Ref: Communications System Upgrade Bids
Only one bid was submitted for the above system, (Wear Radio Service - Temple).
As per phone conversation on July 10, 1989, between Lt. Bretton and Randall
Brewer of Wear Radio, a deduction of $553.00 was quoted by Mr. Brewer. (See
attached bid sheet). A corrected amount of $14,154.10 is submitted bid.
An additional amount of $650.00 will be needed for pipe and cement for anchors
for the radio tower. This work will be conducted by this department.
This amount $14,804.10 is over budget by $ 2,804.10. We have called the follow-
ing area radio business places:
(1) Radio Communications - Austin - they stated they couldn't bid enough
to receive the bid.
(2) OMNI - stated bid too complex; didn't want to get into the present
radio console and also had jobs going in Austin and didn't have time.
(3) Motorola - Austin - rolled bid with Wear Radio.
We realize that we are over budget but feel that this system is top priority
due to many areas in the city that the present radio system can not be reached
by Officers out in the field.

BID PROPOSAL AND SPECIFICATIONS
ROUND ROCK POLICE DEPARTMENT COMMUNICATIONS UPGRADE
The City of Round Rock Police Department is upgrading the communications system
currently being used to allow for the growth that the City has experienced in the
last several years and to allow for the expected growth over the next few years.
The following specifications and proposal is the minimum acceptable specification that
the City will accept bids on for the communications system upgrade at the Police
Department.
Questions about the proposal or specifications should be directed to the Communications
Project coordinator - Lt. Chris Bratton, 2008 Enterprise Drive, Round Rock, Texas,
512- 388 -1520.
All equipment bid will be supplied by one vendor and the vendor will be a representative
of the same manufacturer.
The vendor will provide factory authorized and approved installations of all components
to include necessary programming of all programmable components. The vendor will
supply and install all necessary electronic soft and hardware for controlling the
repeater channel. The vendor will also supply the repeater and /or base station
mentioned as part of this proposal.
The vendor will contact Fire Chief Lynn Bizzell for any necessary additions or changes
to the Fire Department radio console or mobile radios in conjunction with the changes
being made at the Round Rock Police Department.

EQUIPMENT SPECIFICATIONS
The vendor will provide the following equipment to be programmed and installed
at the Round Rock Police Department at 2008 Enterprise Drive, Round Rock, Texas:
1) One Motorola C73GCB3105 -T repeater box and all attending hardware
and software.
2) One Motorola C182 repeater - 4CAV duplexer and all attending hardware
and software.
3) One Motorola B1401 Channel Control Panel for Centracom Series II
base radio console.
4) One Motorola B1405 T.R.Control for Motorola Centrcom Series II base
radio console.
5) One Motorola'B1422 BIM card.
6) One Motorola K139 D.C. Control.
7) Sixty (60) feet of R25 radio tower which will be added to the existing
SS radio tower. In addition, all }" heliax cable necessary to run from
the radio room to the top antenna, #2 copper ground cable to run to
the top of the tower and bond to the transmission line at the top,
all necessary hardware to complete installation, and all hardware
necessary to guy wire the antenna to three separate guy poles. The
guy poles will be furnished and installed by the customer.
All equipment provided by the vendor will be supplied with all software and
hardware necessary to complete the system and provide a functioning radio system
immediately upon installation.

