R-88-1085 - 2/11/1988WHEREAS, Section 6.051 of the Property Tax Code provides for Appraisal Districts to purchase or improve real estate for office facilities, and WHEREAS, the City of Round Rock is entitled to ratify purchase of Lots 1, 2, 5, 6, 7, & 8 & w pt lts 3 & 4, Blk 6, Glasscock Addn. by Williamson County Appraisal District in March 1984; and WHEREAS the City of Round Rock wishes to ratify said purchase, NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS That the City of Round Rock hereby ratifies said purchase. STAFF RESOURCE PERSON: Sam Huey STAFF RECOMMENDATION: In 1984 the Williamson County Tax Apprasial District Board decided to purchase a building in Georgetown to house their opration. There was no law on the books at that time to prevent purchasing, and their attorney said, in his opinion, they could purchase a building. This year a law was passed saying that purchases must be voted on and passed by 3/4 of the members of the District for all future purchases. All purchases in the past must be ratified by the members. I am enclosing one which you may use as is or modify. Also, there have been some questions about why this was not done when the office was purchased. At the time we bought our office there was no law in effect regarding purchase of real estate. The legislature enacted legislation during their last session making legal for appraisal districts to purchase real estate. One of the provisions was that prior purchases be ratified by the voting entities of the district. Your cooperation in this matter is greatly appreciated.
