WHEREAS, the Williamson County Juvenile Department has submitted
a proposed Agreement which outlines the various responsibilities of
the Department and the City, Now Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS
That the Mayor is hereby authorized and directed to sign and
execute on behalf of the City the Community Services Restitution
Program Contractual Agreement which is attached hereto and
incorporated herein for all purposes.

COMMUNITY SERVICES RESTITUTION PROGRAM
CONTRACTUAL AGREEMENT
This agreement made and entered into this day
of , 19____, by and between the Williamson
County Juvenile Department and -
hereinafter called "agency ".
A. The Agency
I. PURPOSE
This agreement provides the basis under which the
Juvenile Department and the agency may carry out their
interr elated activities.
II. SERVICES
I. The agency agrees to provide work assignments that

Community Services Restitution Program participants.
The agency will provide orientation and training to
the participant. The work required in the
assignments should not include work that may pose a
danger to the public or work that may endanger the
CSRP participant, such as construction work or
maintainance work that involves a significant risk
of injury.
2. The - agency will not violate the CSRP participant's
rights to confidentiality and will not divulge the
fact that the CSRP participant is a juvenile
offender. If possible, only the participant's
immediate supervisor(s) need know about the
juvenile's record.
3. The agency will not assign the CSRP participants
to volunteer duties different from other's volunteer
duties.
4. The agency will provide the Juvenile Department with
a written monthly evaluation of the CSRP
participant's progress and time worked.
5. The agency retains the option to screen any
participant, and to terminate any participant if
reasons warrant such termination. The agency should
communicate with the Juvenile Department and advise
them of their intentions. If the agency does not
wish to use a participant, the agency supervisor
will contact the Juvenile Department staff who will,
in turn,' inform the par- ti`cipant.
D. The Juvenile Department
1. The Juvenile Department agrees to provide, as
able, CSRP participants. The Juvenile Department
agrees to provide a specific number of hours within
a specific time frame to be completed by the CSRP
participant.
2. The Juvenile Department will initially screen the
CSRP participant according to qualifications on the
agency's job descriptions.
3. The Juvenile Department will provide initial training
to the participant about such topics as volunteer
duties and responsibilities.
4. The Juvenile Department will be available to the
agency to aid with whatever questions or problem=_
which may arise.
5. The Juvenile Department will carry an insurance policy
on the CSRP participants pertaining to injury or
accidental death of the participant.
HOLD HARMLESS
The agency shall at all times indemnify and hold the
Williamson County Juvenile Department, the Juvenile Board of
Williamson County, and Williamson County harmless from and
against any and all liablity loss, damages, costs and
expenses, including attorney's fees which the agency may
sustain or incur at any time by reason of participation
within the program.

STAFF RECOMMENDATION:
ECONOMIC IMPACT:
The Parks & Recreation Department and the Williamson
County Juvenile Department wish to enter into an
agreement which would allow juvenile offenders the
opportunity to perform community service work. This
restitution program is under the direct supervision of a
Juvenile Department employee who would coordinate with a
PARD employee. Staff recommends approval.
This would allow PARD to use a volunteer force, supervised
by another agency to accomplish projects which are often
times set aside due to lack of manpower and time.