Further controlling specifications for equipment will be as follows:
INTENTION
It is the intention of these specifications to set forth the minimum requirements
for the performance of a compact, transistorized, two -way FM radio base station
which can provide adequate and reliable communications within the proposed radio
system. In all details not specifically stated herein, it is understood that the
equipment shall meet or exceed those requirements of the Electronic Industries
Association (EIA) and the Federal Communications Commission (FCC).
DESCRIPTION
The radio set shall be designed and constructed as a compact, highly reliable,
two -way FM base station consisting of a transmitter, receiver, and power supply
mounted in a cabinet unit. It shall be operated by remote control on specific
frequencies in the 146 -174 MHz band.
Transistors, integrated circuits, and other solid -state silicon devices shall be used
throughout the radio set to maximize the life expectancy of the radio equipment in
keeping with good engineering practice.
An in- cabinet duplexer option shall be provided for transmitter- receiver isolation.
Transmit and receive frequencies can be as close as 1.5 MHz. Operating frequency .
range of the duplexer shall be 146 -174 MHz.
Antenna switching shall be accomplished by an electromagnetic switching device to
eliminate the generation of intermodulation and spurious harmonics. This device
shall use hermetically sealed switches to preclude contamination from dust, dirt,
water, and corrosive atmosphere.
The radio set shall incorporate a continuous tone -coded squelch system designed to
minimize reception of co- channel communications, nuisance noise, and skip interference.
A control chassis - function shall be provided to select carrier squelch operation by
transmitting the proper control line information from the remote control console.
An AND- SQUELCH option shall be provided in tone -coded squelch radios which changes
the tone -coded squelch circuitry from a fixed sensitivity operation to a variable
sensitivity operation. An option shall be provided to allow for different transmit
and receive codes.

JUNCTION BOX
To facilitate ease of station set' and interconnect, a junction box shall be provided.
The junction box shall be integr :_ to the station and shall provide external connections
for antenna, ground, phone lines, AC power, plus optional battery connection in one
convenient and easily accessible location.
GENERAL
All tunable circuit adjustments shall be easily accessible. Rugged commercial -grade
circuit boards shall be used throughout the radio unit for maximum durability. All
control modules, the receiver, and the exciter (low -level transmitter circuits) shall
be plug -in circuit boards. All control and RF modules, the transmitter power
amplifier, and power supply shall be capable of removal or replacement without
clipping or soldering wires.
The control chassis shall be capable of accepting a maximum of fifteen (15) control
modules and provide for either DC remote control of up to two (2) frequency base
stations or tone remote control of up to four (4) frequency base stations. Capability
for tone or DC remote control of two (2) receiver base stations and repeaters shall
also be provided.
Subject to compatibility, expansion to include the following options shall also be
possible:

INSTRUCTION MANUAL
A comprehensive installation and instruction manual shall be supplied to the
customer as part of the radio equipme:_,_. This manual shall provide complete service
information, including theory of operation, schematics, layout drawings, test and
alignment procedures, intercabling diagrams, and parts lists to permit quick and
efficient maintenance and repair of the equipment by a qualified technician.
MANUFACTURER'S MAINTENANCE SERVICE
The manufacturer shall offer a complete contract maintenance service through a
factory approved (i.e., factory supervised, trained, and equipped) local service
shop. Such service shall include: (1) routine preventive maintenance, (2) prompt
repair in case of equipment breakdown, and (3) a factory field service force capable
of performing all needed inspections, training personnel to service equipment, and
providing other services as might arise in relation to equipment servicing.
REPLACEMENT PARTS
The manufacturer shall maintain a Replacement Parts Department and provide and recommend
test equipment when needed. A complete parts depot shall be located in a geographical
proximity consistent with the most expedient method of shipping replacement parts.
An ample stock of individual components and equivalent unit replacements shall be
carried for as long a period as demand warrants. This period shall extend well
beyond the normal life expectancy of the equipment. Test equipment and tools
shall be designed, tested, and qualified to meet the needs of the product servicing.
Calibration service shall be available on all test instruments.
EIA RACK MOUNTING
A station option to permit mounting of the station to a 19" rack designed per EIA
Standard RS -310C or IEC Standard Publication 297 shall be available. The size of
the station in this configtSration shall not exceed 23.34" H x 19.35" W x 12.75" D
(59.00 x 49.15 x 32.39 cm).. For repeater stations with duplexers the height
dimension shall not exceed 28.48" (72.34 cm).

DC REMOTE CONTROL
The radio set shall be operated from a remote control chassis contained within the
base station cabinet. The remote control chassis shall be of modular plug -in
construction to provide for easy addition of options. The audio input and output
circuits shall have a nominal impedance of 600 ohms to facilitate remote control
operation of the radio set over standard telephone lines. The remote control
chassis shall provide terminal facilities for either two -wire or four -wire lines.

