R-89-1255 - 3/23/1989WHEREAS, the City Council of Round Rock desires to continue to provide its citizens with an efficient and effective police department, and WHEREAS, the adoption of uniform policies and procedures would enhance the efficiency and effectiveness of the Police Department, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS That the City of Round Rock hereby adopts the Police Policy and Procedure Manual, a copy of which is attached hereto and incorporated herein for all purposes. Consider a resolution adopting the Police Policy and Procedure Manual. STAFF RESOURCE PERSON: Wes Wolff STAFF RECOMMENDATION: The Police Department's mission is to enforce laws, protect life and property, to provide safe, secure, and humane incarceration of prisoners, and to otherwise serve persons in the City in a cost effective manner. To accomplish this mission, a large number of people and other resources must be systematically directed and coordinated. The material contained in the Police Policy and Procedure Manual is designed to serve this end. While direction is necessary, it is also recognized that personnel must have discretion to adapt to unusual and unpredictable situations and circumstances. The intent of this Manual is to therefore compensate for the need for flexibility in the performance of duties while providing the guidance which is both needed and desired. In order to balance the need for direction to accomplish the Department mission and the need for discretion in the performance of personnel, the contents of this Manual include different types of directives. The directives vary in the amount of discretion permitted. This Manual has been reviewed by the City Attorney, City Staff and Texas Commission on Law Enforcement Education and Standards. It does not conflict in anyway with the City's current personnel policy.
