ATTEST: WHEREAS, the City. Council of Round Rock, pursuant to Chapter 351, Section 351.002, Local Government Code, V.A.T.S.', has imposed a tax on hotels and motels within its incorporated limits, and WHEREAS, it is the intent to the City Council to expend the hotel /motel tax revenues in a manner directly enhancing and promoting tourism and the convention and hotel industry, and WHEREAS, the City Council, in accordance with the fiscal 1988 Tourism Budget adopted in Ordinance No. 2329, Code of Ordinances, City of Round Rock, and all budget amendments desires to make certain disbursements from the funds derived from the hotel /motel tax revenues, Now Therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That certain tourism funds derived from the hotel /motel tax revenues be disbursed as follows: 1. Finally, we will perform traditional Christmas carols a la Round Rock Community Choir grand style. We will fill the air with the glorious sounds of Christmas. In the past we have always given two free performances as our gift to the community which supports and encourages us. Box 1142 Round Rock, Texas 78680 (512) 255 -5458 Dear Members of the Council: I hope that you will accept a cover letter with this request for funding. My Board of Directors and I truly have major concerns about the philosophy implied in the financial assistance request form itself and feel that perhaps we may not be understanding the intent of its writer. When meeting with Mr. Bennett, Ms. Lee, Mr. Aeilingenstein, and Ms. Prete, I gained the impression that a portion of the hotel -motel tax was to he desig- nated for the fine arts. But after reading the form, I feel that we have different concepts of the meaning of "arts organizations" and how they function and survive. So, what are the fine arts and what do they do for us? The fine arts are just that - -the finest, the best. They have withstood the test of time and performance and are the basis of our entertainment arts. They teach and rejuve- nate us and record what is happening to man, and how he feels about it, at a given time in history. They differentiate us and give us significance as human beings. A fine arts organization is simply an organization that performs the fine arts, that displays them for others to see. They give the gift of the art itself. For too long the arts have been credited only with adding to a city's quality of life. Uhile contributing to the quality of life is an accomplishment of which we in the arts industry are proud, it suggests but one element of our value to Round Rock. When industry, businesses, or families choose Round Rock as home, they cite quality of life as one of the selection factors. That intangible "quality of life" suddenly translates into real dollars and cents. Furthermore, the arts industry annually pours thousands of dollars into the Round Rock economy through space rentals, salaries and the purchase of goods and services as well as creating need for hotel space. Often when you think about an arts organization, you think of that organization asking you for money, either through the purchase of tickets to a performance or through a contribution to the annual fund drive. But did you know that in the case of most art organizations, your dollars are returned to the community? Earned income must be supplemented by contri- buted income. Most arts organizations exist on 60% earned income and 40% contributed income. I suppose I have said all that to say this. Funding an arts organization such as the Round Rock Community Choir that gives to its community year round means more than a certain number of hotel rooms at particular performance times. It is an investment in the quality of life of Round Rock that pays dividends by attracting future industry or businesses and future residents to Round Rock which in essence translates into even more need for hotel rooms. Please consider the Round Rock Community Choir in your funding process. It is truly a wonderful arts organization that I feel Round Rock would sorely miss if it were not to continue.