To avoid inadvertent keying of a transmitter for extended periods of time which will
result in channel tie -up, an automatic timer shall be included in the radio. The
timer shall turn off the transmitter after a pre -set interval of 1/2, 1, 2, 4, or
8 minutes. The timer shall be automatically reset by the push -to -talk circuitry.
The timer shall also be capable of selecting either repeater push -to -talk or line
control push -to -talk with Separate selected timing capability.

PRIMARY POWER
The station shall operate from a nominal 120 VA, 60 Hz single -phase source. The
power supply shall be of completely solid -state design utilizing ferro- resonant
technology for maximum reliability. Three outputs shall be available to furnish all
station operating voltages. One output shall be ferro - regulated with high current
capability. The two lower current outputs shall be fully regulated with current
limiting protection to prevent damage from overload.
The power supply design shall be such that there will be no performance degradation
when the AC line input varies from -20% to +10 %.
CURRENT DRAIN
Maximum total current input to the radio set from the AC primary power source at
120 VAC shall not exceed 1.0 A in standby and 5.5 A in the transmit mode with an
RF power output level of 110 watts or 100 watts.
POWER DRAIN
Maximum true power input to the radio set from the AC primary power source at 120 VAC
shall not exceed 100 watts in stand -by and 545 watts in the transmit mode with an RF
power output level of 110 watts or 100 watts.
OSCILLATOR STABILITY
The equipment shall employ non - heated quartz crystals to control both the transmitter
and receiver frequencies. The crystal, oscillator, and all compensating circuits
shall be housed in a sealed, factory adjusted, plug -in module to assure precise
frequency control. A variable reactance shall be included to permit setting the
oscillator to the exact operating frequency.
The transmitter oscillator module shall maintain frequency stability within +0.0005%
of the assigned center frequency over an ambient temperature range of -30 ° C to +60 ° C
( +25 ° C reference). The oscillator shall maintain frequency stability within +0.00013%
of the assigned center frequency with a primary power supply voltage variation from
-20% to +10 %.

The receiver oscillator module shall maintain frequency stability within +0.0005% of
the assigned center frequency over an ambient temperature range of -30 ° C to +60 ° C
( +25 ° C reference). The oscillator shall maintain frequency stability within
0.000045% of the assigned center frequency with a primary power supply voltage
variation from -207 to +107.
TRANSMITTER DESCRIPTION
The transmitter shall fully comply with EIA Standard RS -152B and applicable FCC type
acceptance Rules and Regulations as stated herein. The unit shall employ only solid -
state circuitry utilizing high quality, long -life transistors; no tubes shall be used.
The transmitter shall consist of an exciter circuit module, a power amplifier circuit
module, a harmonic filter, and a power amplifier protection circuit module. The
transmitter shall employ a strong, efficient, die -cast heat sink for the power
amplifier transistors, allowing maximum heat sinking capabilities of these devices.
TRANSMITTER POWER CONTROL AND PROTECTION
The transmitter shall employ power control and protection circuitry capable of
automatically adjusting the operating power input of the transmitter to a level
sufficient to allow transmission without exceeding safe operating conditions for the
power amplifier transistors. Return to rated power output shall occur when any
condition causing shutback is removed. The circuitry shall consist of the following:
- Current Limit circuitry which monitors and limits the maximum current
drawn by the final power amplifier transistors.
- Drive Limit circuitry which limits the maximum voltage available to the
exciter, which drives the power amplifier.
- Temperature Sense and Shutback circuitry which monitors the temperature
of the final power amplifier transistors.
- VSWR Detection circuitry consisting of a forward power sense circuit
which maintains a constant, level forward output power and reflected
power sensing circuitry which cuts back the power output if an excessive
VSWR is encountered.
The transmitter shall be e4uipped with an instantaneous power control such that the
power output will not vary more than 107 with increasing transmitter supply voltage
from EIA nominal to +207.

