Dear Jim:
On August 24, 1989 the City Council voted to award a contract
for the boundary survey on the golf course to Coulter Engineering. As
was known at the time, my company is affiliated with two Registered
Public Surveyors on this project. They are not, however on Coulter
Engineering's full -time staff. It has come to my attention that this
arrangement does not meet the rules set forth by the Texas Board of
Land Surveying for work of this nature.
For this reason I am requesting that the City Council authorize
the Mayor to execute a document transferring the contract for the
golf course boundary survey from Coulter Engineering to Dippel /Ulmann
and Associates.
I would like to point out that this does not affect this firm's
ability to negotiate for and provide field services associated with
engineering design. (i.e. design surveys and construction staking)
I appreciate your understanding in this matter and regret any
inconvenience this may have caused you or any other city personnel.
