proposal to provide said surface water analysis, Now Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with Haynie, Kallman and Gray, Inc.,
for a surface water analysis, a• copy of said contract being attached
hereto and incorporated herein for all purposes.

STAFF RECOMMENDATION: Accept proposal and enter into Engineering
Services Contract with Haynie Kallman & Gray.
This analysis is vital to long range planning
of the water utility. The purpose of this
analysis is to examine current and proposed "key"
elements of the delivery and treatment scheme
and identify triggers for implementation. Site
planning, land acquisition, and field note preparation
is also included. Please note this is on an
hourly rate basis and the engineers have reduced
their hourly rate charge.

Surface Water Analysis
Dear Jim:
The recent dry weather has prompted the City of Round Rock to
reevaluate its existing ground and surface water production
capabilities. The well system is suffering from lower than normal
water levels, which lowers production capacity so as not to adversely
impact water quality. This has resulted in the City depending upon its
surface water treatment plant to insure adequate water production. The
City has subsequently requested this proposal from our firm to identify
critical elements in the City's surface water production capabilities
and plan for the future expansion of these facilities, based on
projected needs. Haynie Kallman & Gray, Inc. is pleased to present the
City with this proposal to perform this study effort.
Task 1 - Analyze Key Components of the Water Production System:
This effort would involve the analysis of the various
production component capabilities to determine critical
factors and key elements that need to be constructed to insure
dependable production with increased growth and resultant
demands on the water system.
Facilities (i.e. water treatment plant, intake, storage,
transmission lines and raw water lines) would be evaluated, as
well as raw water sources (i.e. Lakes Georgetown, Granger and
Stillhouse Hollow), and production management (i.e. firm
yields of ground and surface water capacities, Lakes
Georgetown to Granger pump- over). Project cost estimates
would be developed for the recommended improvements.

Task 2 - Develop "Trigger" Schedule for Improvement Implementation:
Based on the results of Task 1, a critical path analysis would
be developed. Projected connection or service demands would
"trigger" the need to implement the necessary improvements.
Schedules and engineering /construction time frames would be
developed to allow sufficient lead time for implementation.
Task 3 - Preliminary Engineering /Site Planning for Proposed
Improvements:
The required improvements will be addressed in sufficient
detail to determine projected land areas needed to construct
the required improvements. Key areas include the Lake
Georgetown intake, raw water transmission main, and existing
water treatment plant facility (water treatment plant,
clearwell and pump station). Alternate sites and /or expansion
of existing facilities will be evaluated and land areas
established.
Task 4 - Field Note Preparation for Water Plant and Raw Water Intgke
Sites:
Pending City approval of the recommended improvements and
required facilities for the water plant or raw water intake
sites, field notes and legal descriptions for the new land
areas needing to be acquired would be prepared. This would
assist the City in site acquisition.
Should the trigger date for the next raw water transmission
main indicate a need to move forward on easement acquisition,
we will submit an additional separate request for
authorization to prepare the field notes and permit
applications for the 8 -1/2 miles of easements necessary for
that improvement.
We would propose to perform these services on a lump sum basis for
Tasks 1, 2 and 3 and on an hourly basis in accordance with the attached
Hourly Rate Schedule for Task 4. The cost for these services is as
follows:

We would estimate work on Tasks 1, 2 and 3 to be completed within 90
days of your authorization to proceed and Task 4 within 30 days
following a City decision on the sites to be acquired. We will work
closely with the City staff through Mr. Jim Nuse, and hold regular
meetings to update the staff on our progress. Ten copies of all
reports resulting from these tasks will be furnished to the City at no
additional cost.
If the terms of the proposal meet with your approval, please have Mayor
Robinson or a qualified representative sign the two originals of this
letter in the space provided below authorizing this expenditure.
Please return one original to our office and retain one for your
files. Work on the project will commence upon receipt of the signed
authorization letter.
