City a contract with G T Distributors for the purchase of said
police weapons, a copy of said contract being attached hereto and
incorporated herein for all purposes.

In recent weeks I have been approached with the question of furnishing
our police officers with semi - automatic handguns for on -duty use. As
I am sure you are aware, since the FBI Agents were killed in Florida
a year or so ago, there has been a real push throughout the country to
provide police officers with adequate equipment. This particular inci-
dent and others, since have brought to light the overwhelming firepower
that the criminal elements are using against police officers and has
created a liability risk to governments for not supplying officers with
the tools necessary to fulfill their sworn duties within reasonable safety
limits. The semi - automatic handguns will not eliminate inherent risks of
the job, but they will supply police officers with compatible firepower
and a generally more accurate handgun.
I have had members of my staff research this trend and we have discovered
that police agencies across the state are converting to semi - automatic
handguns. These agencies range from as small as Euless Police Department
to as large as Dallas Police Department. This list includes Austin Police
Department and the Austin Independent School District Police.
I have surveyed my commissioned staff and without exception, they are
advocating the conversation to semi - automatic handguns. I have explained
the budgetary restraints involved in the city purchase of these weapons.
The officers have said they would be willing to purchase these weapons
but the cost of individual purchase is too high for anyone to afford.
A proposed solution too would be for the city to purchase the handguns in
bulk and then in turn, allow the individual officers to pay the city back
on a payroll deduction plan extending over a 10 to 12 month period.
I feel this proposal will fulfill the needs of our officers by purchas—
ing at a bulk discount price and offering a feasable payment plan. At
the same time it is something the city can do for its officers at no
risk and ultimately at no cost to the city.
Attached are price quotes on the bulk purchase of this equipment.

to enter into a contract to purchase Police
Weapons.

STAFF RECOMMENDATION: Please see the attached letter from Chief
Wolff.
In order to make the handguns available to the officers
a package bid has been prepared to obtain the best price. The
City will then purchase the guns and accessories as bid and
then allow the officers to pay the City back through a payroll
deduction plan extending over 12 months.
Three bids were received for semi - automatic weapons and
accessories. After careful study of the bids staff recommends
acceptance of the bid from G.T. Distributors.
The total amount of the bid is $15,928.05.
Attached to this summary are the bid specifications and
the proposed re- payment agreement between the City and the
Police Department officers.
