We understand the ground -water supply is to furnish about 600,000 gpd (417 gpm) which is about half the irrigation requirements for the golf course. We further understand that the ground -water supply will be needed by June 15, 1990, and that the City desires the supply to be ready for use by about May 15, 1990. Accordingly, we propose to begin the planning phases of the work immediately upon authorization and to proceed directly so that even in the event of contracting /construction delays, the schedule can be met. R. W. Harden & Associates, Inc. (RWH &A) has conducted various geohydrologic studies on the tract for four entities and also drilled ten test holes on subject tract between 1984 -1986. Letter to M'r. Nuse September 29, 1989 Page 2 Most test holes encountered potable water, while a few encountered more mineralized water probably satisfactory for irrigation supply. Pumping tests were conducted at two sites and sufficiently favorable productivity was obtained to warrant consideration of the sites for production wells. The prior studies were directed towards potable supplies. Use for irrigation only enlarges the possible alternatives for water supply somewhat. Prior test results indicate that the irrigation supply can likely be developed from one well, and this proposal assumes that just one production well will be planned and constructed. We recommend and propose the following work be conducted. SCOPE OF WORK Task 1- Project Planning This work will include a review of past project files, and preparation of pertinent information on test hole and test, well locations, water levels, pumping test results, and water quality so that knowledgeable decisions can be made regarding production well siting alternatives. Also, an evaluation of well design alternatives will be made complete with costs, and recommendations made on the alternative most applicable. The work will also include advising the City of limitations associated with developing ground water on the tract, so the City can make informed decisions on well location, alternative supplies, and any associated surface water supplies. The results of Task 1 work will he presented at a meeting with City personnel. The Task 1 work will allow the City to make knowledgeable decisions to optimize well location, water quality, pipeline, and cost considerations. Task 2 - Test Drilling at Pond It has been determined that the most favorable location for the production well will be adjacent to a pond near the center of the golf course. It appears desirable to drill at least one test hole near the pond to check water quality and quantity at that location. If conditions at the pond were favorable, considerable pipeline costs could be saved. This work item includes the planning and drilling of one test hole to a depth of approximately 550 feet complete with log, formation and water samples, water quality analysis, and if appropriate, jet testing for productivity. RWH &A will evaluate the acceptability of this test hole site for a production well. In the event this site proves unsuitable, RWH &A will assist the City in deciding whether additional test holes should be drilled or whether a production well should be constructed at a more distant previously proven site. Task 3 - Well Design and Specifications From the results of Task 1, RWH &A will finalize the recommended design for a production well at the selected site including drilling methods, diameter, casing, and, if applicable, liner. Technical specifications will then be prepared for the well to obtain competitive bids from contractors and to guide the construction of the well. The specifications will be prepared consistent with the legal requirements the City is hound by, and will include performance and payment bonds, proposal forms, general conditions and technical well specifications. The technical specifications will include detailed well design, production testing, a well acidizing option, and guarantee provisions. Task 4 - Bidding /Contractor Selection RWH &A will recommend a list of contractors, secure and evaluate bids, and advise the City on contractor award. Task 5 - Inspection of Well Construction and Testing This work will include field inspection of well construction and testing to ensure that the construction is in accordance with the well specifications and to provide engineering approvals as necessary. The inspections will cover drilling sequence and methods, setting of casing, and pump testing. From the results of initial pump testing, evaluations and recommendations on acidizing will be made. Supervision of acid treatment and inspection of subsequent final production tests will be done. The later cost estimate for this Task includes RWH &A professional services and expenses and does not include contract drilling, construction and testing of the production well. RWH &A will prepare a completion report on the well including applicable logs, as -built drawings, pumping test and water quality results to fully document the well construction and testing. Six copies of the completion report will be provided. It is understood that the City (or others) will be responsible for designing, specification preparation, and obtaining of final production pumping equipment along with all piping, power and controls. It is also understood that the City will provide access for all work conducted by RWH &A on the tract as well as any surveying necessary to stake sites or determine elevations.
