by virtue thereof is invalid, the remainder of this bid and /or resulting contract at the option of the City shall remain in full force and effect, and not be affected by said invalid portion or provision. 10. CANCELLATION OF CONTRACT The depository contract shall provide that the City reserves the right to cancel any agreement at any time upon ninety (90) days prior written notice of its intent to terminate any agreement. The designated depository shall provide the City at least ninety (90) days prior written notice of its intent to terminate any agreement. 11. REQUIRED SERVICES: Locking Bank Bags The bank shall provide the following depository bags at no cost to the City. 8 - 12" x 15" locking 12 - 6" x 11" zippered /non- locking 12. WIRE TRANSFER SERVICES The bank shall maintain wire transfer facilities to the Federal Reserve Bank for transactions with other commercial banks. Wire service debit and credit notices must be included in the monthly statement of the applicable accounts. Wire transfer services would be utilized approximately four to six times per year. 4 13. OTHER From time to time the banking institution will be asked to provide assistance in various banking /financial matters. Examples of these matters would be assistance in the collection of letters of credit and advisory information regarding investment forecasts.
