Removal of asbestos plaster surfaces in lobby & vault. 2. Two (2) coats of SK 13 Encapsulate on stripped surface. 3. Disposal of all waste at approved site. 4. All work to meet EPA, OSHA. NIOSH and state regulations. 5. Air r ^onitoring and testing before, after, and duri g project. Cost. 15,870.00 ALTERNATE: Float ceiling with USG Durabond. Spray -back USG "Acoustic ". The coats of labor, materials, insurance, disposal in approved landfill, etc. are included. These proposals are based on doing the work on a week- end with no loss of time for Building workers. In the course of this sur.vey,.PRO -KOTE inspected and sampled all accessible materials suspected of containing or being contaminated by asbestos. In general, the samples consisted of brown fibrous plaster acoustic. They were analyzed by a certified lab utilizing polarized light microscopy (supplemented where necessary by x -ray diffraction). DAYS LAB DIRECTOR OBSERVATIONS AND RECOMMENDATIONS ANNEX BUILDING, LOBBY. Sampled plaster from the ceiling of the lobby, a brown fibrous mixture, is 5 -1O Chrysotile asbestos. Note: Federal guidelines define any material with 1% or greater asbestos content as "asbestos • contamination ". The plaster is friable (i.e. easily crumbles and releases fibers into the environment) and extremely hazardous to the health of employees and others utilizing the lobby area. In addition, liability risks to the City of Round Rock are high. Immediate removal is recommended. Until removal is effected, warning signs should be posted and use of the area curtailed. ANNEX BUILDING, VAULT. Sampled plaster, again a brown fibrous mixture, is 5 -ICY. Chrysotile asbestos. As with the lobby plaster, this is a dangerous health hazard, particularly for workers who frequent the vault area. Liability risks to the City of Round Rock are high. Health and.liability risks increase as exposure times. increase.. Immediate removal is recommended. Warning signs should be posted and access to the vault curtailed until removal is effected. SUMMARY In general, the lobby and of tha Round Rock City Annex Building are unsafe for workers or the general public. The asbestos contamination hazard can, however, be solved within a weekend by a qualified asbestos abatement contractor such as PRO -KOTE, INC. Please note that this survey of the Lobby and Vault areas is complete and accurate in recording asbestos contamination that was readily accessible to the surveyor, However, pipes hidden in walls, or similarly inaccessible structures, obviously fall outside the scope and intent of this survey. Such hidden asbestos will usually only become dangerous if a structure is being renovated or demolished. If such activity is planned, an architectural study may be desireable.
