R-89-1379 - 11/21/1989WHEREAS, in accordance with Chapter 122, Human Resources Code, V.A.T.S., the City of Round Rock desires to co- operate with the State of Texas in encouraging and assisting disabled persons to achieve personal independence by engaging in useful and productive activities; and WHEREAS, in order to achieve this goal, the City desires to enter into a contract with Capital Area Easter Seals whereby certain areas of the City will be cleaned in consideration for the payments outlined in said contract, Now Therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is authorized and directed to execute on behalf of the City, a contract with Capital Area Easter Seals whereby certain areas of the City will be cleaned in consideration for the payments outlined in the contract, a copy of said contract is attached hereto and incorporated herein for all purposes. BASIS OF PAYMENT: Payment will be on the basis of $7.00 per man hour (includes all labor, equipment, and materials) on a pre- approved work order form. IV. PAYMENT FOR SERVICES: CONTRACT NUMBER The Receiving Party shall pay for services received upon receipt of a proper invoice or voucher prepared by the Assigned Sheltered Workshop or TIBH within 30 days from receipt of same. THE UNDERSIGNED PARTIES do hereby certify that, (1) the services specified above are necessary and essential for activities that are properly within the statutory functions and programs of the affected parties of Local and State Government, and (2) the services, supplies or Contract, are not required by Section 21 of Article XVI of the Constitution of Texas to be supplied under Contract given to the lowest responsible bidder. Consider a resolution authorizing the Mayor to enter into an agreement with Capital Area Easter Seals. STAFF RESOURCE PERSON: Jim Nuse STAFF RECOMMENDATION: Approval This agreement will make it possible for sponsored individuals to perform the cleanup required of weedy lots throughout Round Rock. Specific tasks will be identified by the municipal code enforcement section and through the continued use of work orders. In the recent past these work orders were directed to Street Division or P.A. R.D. crews. This agreement will enable those crews to resume working in their respective functional areas.