TRANSMITTER EMISSIONS
The transmitter emission shall be designated 15F2, 16F3, 16F9, 3.4F2, 3.4F9, 5.6F2,
and 5.6F9 as defined in FCC Rules and Regulations and shall comply with all EIA
Standards and FCC Rules and Regulations as stated herein.
TRANSMITTER SIDEBAND SPECTRUM
The transmitter sideband spectrum shall be at least 90 dB down at + 30 kHz and
105 dB down at + 1 MHz.
CONDUCTED SPURIOUS AND HARMONIC EMISSIONS
Conducted spurious emissions shall be attenuated below the maximum level of emissions
of the carrier frequency by at least 85 dB in accordance with EIA Standard RS -152B,
Section 4.
FM NOISE AND RESIDUAL HUM ,
FM noise and residual hum shall be at least 55 dB below 60% maximum deviation at
1,000 Hz test tone as measured through a standard 6 dB per octave de - emphasis network.
AM NOISE AND RESIDUAL HUM
AM noise and residual hum shall be at least - dB when measured in accordance with
EIA Standard RS -152B, Section 16.
MODULATION
In accordance with FCC Rules and Regulations, Part 22, Part 74, Part 81, and Part 90,
an instantaneously acting deviation limiter circuit shall be incorporated to permit
nominal 100% modulation of the transmitter under normal speech conditions and to
prevent modulation in excess of 100% under extremely loud speech conditions. A
continuously variable conttol shall be provided to permit setting transmitter
deviation to any value (factory set prior to shipment) between 0 and maximum permissible
system deviation.

DEVIATION LIMITER CIRCUIT
The deviation limiter circuit shall have performance characteristics such that a
20 dB increase in audio signal input over that required for 3.0 kHz deviation shall
not increase deviation to more than full permissible system deviation. A 1,000 Hz
tone shall be used as a standard reference frequency in setting the deviation control.
AUDIO DISTORTION
Audio harmonic distortion shall not exceed 25 with a 1,000 Hz test tone at a level
sufficient to produce 605 deviation, in accordance with EIA Standard RS -152B, Section 6.
Additionally, audio distortion shall not exceed 27 with any frequency test tone from
300 to 1,000 Hz at the modulation sensitivity level and with any frequency test tone
from 1,000 to 3,000 Hz at a level sufficient to produce 605 deviation.
AUDIO FREQUENCY RESPONSE
Audio frequency response shall not vary more than _ +1, -3 dB from a 6 dB per octave
pre- emphasis characteristic from 300 to 3,000 Hz as referenced to the 1,000 Hz level,
in accordance with EIA Standard RS -152B, Section 7.
AUDIO SENSITIVITY
The modulator and associated audio circuits shall exhibit sufficient sensitivity
at 1,000 Hz to allow 3.0 kHz deviation from an audio input of 0.115 volts at +4.0 dB
at the modulator input or -20 dBm at the control line terminals.
TONE GENERATOR
The radio set shall include a tone generator which modulates the transmitter in
accordance with EIA Standard RS -220A. No adjustments of frequency or tone deviation
shall be required for the tone generator. The tone modulation shall be at least
+0.5 kHz deviation, but legs than +1.0 kHz.

SQUELCH TAIL ELIMINATOR
The transmitter shall include circuits to advance the phase of the transmitted tone
at the end of each transmission. The phase and length of this "reverse burst" shall
be such that when received on a companion tone receiver, no burst of noise (commonly
known as squelch tail) shall be heard at the end of the transmission.
RF POWER OUTPUT
The transmitter shall deliver at least 110 watts to the output terminals of the
transmitter when the output terminals are connected to a nominal output impedence of
50 ohms, in accordance with EIA Standard RS -152B, Sections 2 and 3.
The transmitter shall be continuously variable with the power delivered to the
output terminals of the transmitter capable of being set from 60 watts to 110 watts
when the output terminals are connected to a nominal output impedance of 50 ohms,
in accordance with EIA Standard RS -152B, Sections 2 and 3.
Any intermittent duty transmitter shall be capable of continuous keying without
damage. The operating power input to the transmitter shall be automatically adjusted
to maintain safe operating conditions for the power amplifier transistors.
RECEIVER DESCRIPTION
The receiver shall be of the single- conversion superheterodyne type and shall employ
only solid -state circuitry for long life and reliability.
Major selectivity elements shall precede the major gain - determining elements to
minimize effects from signals on other channels. The major portion of the receiver
rejection capabilities shall be controlled by fixed -tuned monolithic crystal filters
in the IF section which collectively exhibit a sharp- skirted bandpass characteristic.
The entire receiver from antenna input to detected audio output shall be constructed
on a single plug -in circui? board.

