Staff feels that it is appropriate and in the best interest of the City to Master P]an the whale park at this time. Main Street Round Rock, Texas 78664 I SCOPE II DFSIONATFD SFRVICFS BELANGER & SMITH ASSOCIATES Landscape Architecture Development Planning 710 -G West 14th Street Austin, Texas 78701 (512) 472 -4868 RE: Proposal for Master Plan Design for the proposed Quick Lake Neighborhood Park, Round Rack, Texas The Landscape Architect will provide design and coordination services required for the developmment of the Master Plan for Quick Lake Park. The following scope of work is directed at the project opportunities and consists of a series of tasks organized to fulfill the cities objectives and required time frame. Included with the tasks descriptions is a brief description of deliverable work products. A. Project Programming and Site Analysis: Comprise those services necessary for the Landscape Architect to research project design criteria and obtain data which will influence by this project: 1. Meet with the Park Director and staff to establish overall goals and objectives and determine design parameters for perk. 2. Conduct a site reconnaissance to become familiar with the land, natural features, opportunities and constraining factors. 3. Meet with director of Public Works and involved participants of the S.C.S. Lake 14 (to be known as Quick Lake) concerning regional detention facilities and requirements. 4. Conduct a study to access and record existing and future growth trends end lend uses of the Immediately surrounding neighborhoods (service area) on the park. Ascertain potential influences of the existing City Park facilities and the proposed regional park in order to coordinate activities as well as linking parks together via trail systems. 5. Conduct en analysis of collected program date for preparing a series of base maps of the site and surrounding area, in order to identify project opportunities and constraints. Plans will further illustrate — Vehicular and pedestrian access points to site. — Recreation uses and types, active vs passive. Page 1 - Existing topography, utility lines end easements. - High, medium end low intensity areas based on soils, topography, adjacent uses. - Preservation of specific site features, views. - Enhancement of local flora and fauna, ( bird and water fowl). - Possible future expansion of park through developer parkland dedications. B. Schematic Design /Design Duidelirim Comprise those services necessary for the Landscape Architect to establish the design guidelines for development of the master plan program theme based from the previous composite and suitability analysis. 1. The purpose of this phase is to define actual park development activities, such as lend uses, architecture and landscape architecture to insure a consistent quality and acceptable level of compatibility among the varioas levels of proposed activities and off site uses. 2. Presentation of proposed activities associated with the lake will be reviewed. 3. Proposed schematic design end support information will be presented to the Perks Director, City Staff and interested citizens. 4. A preliminary estimate of construction costs and phasing of park will be reviewed 5. All work submitted for presentation and review at this time will be In draft forms so that review comments may be incorporated into the final master plan presentation. C. Master Plan Development: will Include refinement of the schematic design by further defining uses, activities, scale as well as responding to and incorporating review comments and recommendations from city staff. 1. Presentation will be made et this time illustrating final park design recommendations. 2. Refinement of the projected cost for construction and phased implementation of the parks facilities will be reviewed for acceptance. 3. Delivery of a reduced version of all acquired technical date, design guidelines, park master plans, character sketches, cost and implementation summaries etc. will be made et this time in a report form. Supplemental Services can be provided only if requested by Director of Parks, following arrangement and agreement to additional compensation for said services. The following is a partial listing of supplemental services: 1. Public presentations other then those specifically identified in designated services. 2. Architectural, Engineering or related professional services related to design and construction of actual improvements on the site Page 2 3. On site surveying, project staking, soils testing end/or verification of existing site information provided by others. 4. Specialist consultant services, such as environment& assessment, proposed water and wastewater facilities and archeological survey. 5. Preparation, submission or coordination of grant applications. IV. i;,OMPFNSATION A. Basic Compensntinri: Our fees are based on projected man-hour costs for each phase of the project, and are es follows: I. Project Programming/SiteAnalysis, Lump Sum $ 900.00 2. Schematic Design /Design Guidelines, Lump Sum $ 1,300.00 3. Master Plan/Project Manual, Lump Sum $1 W10 00 $3,800.00 B. Reimbursable Expenses such as film and processing, blueprinting, xerox reproduction /reports, long distance calls, deliveries, exhibits, mileage( e .25¢ /mi.) and other items directly relating to tohe project will be billed at direct cost All reimbursable expenses will be itemized and presented at time of project billings. Payments for designated services shell be made monthly in accordance with the Consultant's statements of services rendered in proportion to services to be performed so that the compensation at the completion of each phase of this part of the project shall equal the percentages of the total Basic Compensation set forth. V OWNFD'S RMPONSIBII ITIFS The Owner shall provide full information as to the requirements for this project, including site survey, topography, subsoil conditions, proposed structures and utilities. In the event that any modifications or decisions are made by the Owner or other project consultants to proposed work which Is pertinent to the Landscape Architect, the Landscape Architect shell be notified as soon as possible to avoid delay of project. VI. RECOGNITION All documents of professional service performed under this Agreement and all materials released for publication and public relations, including construction site signs, shall be identified with the following legend BELANGER & SMITH ASSOCIATES, INC. Landscape Architecture Page 3 VII TERMINATION OF AORFFMFNT This Agreement may be terminated upon written notification from the Owner. It also may be terminated by either party upon seven (7) days written notice, should the other party fail substantially to perform in accordance with its terms through no fault of the other. In the event of termination due to the fault of others than the Lanscape Architect, the Landscape Architect shall be paid for services performed to termination date, including reimbursements then due, and all reasonable expenses associated with terminating the project. Mr. Belanger developed his expertise as a project manager for several major planning and landscape firms in Ohio end Texas before co- founding Belanger & Smith Associates, Inc. Mr. Belanger is a registered Landscape Architect in the State of Texas. PAUL SMITH LANDSCAPE ARCHITECT PAUL C. SMITH, a founding partner of Belem & Smith Associates, Inc., brought to the firm nine years experience in the profession of landscape architecture. His expertise to the profession hes resulted in dozens of successful projects representing a diversity in scale and use. Not only has he involved himself with the landscape development and design of large scale and complex urban environments, he has also played a significant role in the development of several master plans for mixed use subdivisions, regional malls, commercial Complexes and large corporate facilities throughout Texas.
