preliminary alignment for the Lake Georgetown parallel waterline, and
WHEREAS, engineering services are necessary for said study, and
WHEREAS, Haynie and Kallman, Inc., has submitted an engineering
contract to provide said engineering services, and
WHEREAS, the City Council desires to enter into said contract
with Haynie and Kallman, Inc., Now Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract for engineering service with Haynie and
Kallman, Inc. regarding the preliminary alignment for the Lake
Georgetown parallel waterline, a copy of said contract being attached
hereto and incorporated herein for all purposes.

Raw Water Line #2 - Phase 1
Landowner Research and Surveys for Permit
and Easement Acquisition
Dear Mr. Nuse:
We are pleased to submit this Letter of Authorization for
Phase 1 professional services to provide landowner research
and surveys for the required permit and easement
acquisitions for the future construction of "Raw Water Line
#2." This proposed 48 -inch raw water pipeline will
generally parallel the routing of Round Rock's existing
30 -inch raw water line that carries pumped raw water from
Lake Georgetown to Round Rock's surface water treatment
plant. Having been the design engineer responsible for the
initial 30 -inch raw water line, our firm's knowledge of the
area, landowners, governmental agencies and construction
limitations will prove valuable in determining the optimum
routing of Raw Water Line *2.
This project will be divided into two major tasks described
as:
Task No. 1 - Landowner Research and Coordination
with City's Representative; and
Task No. 2 - Surveying for Easements and Permits.
The two tasks are categorized as follows:
Task No. 1 - Landowner Research and Coordination
with City's Representative:
a. Research present owners;
b. Research existing utilities, i.e. telephone,
electric, gas, water, sewer;

c. Contact with Texas Highway Department on their
preferred assignment;
d. Examine alternate routes around problem areas
encountered in this phase; set proposed
assignments;
e. Identify easements and permits needed; and
f. Coordinate findings with City's representa-
tive.
Task No. 2 - Surveying for Easements and Permits:
a. Intervals and widths as required where
dictated by terrain;
b. Greater widths in areas such as river
crossings, bores, etc.; and
c. Locate trees 8" caliper and up, all valves,
manholes, poles, telephone markers, culverts,
and pavement edges.
We will provide these services in accordance with our
Hourly Rate Schedule (see Attachment "A "), at a total
charge not -to- exceed $32,000. We can complete this work
within 120 calendar days. If this compensation amount
meets with your approval, please have Mayor Robinson sign
this letter in the space provided below authorizing this
expenditure. Please return one copy to our office and
retain one copy for your file. The above time schedule for
completion and work on the project will commence upon
receipt of the signed Letter of Authorization.

ITEM: 11M. Consider a resolution authorizing the Mayor to
enter a contract with Haynie & Kalman, Inc. for
engineering services regarding the preliminary
alignment for the Lake Georgetown parallel water-
line.

STAFF RECOMMENDATION:
The current 30" water line from Lake Georgetown is sized to
provide 18 million gallons of water per day. In order to provide
additional capacity for the future, an additional line must be
constructed. This contract is for alignment and right of way
acquisition services only.
ECONOMIC IMPACT:
The major long lead item in the paralleling of the existing
30" water line is the R.O.W. acquistion. Since land costs are now low,
this acquistion of the R.O.W. will save us considerable time and money
when it is necessary. This necessity could be brought about by
normal growth which would be indicated approximately by 1993 or
by a rapid growth expert or a substantial industrial demand could
trigger the construction more quickly. By proceeding in this manner,
the land acquistion will be done in the most cost efficient manner
available.