QUIETING SENSITIVITY
An "on- channel" signal of 0.5 microvolt or less, when impressed across the antenna
input, shall produce 20 dB of noise quieting in accordance with EIA Standard
RS -204B, Section 5.
USABLE (EIA - SINAD) SENSITIVITY
Usable sensitivity shall be at least 0.35 microvolt for a 12 dB ratio of signal -plus-
noise -plus- distortion to noise -plus- distortion, in accordance with EIA Standard
RS -204B, Section 4.
SPURIOUS RESPONSE ATTENUATION
All spurious responses shall be attenuated at least 100 dB below the on- frequency
signal level which produced 20 dB of noise quieting in accordance with EIA Standard
RS -204B, Section 12.
SELECTIVITY
Selectivity characteristics shall be at least -90 dB at +20 kHz and -100 dB at
+25 kHz and +30 kHz when measured in accordance with EIA Standard RS -204B, Section 11.
The receiver shall meet -110 dB desensitization at +3 MHz when measured in accordance
with EIA Standard RS -204B, Section 11.
INTERMODULATION SPURIOUS ATTENUATION
The intermodulation spurious response attenuation at the usable sensitivity level
shall be at least 80 dB with + F of 20 kHz, 85 dB with + F of 25 kHz and 30 kHz,
and 100 dB with + F of 3 MHz when measured in accordance with EIA Standard
RS -204B, Section 13.
MODULATION ACCEPTANCE
The modulation acceptance bandwidth of the receiver shall be a minimum of +7 kHz when
measured in accordance with EIA Standard RS -204B, Section 10.

RF CIRCUITS
At least five tuned RF circuits shall precede the mixer for reduction of off - channel
interference. This circuitry shall be highly selective and shall be capable of
reducing interference on either the high or low side of the incoming receiver
RF carrier frequency.
AUDIO CHARACTERISTICS
There shall be two audio frequency outputs with characteristics as follows,
measured in accordance with EIA Standard RS -204B, Paragraphs 14 through 17:

The squelch shall have a signal level detection circuit such that with input signals
below 20 dB quieting the squelch operates in a normal manner and prevents closure on
marginal signals or signals in flutter conditions. Above 20 dB quieting input signal
levels, the squelch shall operate in a manner such that noise bursts at the end of a
signal reception are less than 10 ms in duration.
The squelch tail elimination test shall be performed in the following manner. The

squelch control shall be set to threshold. The volume control shall be set to mid-
range. An on- channel signal of 30 dB quieting shall be applied to the radio. An
oscilloscope shall be connected to indicate audio output on the vertical input and
a trigger signal applied to the horizontal trigger input at the instant of RF signal
input termination. Horizontal sweep time shall be adjusted to 5 ms per division. At
the termination of RF input the time shall be measured until all noise disappears
from the oscilloscope trace.
TONE -CODED SQUELCH CIRCUIT
Tone -coded squelch operation shall be provided in which the receiver is muted until
the incoming signal is modulated with the correct low- frequency tone for a particular
receiver. A control chassis function shall be provided to locally select carrier
squelch operation in which the receiver squelch circuit opens for any sufficiently
strong, on- frequency RF carrier. In addition, a control chassis function shall be
provided to select carrier squelch operation by transmitting the proper control line
information from the remote control console.
To provide maximum protection against false operation from interference or from
signals of other similar types of systems, there shall be available at least twenty
(20) narrow -band tone channels below 200 Hz with frequency spacing not to exceed 3.6%.
Tone - frequency- determining elements shall be contactless, sealed plug -in resonant
reeds, interchangeable regardless of frequency and without the necessity for any
type of adjustment. They shall comply fully to EIA Standard RS -220A. The tone
frequency shall be stable within +0.5% of its specified frequency over the radio
equipment temperature range of -30 ° C to +60 ° C. Squelch sensitivity shall be fixed at
less than 8 dB of receiver quieting with a tone deviation of _ +0.5 kHz and shall
not require adjustment. With the AND- SQUELCH option, squelch sensitivity shall
be variable with a threshold sensitivity equal to 8 dB of receiver quieting or less,
with a tone deviation of +0.5 kHz.
The receiver shall be so designed that no burst of noise (commonly known as "squelch
tail ") shall be heard at the end of a transmission from an associated base or
mobile station which is transmitting a "reverse burst" as described in the Squelch
Tail Eliminator paragraph in reference to a transmitter.

