WHEREAS, the City of Round Rock desires tank inspection and
integrity assessment services for the 1990 Round Rock Tank
Improvements, and
WHEREAS, Heart of Texas Inspection Services has submitted an
agreement to provide said services, Now Therefore
BE IT RESOLVED BY THE CITY COUNCIL OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City an agreement to provide tank inspection and
integrity assessment services for the 1990 Round Rock Tank
Improvements, said agreement being attached hereto and incorporated
herein for all purposes.

I mprovemants.
SCOPE:
PROPOSAL
HOT Inspection Services, Inc. (HOT) hereby offers to perform the following work on the above
referenced project at the price, terms and conditions listed:
HOT will provide tank inspection and integrity assessment services for the City Of
Round Rock, Texas on the Barton Hill, Westinghouse, and North 81 water storage
tanks. The services to be rendered will include the following:
_Conduct a visual inspection of the shell, roof, floor, accesses, appurtenances and weldments in
accordance with the AWWA D100 visual criteria. All areas of tank will be accessed as
required for visually evaluating the status of welds and base material.
_Perform ultrasonic thickness measurements of the tank shell, roof and floor for base material
thickness verification. Readings to be taken where worse cases of corrosion are visually
detected.
Magnetic particle examine any areas of tank showing signs of stress for the detection of cracks.
_Perform a leak test of complete tank bottom and shell to bottom weldments using a vacuum box
leak detection device.
_Perform a leak test (pressure) of shell penetration reinforcing pads (containing test holes)
for leak tightness.
_Take still photographs of interior roof area and any excessively damaged portion of tank for
documentation in report.
110T will furnish all equipment and tools necessary to complete inspection process in a safe
manner. Spider inspection scaffold (owned by HOT) will be installed and removed by HOT,
based on owner authorization and approval,
_Compile inspection and testing results, tabulated data and pictures in technical report form, in
sufficient detail to report condition of tank to be included into bid package for the
rehabilitation of each tank. A seperate report will be provided for each of the three (3) tanks.
Reports to follow within five (5) working days of completion of each tank.
_I-10T will provide verbal reporting to City of Round Rock personnel if in the event an immediate
problem is detected.
WORK EXCLUDED:
The water and sediment after tank drew down shall be removed by the City OF Round Rock unless
request is made for HOT to perform that service at an hourly rate of $35.00 /mhr plus
equipment charges.
PRICE:
An estimated not -to- exceed price for each tank is as follows:
Barton Hill Standpipe 33' die x 80' tall $6,220.00
North 81 Standpipe 35' dia x 115' tall $6,220.00
Westinghouse Ground Storage 23.5' dia x 32' tall $4,790.00
Total Contract $17,230.00
*All work will be conducted and billed at an hourly rate as shown below and on price schedule
attached. The not to exceed price above applies to each tank inspection. Allow 5 working days
for completion of each tank.
ADDITIONAL SERVICES:
Any work not specifically listed herein or by reference will be negotiated prior to performance
or billed at the appropriate hourly rate as stated below:
1. Tank Integrity Inspection Team (2 men) $ 90.00 /hr
2. Additional Inspector $ 35.00 /hr
3. Standby Safety Support $ 25.00 /hr
4. Ultrasonic Testing (flaw detection) $ 50.00 /hr
5. Ultrasonic Testing (thickness measurements) $ 45.00 /hr
6. Magnetic Particle Testing $ 40.00 /hr
7. Radiographic Testing $ cost + 20%
8. Spider Inspection Scaffold $ 250.00 /day
9. Welding and Cutting $ 30.00 /hr

TERMS:
This proposal is offered subject to acceptance within 30 days. Payments to be made within 30
days of invoice date as each phase of the contract is completed.
CONDITIONS:
This proposal assumes all tanks will be opened and cleaned (bottom floor) for access by HOT
personnel. Electricity for operating tools and equipment to be supplied by the City at the
jobsite. The estimated not -to -exceed cost is based on initial inspection of structures.
INSURANCE:
HOT to provide insurance certificate verifying liability and statutory coverage limits.
TIME OF PERFORMANCE:
Work to begin upon City notification that tank is ready for the appropriate inspection
procedure. Each phase to be completed within five (5) days, plus weather delays. HOT will
conduct work on weekends at standard ( non - overtime) rates if required for scheduling.

Should you find this proposal acceptable at the pries, terms and conditions offered, please
indicate your acceptance by signing in the spaces provided.

3 water tanks, the Public Works department desires
to enter into a contract with Heart of Texas
Inspection Services, Inc. This inspection will

and rehabilitation program.
