R-89-1394 - 12/28/1989WHEREAS, the City of Round Rock desires a drainage design for the golf course, and WHEREAS, professional engineering services are required in connection with a drainage design for the golf course, and WHEREAS, Dipple, Ulmann and Associates and Coulter Engineering have submitted an engineering agreement to provide said engineering services, and WHEREAS, the City Council desires to enter into said agreement with Dipple, Ulmann and Associates and Coulter Engineering, Now Therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City an agreement for engineering services with Dipple, Ulmann and Associates and Coulter Engineering regarding a drainage design for the golf course, a copy of said agreement being attached hereto and incorporated herein for all purposes. October 27, 1989 RE: Proposal for Engineering Services to Develop Master Stormwater Management Plar, and Construction Plans and Specifications for the Detention Facilities for the Franklin 582 Tract Dear Mr. Nuse: Dippel, Ulmann & Associates, Inc. (DUA) and Coulter Engineering, Inc. (CE) are pleased to present this proposal for engineering services on the above referenced project. Project Description: The proposed project consists of approximately 582 acres of land and is located on the east side of County Road 122. The purpose of this proposal is to provide engineering services to develop a master drainage plan to accommodate the future development of the entire tract. Specifically, this future development consists of residential, commercial, and multifamily usage as well as an 18 -hole golf course. This task can be accomplished by developing hydrologic computer models to reflect the present and the future hydrologic regimes, and establishing drainage facilities at strategic locations to mitigate the increase in peak runoff due to the proposed developments. Subsequent to the drainage analysis, the Joint Venture will prepare all the necessary plans and specifications for the construction of these detention facilities. Scope of Work: I. Stormwater Management Plan Analysis 1. Establish existing hydrologic conditions at all the downstream control points of the project for the 10 -, 25 -, and 100 -year design storms. The work elements to accomplish this task include delineation of drainage area boundaries, calculation of drainage areas, time of concentrations, runoff coefficient for each subarea, and development of the computer hydrologic models. Utilizing the preliminary proposed land use plan, develop future hydrologic conditions at the above mentioned control points for the same frequency storms. This task will include determination of impervious cover areas, time of concentrations, drainage area sizes, and runoff coefficients for the proposed development, and the formulation of the computer hydrologic models. 3. Develop detention facility systems to attenuate the proposed peak discharges to the existing conditions at all the downstream control points except the two control points draining to the existing Soil Conservation Services (SCS) dam. The detention ponds' location, sizing, and outlet structure types will be coordinated with the City of Round Rock Golf Course Consultant, Richard Phelps, and the City of Round Rock staff. 4. Evaluate the 10 -, 25 -, and 100 -year storms' peak flowrates from the existing SCS dam, assuming fully developed conditions upstream to insure the adequacy of the existing drainage facility. 5. Prepare a final preliminary drainage report detailing the results of the investigation as well as the delineation of the detention facility systems. II. Design Phase Engineering 1. Prepare construction drawings for four (4) ponds; i.e., two (2) combination of detention and recreation ponds, one (1) recreation pond, and one (1) detention pond (see Figure 1). The construction drawings shall include, but not be limited to, the following elements: a) Cover sheet with general construction notes. b) Temporary erosion control plan. c) Master Drainage Plan with hydrologic analysis results from Item I. d) Grading plan. e) Profiles and cross - sections. f) Detailed detention pond outlet structures. 2. Perform topographic surveys for the design of the proposed ponds. Mr. Jim Nuse, P.E. -3- October 27, 1989 3. Coordination with golf course architects and City of Round Rock officials. 4. Prepare construction specifications and documents. 5. Obtain construction plans and specifications approval from City of Round Rock engineering department. III. Construction Phase Engineering 1. Attend prebid conference. 2. Assistance in obtaining and evaluating bids. 3. Perform periodic inspection of the project site to insure compliance with the construction plans and the City of Round Rock standards. 4. Review monthly pay estimates from the contractor. 5. Perform construction staking, if requested by City of Round Rock officials. Basis of Compensation For work of this nature, we propose to perform the above services in accordance with the following compensation schedule and the attached rate schedule. 1. Stormwater Management Plan Analysis (Item I, Scope of Work) will be billed monthly based on time and materials expended to date, with a not -to- exceed amount of $10,000.00. 2. Design Phase Engineering (Item II, Scope of Work) will be billed monthly based on time and materials expended to date, with a not -to- exceed amount of $16,000.00. 3. Construction Phase Engineering. a) Items III -1 through 4, Scope of Work, will be billed monthly based on time and materials expended to date, with a not -to- exceed amount of $4,000.00. b) Item III -5, Scope of Work, will be billed monthly based on time and materials expended to date. Tree location, easement preparation, and feasibility studies are not included in the above costs but are subject to negotiation at initiation. 2. Should the Owner or Owner's agent request changes to the above defined scope of services or if additional services are requested, all incurred costs shall be billed on a time and materials basis in accordance with the attached rate schedule. An estimate of additional costs will be provided and approved prior to proceeding with the project. 3. Design of recreational pond water purification systems is not included in this proposal. If required, construction plans for such facilities shall be provided by the golf course architect. 4. This proposal is prepared under the assumption that stormwater runoff in area drains to the existing SCS dam will not require detention. If, upon evaluation of the SCS dam (Scope of Work Item I -4), it is determined not to be the case, preparation of construction plans and specifications shall be considered as additional services. 5. Payments to the Joint Venture for authorized services will be due within 30 days of presentation of statements for such services. 6. In the event that developmental ordinances or standards are significantly changed prior to the completion of this project, the Scope of Work and Basis of Compensation outlined above may be inadequate to complete the project. In this event, the Owner will be notified and a Revised Proposal prepared for review and approval. A Letter of Authorization for those items listed under Special Requirements shall be prepared and approved prior to commencing any additional services. The Joint Venture shall commence work immediately upon receiving written authorization from the City. In the event the project is completed under the not -to- exceed amount, the engineering compensation shall be the time and materials accrued at the time of the completion of the project. We anticipate completing Items I and II of the Scope of Work outlined in this proposal within ninety (90) calendar days. Mr. Jim Nuse, P.E. At this time, the Joint Venture has not received any preliminary land use plan from MVB Company, Inc. Therefore, it would be extremely difficult to predict the outlet points of stormwater runoff discharges along the golf course as well as the wastewater and water line crossings through the golf course. Consequently, we intentionally defer the proposal to perform engineering services for preparing construction plans for drainage and utilities improvements at the golf course until we obtain our copy of the preliminary land use plan. However, in consideration of the time frame for the completion of the golf course, we feel that it is important to begin the above described engineering tasks immediately.
