R-89-1272 - 5/11/1989WHEREAS, the City of Round Rock previously entered into a contract with Haynie & Kallman, Inc. to provide engineering services for the "Flat" Street drainage improvements, and WHEREAS, the City of Round Rock desires to extend said contract, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS That the Mayor is hereby authorized and directed on behalf of the City, to extend an agreement with Haynie & Kallman, Inc. for the "Flat" Street drainage improvements, a copy of such agreement being attached hereto and incorporated herein for all purposes. Consulting Engineers Re: The "Flat" Street and Drainage Improvements Extension of Engineering Services Agreement Dear Jim: On July 12, 1989 the City of Round Rock executed an Engineering Services Agreement with Haynie Kaltman & Gray, Inc. for the design and construction administration of The "Flat" Drainage Improvements. The agreement stated compensation would be based upon current hourly rates with not -to- exceed limits imposed without further authorization from your office. As you are aware, numerous additions and changes have been made to the project, as unavoidably requested by the City of Round Rock, and consequently we are requesting additional authorization to cover costs incurred by HK &G as a result of these changes /additions. The following is a brief outline of the changes and requested authorizations. Preliminary Phase $ 1,670.00 - Changes /Additions - Additional design surveys on Liberty Street and Austin Avenue for concrete paved ditch section. Nuse, P.E. March 16, 1989 Page 2 Design Phase $ 4,410.00 - Changes /Additions - Attendance at two meetings with property owners, design and preparation of change order for 36" CMP on Lewis Street, design and preparation of change order for paved ditch section on Liberty Street and Austin Avenue. Construction Administration $ 4,940.00 - Changes /Additions - Original estimate for construction administration based upon 8 weeks of construction. Construction of the project began January 23, 1989. Jan. 23 + 8 weeks = March 17. We would estimate roughly another 4 or 5 weeks of construction remain. Construction Staking None given - Changes /Additions - As is customary, the agreement calls for construction staking based upon hourly rates shown. To date we have incurred $810.00 in construction staking and estimate another 4 hours of 3 -man crew will be required. Original Additional Not -to- Exceed Authorization Limit Requested $ 1,855.00 $ 2,000.00 $ 1,110.00 Totals $11,020.00 $ 5,615.00 TOTAL REQUESTED PROJECT AUTHORIZATION $16,635.00 Mr. James R. Nuse, P.E. March 16, 1989 Page 3 To date we have invoiced the City of Round Rock $14,351.25 for engineering work associated with this project. It should be noted we have found an error in the February 28th invoice for this project in the project totals to date. The invoice reflects $13,313.75 invoiced to date and should be revised to the $14,351.25 figure. Please let this letter serve as a formal request for an additional authorization of $5,615.00 for engineering services in connection with The °Flat" Drainage Improvements. If this is acceptable, please execute this authorization letter in the space provided below and return one copy to our office. The other copy is for your file. STAFF RESOURCE PERSON: Jim Nuse STAFF RECOMMENDATION: To authorize this extension of engineering services. ECONOMIC IMPACT: From the planning stages of the "Flat" Drainage Improvement Project, it was acknowledged that a second phase of the project would be necessary. It was determined that engineering would be done after the Phase I project began. Several items for Phase II have been identified and these costs reflect the engineering necessary to remedy them. These items include modification of deep ditches.
