R-89-1292 - 5/25/1989WHEREAS, in Resolution No. 1197 dated November 22, 1988, the City of Round Rock entered into a contract with Willis, Graves and Associates to conduct a water and sewer rate study, and WHEREAS, the City now desires to make certain revisions to said contract, Now Therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Council a revised contract with Willis, Graves and Associates to conduct a water and sewer rate study for the City of Round Rock. My original proposal stated that I estimated that the work as described could be accomplished in 180 hours, but that since the level of effort was not well defined, that I was not proposing a contract maximum. Mr. Huey got approval Council of the contract at the 180 hour level, or $16,200. As you are aware, both the 180 hours have been utilized and the scope of services has significantly expanded to include a series of scenarios of "Retail" rate analyses, capital recovery fee research, and area developer meetings. The wholesale rate review has not been finalized, but the basic programming and rate analysis is in place to complete this project fairly rapidly. In order to facilitate the completion of original project, I estimate an additional 60 hours may be required. Therefore, I would request that you submit a supplemental request for an additional $5,400 in funding in order to complete the project. Sincerely, Searcy F. Consider a resolution authorizing the Mayor to enter into a revised contract with Willis, Graves and Associates for the Water and Sewer Study. STAFF RESOURCE PERSON: David Kautz /Bob Bennett STAFF RECOMMENDATION: Extend the contract with Willis, Graves & Associates to include a series of retail rate scenarios, capital recovery fee research and justification, attendance of area developer meetings, Austin rate case hearings and additional wholesale rate concerns. Mr. Willis is closely familiar with the concerns of the Texas Water Commission and how they may apply to the City's Utility System. The extention of the contract will be important to insuring proper retail and wholesale rate structures for Round Rock. ECONOMIC IMPACT: Contract extension would require an additional 60 hours of work. Not to exceed $5,400.