MOBILE RELAY STATIONS- REPEATER (RT)
The FM two -way radio set shall be capable of operating as an unattended mobile
relay station. It shall be capable of operating on a single transmitter and single
receiver frequency in the 146 -174 MHz band. Transmitter activation of the mobile
relay shall be provided by means of a specific tone signal initially modulating the
received carrier (single -tone) or by a remote control console.
SQUELCH GATE AND DROP -OUT DELAY TIMER
An all solid -state switching device shall activate the associated transmitter
push -to -talk circuitry whenever a single tone -coded carrier (single -tone) is detected
by the receiver. The signal level at which the transmitter is keyed shall be set
by a control on the Squelch Gate independent of the receiver squelch circuitry.
This device shall include a drop -out delay timer to keep the transmitter push -to-
talk circuitry activated for 0,1,2,4,or 8 seconds after the received signal is
removed.
SINGLE -TONE DECODER
An all solid -state frequency- sensitive switching device shall provide transmitter
turn -on in response to a specific audio tone input. Frequency response shall be
set to a specific frequency between 600 and 3.000 Hz.
SHIELD AND FILTER KIT
The base station shall provide (optional) shields and filtering of all transmitter
and receiver leads.

RADIO TOWER EXTENSION
The vendor will additionally provide approved installation of an extension to
the Round Rock Police Department radio tower located at 2008 Enterprise Drive,
Round Rock, Texas. The vendor will provide for the performance of the following
work:
Addition of 60' of R25 tower to the top of the existing 80' SS
tower, move OMNI antenna to the 140' level, install }" heliax
from the Round Rock Police Department radio room to the top
antenna, install YAGGI antenna at the 80' level, extend #2
copper ground to the top of the tower and bond to the transmission
line at the top, guy the tower to the three guy poles that
will be provided and installed by the customer (City of Round
Rock Police Department). All guy wires and hardware necessary
to connect the guy wires to the guy poles to be supplied by the
vendor. Guy wires will be attached to the guy poles by means
of a metal plate, welded to the guy poles.

EXISTING RADIO RE- PROGRAMMING
The vendor will provide technicians and equipment to re- program the following
radio equipment being used by the Round Rock Police Department:
- 12 General Electric PHOENIX mobile radios
- 11 General Electric MVS mobile radios
- 5 Midland Syn -Tech mobile radios
- 3 General Electric PLS portable walkie- talkie radios
All reprogramming will be done at the Round Rock Police Department located at 2008
Enterprise Drive, Round Rock, Texas. All reprogramming will be completed within 24 hours
of the activation of the base repeater system. All scan pools in the mobile radios will
be programmed as outlined by the customer at the time that the mobile radios are re-
programmed.
EXISTING RADIO -NEW CRYSTAL INSTALLATION
The vendor will provide technicians, parts, and equipment to place new crystals
with the repeater frequency into the following radio equipment being used by the
Round Rock Police Department:
- 23 General Electric MPI series portable walkie- talkie radios
All new crystals will be installed within 24 hours of the activation of the base
repeater system. All work to be completed at a location approved by the customer.

One bid in the amount of $14,154.10 was received June 27, 1989 for
the Police Department Communication System Upgrade from Wear Radio Service
out of Temple. Several other area vendors were contacted, but did not wish
to bid on the system.
Staff recommends Council approval of the Wear Radio Service bid in
the amount of $14,154.10.
