R-90-1529 - 10/23/1990WHEREAS, the City Council approved the 1988 -89 Capital Budget on April 27, 1989, and WHEREAS, the City Council approved $220,000 for the South Industrial Boulevard project, and WHEREAS, the staff has been unable to structure a public /private agreement for the repayment of construction costs with equity to all parties, and WHEREAS, the provision of a safer transportation alternative to the Round Rock area employees of Farmers Insurance Group and Wayne Systems/Dresser Industry remains an important public purpose, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS That the City Council reaffirms its commitment to this project and directs the staff to cause the construction of a portion of Corridor Drive from its present terminus to FM 1325. Consider a resolution supporting funding for the Corridor Drive Extension Project. STAFF RESOURCEPERSON: Joe Vining The City Council approved this item along with other projects as part of the 1988 -89 Capital Budget. At that time staff believed it possible to have this project constructed as a PID (Public Improvement District). State law requires the Council to make a finding in the creation of such districts that all parties benefiting from the improvements must be assessed under a formula that can be established as equitable to all parties. Due to the unusual circumstances of this project (some parties did not front the improvements, some were fully developed, etc.) staff was unable to establish a formula totally equitable to all parties. However, since the project is very important in providing area employees a safe and convenient method of returning to Round Rock, we are recommending that the project go forward.
